                                       MISSION STATEMENT

The educational programs of the New Egypt Schools shall foster high expectations, in both
academics and behavior, giving attention to all students’ individual needs. Children will be
provided a variety of activities and experiences that allow them to mature into lifelong learners,
who are critical thinkers, and who cooperate with others as they grow and learn in our
democratic society.

I.        CALL TO ORDER

II.       OPEN PUBLIC MEETING ACT

       In compliance with the Open Public Meeting Act, this is to announce that adequate notice of
       this meeting has been given in the form of an Annual Notice contained in Resolution No.
       2008-1 which Resolution was immediately thereafter posted upon the bulletin board in the
       main office of all four schools and the Board Secretary’s office and disseminated within
       seven (7) days of passage to the Asbury Park Press, and a copy of such resolution was filed
       with the Plumsted Township Clerk. No advance written notice of this meeting was requested
       and paid for by any person according to the record of the Secretary of the Board. I direct the
       Secretary of the Board to enter into the minutes of this meeting this public announcement.

       Request resolution for Executive Session at this point in the meeting of the Plumsted
       Township Board of Education on August 27, 2008 for the purpose of discussing employee
       salary, an Administrator contract and requests for attendance of non-resident students;

       WHEREAS, the Open Public Meeting Act (N.J.S.A. 10:4-6 to 21) permits bodies to discuss
       certain matters in closed sessions, and

       WHEREAS, the Board of Education has a need to hold a meeting on Unwarranted Invasion
       of Individual Privacy issues; and
      WHEREAS, pursuant to the Open Public Meeting Act (N.J.S.A. 10:4 – 6-21), such a meeting
      may be held in private;

      NOW, THEREFORE, BE IT RESOLVED, that:

         1. The Board shall meet in closed session on these matters; and
            The matters to be discussed in private may be shared with the public at such other
            time as the Board may determine that there is no longer any requirement for
            confidentiality.

         The Plumsted Township Board of Education appreciates and welcomes public comment,
         advice and suggestions on agenda items. We have reserved an opportunity during each
         meeting for this purpose. Please feel free to speak to the board during this period by
         stating your name, address, and the agenda item number that you wish to speak about,
         followed by your comments.

         Although the balance of the meeting is conducted in public (except legally permitted
         executive sessions items), our procedures do not allow for public comment during this
         period. Your cooperation is anticipated so that the school board can conduct business in
         a thorough and efficient manner.

         In accordance with the Board of Education policy each individual will be limited to speak
         for three minutes during the public comment periods and the cumulative total for each
         public comment period shall not exceed thirty (30) minutes.

23.   Recommend approval of a contract with Dr. Andrew L. Nelson of Ocean County Family
      Care, P.A. to be the school physician for the 2008-2009 school year at an annual cost of
      $18,000.00.

24.   Recommend approval for Frank Gripp to attend the NAFIS Fall 2008 Conference in
      Washington, DC on September 20, 2008 – September 24, 2008, at a total estimated cost
      of $2,550.00 including registration, meals, lodging and transportation.

33.   Recommend approval of resolution 2008-2009 NO. 14, Authorizing Execution Of An
      Interlocal Services Agreement With Plumsted Township Board of Education For A
      School Resource Officer.

34.   Recommend approval of an Interlocal Services Agreement With Plumsted Township
      Committee For A Supervisor of Buildings, Grounds and Operations.

35.   Recommend approval of the establishment of the position of Middle School Sports
      Athletic Monitor for away competitions at the annual cost of $9,520.00
      (10 sports x 7 games x 4 hours/game x $34.00 per hour).

36.   Recommend approval of Stein & Supsie as the Board of Education attorney for the 2008-
      2009 school year.
37.   Recommend approval of Jump, Scutellaro & Company, LLP as the Board of Education
      auditors for the 2008-2009 school year.

38.   Recommend approval of resolution 2008-2009 NO. 15, State Contract Purchasing.

39.   Recommend approval of an Interlocal Services Agreement with Plumsted Township
      Committee For Provision of a School Resource Officer, with the School District’s Fiscal
      Responsibility being $28,175.85 for the 2008-2009 academic year.

40.   Recommended approval of a contract with Neptune Township Regional Deaf
      Education for two students to attend the 2008 – 2009 school year at a total cost of
      $79,404.

41.   Recommended approval of a contract with the Y.A.L.E. SCHOOL, INC. for one student
      to attend the 2008 – 2009 school year at a total cost of $38,601.00.

42.   Recommend approval with the Commission for the Blind for the following students for
      the 2008 – 2009 school year. The cost for each student is $1,600.00. for a total cost of
      $6,400.00.

43.   Recommend approval of a contract between J.K. and the Plumsted Township Board of
      Education to transport his/her child from the Dr. Gerald H. Woehr Elementary School to
      home at a rate of $20.00 per day totaling 180 days (M-F) for the 2008-2009 school year.

44.   Recommend approval of Starr Transit Company, Inc. to transport 8th Grade students to
      Camp Speers Eljibar on September 10, 2008 and return to New Egypt Middle School on
      September 11, 2008 at a total cost of $8,066.00.

B.    Personnel Motions

1.    Recommend ratification of the renewal of approval of Marguarite Santiago as a
      Language Interpreter for the Plumsted Township School District effective July 1,
      2008 – June 30, 2009 at a rate of $18.00 per hour.

2.    Recommend approval of the revision of a NJFLA/FMLA leave of absence for Tara
      Melchoir to return to work on September 2, 2008 pending a certified physician’s note
      allowing her return to work.

3.    Recommend approval to renew the following Lunchroom/Playground Monitors at
      the Dr. Gerald H. Woehr Elementary School for the 2008-2009 school per the
      attached.

4.    Recommend approval of the following Lunchroom/Playground Monitors at the New
      Egypt Primary School at a rate of $7.51 per hour, 3 hours per day for 170 days, pending
      successful completion of the application process established by the Superintendent of
      Schools and approval for Emergent hire, if necessary, by the Ocean County
      Superintendent of Schools in accordance with law.

5.    Recommend approval to renew Antonella Wiggett as Lunchroom/Playground Monitor at
      the New Egypt Primary School at a rate of $7.91 per hour, 3 hours per day for 170 days.

6.    Recommend ratification of acceptance of the resignation of Denise Emmons,
      New Egypt Middle Science Teacher effective July 31, 2008 with regrets.

7.    Recommend acceptance of the resignation of Heidi Wilson, Middle School
      Guidance Counselor effective August 28, 2008, with regrets.

8.    Recommend ratification of the acceptance of the resignation of Michelle Ortore, as a
      Deaf Education/Special Education teacher effective August 15, 2008, with regrets.

9.    Recommend approval of Ron Krieg as a parent volunteer to attend the overnight camping
      trip to Camp Speers-Eljabar, Dingman’s Ferry, PA from September 10, 2008-September
      11, 2008 pending successful completion and receipt of criminal history clearance through
      the State of New Jersey Criminal History Review Unit.

10.   Recommend approval of the resignation of Nicole Batiuk part-time paraprofessional at
      the New Egypt Primary School effective August 28, 2008, with regrets.

11.   Recommend ratification of approval for Ginger White to attend a presentation at the
      Inclusion Academy on August 20, 2008 and be paid as per PTEA contract.

12.   Recommend approval for Michael Mendes to take two (2) Summer II 2008 courses
      entitled “Human Resource Administration” and “Technology for Instruction and
      Administration” through Thomas Edison State College for 3 credits each course for a
      total of 6 credits and be reimbursed at $225.00 per credit, with all provisions pertaining
      as specified in Article XIX of the current negotiated agreement between the Plumsted
      Township Board of Education and the Plumsted Township Education Association, and
      pending receipt of a grade of “B” or better and proof of payment and the availability of
      funds.

13.   Recommend approval for Michael Colling to take a Fall 2008 course entitled “Strategies
      for Cooperative Advantage” through University of Phoenix for 3 credits and be
      reimbursed at $225.00 per credit, with all provisions pertaining as specified in Article
      XIX of the current negotiated agreement between the Plumsted Township Board of
      Education and the Plumsted Township Education Association, and pending receipt of a
      grade of “B” or better and proof of payment and the availability of funds.
14.   Recommend approval for Gabrielle Haspel to take a Fall 2008 course entitled “Estuarine
      Ecology” through Georgian Court University for 4 credits and be reimbursed at $225.00
      per credit, with all provisions pertaining as specified in Article XIX of the current
      negotiated agreement between the Plumsted Township Board of Education and the
      Plumsted Township Education Association, and pending receipt of a grade of “B” or
      better and proof of payment and the availability of funds.

15.   Recommend approval for Gabrielle Haspel to take a Fall 2008 course entitled “Advanced
      Cellular Biology” through Georgian Court University for 4 credits and be reimbursed at
      $225.00 per credit, with all provisions pertaining as specified in Article XIX of the
      current negotiated agreement between the Plumsted Township Board of Education and
      the Plumsted Township Education Association, and pending receipt of a grade of “B” or
      better and proof of payment and the availability of funds.

16.   Recommend approval of the attached Staff members for extra curricular opportunities for
      the 2008-2009 school year.



17.   Recommend approval of a FMLA/NJFLA leave of absence for Christine (Piserchia)
      Zirillo from October 20, 2008 – February 2, 2009 with no use of sick or personal time.

18.   Recommend approval of a salary adjustment for Christina Westby-Gibson from BA+30
      Step 5 ($50,350.00) to MA Step 5 ($50,850.00) for the 2008-2009 school year effective
      September 1, 2008 as per the PTEA/PTBOE Collective Bargaining Agreement pending
      receipt of official transcripts.

19.   Recommend approval of a salary adjustment for Vanessa Carmona from BA+15 Step 2
      ($47,311.00) to MA Step 2 ($48,211.00) for the 2008-2009 school year effective
      September 1, 2008 as per the PTEA/PTBOE Collective Bargaining Agreement pending
      receipt of official transcripts.

20.   Recommend approval of a salary adjustment for Jessica Howland from MA Step 4
      ($49,851.00) to MA+15 Step 4 ($50,151.00) for the 2008-2009 school year effective
      September 1, 2008 as per the PTEA/PTBOE Collective Bargaining Agreement pending
      receipt of official transcripts.

21.   Recommend approval of a salary adjustment for Jessica Marti from BA Step 3
      ($47,551.00) to BA+15 Step 3 ($47,951.00) for the 2008-2009 school year
      effective September 1, 2008 as per the PTEA/PTBOE Collective Bargaining
      Agreement pending receipt of official transcripts.

22.   Recommend acceptance of the resignation of Maria Pisani, paraprofessional
      effective August 28, 2008, with regrets.
23.   Recommend approval of the revision of a FMLA/NJFLA leave request from Jennifer
      Gilbert, New Egypt Primary School Kindergarten teacher, which extends her leave
      through December 23, 2008 with a return date of January 5, 2008.

24.   Recommend of approval of ratification to rescind Jay Corby as a Lacrosse coach for the
      Summer Warrior Sports camp effective August 4, 2008.

25.   Recommend ratification of Dennis Mallon as a Lacrosse coach for the Summer
      Warrior Sports camp effective August 4, 2008 to be paid at a rate of $55.00 per person.

26.   Recommend approval of the attached list of Student Teachers from Georgian Court
      University and College of NJ for the Fall 2008 and Spring 2009 semesters throughout the
      district effective September 2, 2008 – May 30, 2009.

27.   Recommend approval of John Palumbo as High School Varsity Assistant Soccer coach
      for the 2008-2009 season at the stipend amount of $4,500.00 as per the PTEA/PTBOE
      Collective Bargaining Agreement, pending criminal history clearance.

28.   Recommend approval of Yvonne Schmidt as a substitute teacher/instructional assistant
      for the 2008-2009 school year at the rate of $80.00/$60.00 per day respectively effective
      September 2, 2008 pending successful completion of the application process established
      by the Superintendent of Schools and approval for Emergent hire, if necessary, by the
      Ocean County Superintendent of Schools in accordance with law.

29.   Recommend approval of Uriel Morfin as a substitute teacher/instructional assistant for
      the 2008-2009 school year at the rate of $80.00/$60.00 per day respectively effective
      September 2, 2008 pending successful completion of the application process established
      by the Superintendent of Schools and approval for Emergent hire, if necessary, by the
      Ocean County Superintendent of Schools in accordance with law.

30.   Recommend approval of the renewal of Stacy Walston Dixon as a substitute
      teacher/instructional assistant for the 2008-2009 school year effective September 2, 2008
      at the rate of $80.00/$60.00 pending receipt of her renewed substitute certificate from the
      county office.

31.   Recommend acceptance of the resignation of Jonathan Marinari, high school tennis coach
      for the 2008-2009 school year, with regrets, effective August 28, 2008.

32.   Recommend acceptance of the resignation of Jonathan Marinari as high school Art
      Teacher, with regrets, effective August 8, 2008

33.   Recommend approval of Robert Bird as a community education instructor for the 2008-
      2009 school year effective August 28, 2008.
34.   Recommend approval of Marilyn Galloway, as a counselor for the NEED Program
      effective September 2, 2008 for the 2008-2009 school year at the rate of $8.25 per hour,
      pending successful completion of the application process established by the
      Superintendent of Schools and approval for Emergent hire, if necessary, by the Ocean
      County Superintendent of Schools in accordance with law.

35.   Recommend approval for Erin Pinelli, Kindergarten leave replacement teacher to attend
      Kindergarten Orientation on August 28, 2008 and be paid $34.00 per hour for 3 hours.

36.   Recommend approval of Wesley Mascher as a substitute teacher/instructional assistant
      for the 2008-2009 school year at the rate of $80.00/$60.00 per day respectively effective
      September 2, 2008 pending successful completion of the application process established
      by the Superintendent of Schools and approval for Emergent hire, if necessary, by the
      Ocean County Superintendent of Schools in accordance with law.

37.   Recommend approval of Lisa Kaczor to move from half-time to full time
      paraprofessional effective September 2, 2008 at a salary of $14,954.00 for the 2008-2009
      school year.

38.   Recommend approval of Resolution # 2008-12 Emergent Hire.

39.   Recommend approval of Andrea Merhi as a Teacher of English as a Second Language for
      the 2008-2009 school year at a salary equal to BA Step 2 ($46,911.00) effective
      September 2, 2008 pending successful completion of the application process established
      by the Superintendent of Schools and approval for Emergent hire, if necessary, by the
      Ocean County Superintendent of Schools in accordance with law.

40.   Recommend approval to appoint Lauren McCrone as an Elementary Teacher to fill a
      leave of absence in a 5th grade classroom September 2, 2008 – November 30, 2008 for
      the 2008-2009 school year at a salary equal to BA Step 2 ($46,911.00) prorated for a
      partial year, with such appointment being temporary until all paperwork requirements
      have been satisfied.

41.    Recommend the renewal of the following substitute nurses for the 2008-2009 school
      year at the rate of $90.00 per day to perform substitute and special project duties:

      Sue Koller, Theresa Consolloy, Donna Wharton, Kelly Meirs, Camille Horner and Laurie
      Knott

42.   Recommend approval of the following teachers receiving tenure effective September 2,
      2008:

      Ann Marie Bette, Jamie Donahue, Kathleen Donahue, Michael Forina, Gabrielle Haspel,
      Jessica Howland, Bridget Patterson, Christine Pischeria, David Restaino, Elizabeth
      Saulnier and Susan Skowronski
43.   Recommend acknowledgement of the following administrators who have received
      tenure:

      Toni Ferry – Principal – effective July 21, 2008
      Tom Farrell – Assistant Principal – effective June 29, 2008

44.   Recommend ratification of approval to revise the per diem salaries and days of work for
      the following Child Study Team members: Diane Jarvis, $346.51 per diem up to 7 days
      and Jodie Greene $422.32 per diem up to 13 days effective June 23, 2008.

45.   Recommend approval of Alicia DeMarco to volunteer her time to instruct yoga to the
      New Egypt High School Football team during their fall season.

46.   Recommend approval of a FMLA/NJFLA leave of absence for Amy Parker, Physical
      Therapist from December 1, 2008 – March 9, 2009 utilizing 16 sick days and 3 personal
      days.

47.   Recommend ratification of approval of Renee Palumbo as High school Varsity Girls
      Tennis coach effective August 18, 2008 at a stipend of $4,900.00 as per the
      PTEA/PTBOE Collective Bargaining Agreement.

48.   Recommend approval of the Plumsted Township Education Association contract
      addendum establishing the athletic trainer salary of $70,924.00.

49.   Recommend approval for Michael Deus to take a Fall 2008 course entitled “Project:
      Applied Thesis 1” through Georgian Court University for 3 credits and be reimbursed at
      $225.00 per credit, with all provisions pertaining as specified in Article XIX of the
      current negotiated agreement between the Plumsted Township Board of Education and
      the Plumsted Township Education Association, and pending receipt of a grade of “B” or
      better and proof of payment and the availability of funds.

50.   Recommend ratification from July 1, 2008 to approve of the following for the 2008-2009

      Qualified Teacher Status in Science, for the 2008-2009 school year at a salary equal to
      BA Step 4 ($48,551) effective September 2, 2008 pending successful completion of the
      application process established by the Superintendent of Schools and approval for
      Emergent hire, if necessary, by the Ocean County Superintendent of Schools in
      accordance with law.

55.   Recommend approval of Natalie Silvestro as Guidance Counselor, assigned to the Middle
      School, for the 2008-2009 school year at a salary equal to MA Step 1 ($47,571) effective
      September 2, 2008 pending successful completion of the application process established
      by the Superintendent of Schools and approval for Emergent hire, if necessary, by the
      Ocean County Superintendent of Schools in accordance with law.


56.   Recommend approval of Sandra Creevy-Trigo as Teacher of Art for the 2008-2009
      school year at a salary equal to BA Step 3 ($47,551) effective September 2, 2008 pending
      successful completion of the application process established by the Superintendent of

57.   Recommend approval of Erin-Marie Magnotta-Merwin as Teacher of the Handicapped

64.   Recommend approval for Laura Puro to take a Fall course entitled “Intro to Autism &
      Pervasive Developmental Disorders” and through Georgian Court University for 3
      credits and be reimbursed at $225.00 per credit, with all provisions pertaining as
      specified in Article XIX of the current negotiated agreement between the Plumsted
      Township Board of Education and the Plumsted Township Education Association, and
      pending receipt of a grade of “B” or better and proof of payment and the availability of
      funds.

65.   Recommend approval of Susan Birks as a paraprofessional for the 2008-2009 school year
      at a salary of $13,333.00 effective September 2, 2008.

66.   Recommend approval of Matthew Kukoda as middle school Teacher of Social Studies
      for the 2008-2009 school year at a salary equal to MA Step 2 ($48,211.00) effective
      September 2, 2008 pending successful completion of the application process established
      by the Superintendent of Schools and approval for Emergent hire, if necessary, by the
      Ocean County Superintendent of Schools in accordance with law.

67.   Recommend approval of Geraldine Pawliski, as a counselor for the NEED Program
      effective September 2, 2008 for the 2008-2009 school year at the rate of $8.25 per hour,
      pending successful completion of the application process established by the
      Superintendent of Schools and approval for Emergent hire, if necessary, by the Ocean
      County Superintendent of Schools in accordance with law.

68.   Recommend approval for Kodi Sohl to take a Fall 2008 course entitled “Distance
      Learning” an online course through New Jersey City University for 3 credits and be
      reimbursed at $225.00 per credit, with all provisions pertaining as specified in Article
      XIX of the current negotiated agreement between the Plumsted Township Board of
      Education and the Plumsted Township Education Association, and pending receipt of a
      grade of “B” or better and proof of payment and the availability of funds.

69.   Recommend approval for Kodi Sohl to take a Fall 2008 course entitled “Research
      Application in Educational Technology” through New Jersey City University for 3
      credits and be reimbursed at $225.00 per credit, with all provisions pertaining as

      September 27, 2008 from 3:00 p.m. – 11:00 p.m. for a professional wrestling show at a
      cost of $75.00 per hour for a total of $600.00.

2.    Recommend approval of the Friends of the Library to use the high school
      cafeteria on November 6, 2008 from 9:00 am – 5:00 p.m., November 7, 2008 from 8:00
      a.m. – 7:30 p.m. and November 8, 2008 from 8:00 a.m. – 7:00 p.m. for a used book sale
      fundraiser.

E.    Other Motions

1.    Recommend approval to continue the long-term suspension of Student A through the
      next regular meeting of the Plumsted Township Board of Education which at present is
      September 24, 2008.

2.    Recommend approval for the New Egypt Middle School to perform “Willie
      Wonka and the Chocolate Factory Jr.” on January 9 & 10, 2009.

3.    Recommend approval of the Three-year District Mentoring Plan.
4.   Recommend the annual approval of the Memorandum of Understanding between
     the Plumsted Township School District and the Plumsted Township Police
     Department for the 2008-2009 academic year, such Memorandum being
     unchanged from the document approved for the 2007-2008 Academic Year.

XVI. PUBLIC COMMENT ON ANY SCHOOL RELATED TOPIC

     The Plumsted Township Board of Education appreciates and welcomes public comment,
     advice and suggestions on any topic concerning the education process. We have reserved
     an opportunity during each meeting for this purpose. Please feel free to speak to the
     board during this period by stating your name, address, and the agenda item number or
     the topic that you wish to speak about, followed by your comments.
        Although the balance of the meeting is conducted in public (except legally permitted
        executive sessions items), our procedures do not allow for public comment during this
        period. Your cooperation is anticipated so that the school board can conduct business in
        a thorough and efficient manner.

        In accordance with the Board of Education policy each individual will be limited to speak
        for three minutes during the public comment period and the cumulative total for each
        public comment period shall not exceed thirty (30) minutes.

XX. EXECUTIVE SESSION

     Request resolution for Executive Session at this point in the meeting of the Plumsted
     Township Board of Education on August 27, 2008 for the purpose of discussing employee
     salary, an Administrator contract and requests for attendance of non-resident students;

     WHEREAS, the Open Public Meeting Act (N.J.S.A. 10:4-6 to 21) permits bodies to discuss
     certain matters in closed sessions, and

     WHEREAS, the Board of Education has a need to hold a meeting on Unwarranted Invasion
     of Individual Privacy issues; and

     WHEREAS, pursuant to the Open Public Meeting Act (N.J.S.A. 10:4 – 6-21), such a meeting
     may be held in private;

     NOW, THEREFORE, BE IT RESOLVED, that:

        1. The Board shall meet in closed session on these matters; and
           The matters to be discussed in private may be shared with the public at such other
           time as the Board may determine that there is no longer any requirement for
           confidentiality.
