                                JOB ANNOUNCEMENT
                      Chief Operating Officer-Chief Financial Officer
The Law Foundation of Silicon Valley (formerly Santa Clara County Bar Association Law Foundation), a 501(c)(3),
founded in 1974, provides free legal services to over 7,000 Santa Clara County residents annually. The Law
Foundation has 30 attorneys and advocates and 20 staff who operate five programs: AIDS Legal Services, Fair
Housing Law Project, Legal Advocates for Children & Youth, Mental Health Advocacy Project, and the Public
Interest Law Firm. It has an annual budget of over $3.5 million and is governed by a 30 member volunteer Board of
Directors from leading legal, financial, high technology, and community-based organizations. The COO-CFO reports
directly to the Law Foundation’s Executive Director-Chief Executive Officer.

Job Responsibilities
        Financial Management
       Oversee the development and revision of the budget, financial reports, and ensure budget compliance.
       Supervise development and implementation of adequate financial controls in accordance with GAAP.
       Ensure that sound accounting and financial reports are prepared followed in accordance with GAAP.
       Research, evaluate and negotiate major purchases and contracts.
       Administer approved budget and monitor the monthly cash flow of the organization.
       Update and monitor output measurement and payroll systems.
       Provide the ED-CEO and Board with comprehensive, regular financial reports and projections.
       Prepare budgets, invoicing and reporting of grants and contracts.
       Work with external auditors to ensure a clean audit.

        Risk Management and Compliance
       Ensure that the Board of Directors and the organization carries appropriate and adequate insurance coverage.
       Ensure compliance with laws applicable to financial management, personnel and facilities, including ADA
        accessibility, work place safety, and worker information posting.
       Work with the management team to design accountability measures for annual strategic plan and
        contract/grant reporting.

        Human Resources
       Oversee the implementation of the human resources policies, procedures and practices including the
        development of job description for all staff, in consultation with the management team.
       Establish a healthy and safe work environment in accordance with all appropriate legislation and regulations.
       Establish development and training schedules for staff.
       With the management team, establish comprehensive performance evaluation process for staff.
       Handle routine Union relations; lead Union negotiations.
       Oversee recruitment, hiring, promotion, and termination of all personnel using appropriate and legally
        defensible procedures

        Administrative Operations
       Oversee the implementation of the strategic plan.
       Assess needs and determine staffing requirements for administrative positions, such as front desk,
        administrative support, HR, IT, facilities and finance.
       Draft, with input from the management team, operational policies for the approval of the ED-CEO and
        prepare procedures to implement the organizational policies; review existing policies on an annual basis and
        recommend changes as appropriate.
       Establish a healthy and safe work environment in accordance with all appropriate legislation and regulations.
       Oversee management of facilities.
       Oversee management of information technology, equipment, and telephone systems.
       Hire, supervise, and evaluate administrative staff to ensure compliance with job descriptions and program
        priorities as set by Directing Attorneys.
Desirable Qualifications
       Demonstrated commitment and passion to serve the community.
       Minimum of 10 years experience in nonprofit and/or government accounting and human resources.
       Minimum of five years supervision experience.
       Strong analytical skills. Fast and accurate in handling financial data.
       Demonstrated excellence in financial and computer programs: Excel, Word, and Quickbooks Pro. Other
        software knowledge is desirable, including fund accounting and Microsoft Access.
       Sense of humor and ability to learn, listen and work with diverse, bright staff.
       Self-starter with flexibility and openness to new ideas.
       BA in Finance, Accounting, Economics or Business.
       CPA preferred.

Compensation
   Salary: $90K to $100K, DOE.
