The meeting opened at 2.00pm. Brief introductions were made around the table.


AGENCY UPDATES AND DISCUSSION

Landgate
Roads team is currently working in the South West which should be complete mid October. Then Metro will
follow. Tiles have been merged and now more seamless. Topology checks are being done and attribution is more
consistent. The GREAT roads will migrate to Topo February 2010.

Main Roads WA
MRWA is doing a pilot for drainage information, using D-Spec
MRWA is phasing out collecting crash data on paper as it will be captured on a website.

WA Police
Lisa will test transferring attributes using a similar method that Police use for checking roads.

DEC
The concern is to portray roads correctly in the landscape. DEC facilities management and GIS area are trying to
do it without duplicating effort and need to consider how the New Road Model will influence the agency’s
direction. What system to choose between input to Main Roads and virtual editing direct to the Landgate topo
database.

Differential GPS data captured still needs much cleansing before use and before it will be put in ROMAN / IRIS

WALIS
The LGA workshop will be held on 11 November at the WALIS Forum. Jack will give an update on Road Group
activities.

Main Roads perspective on Routable Road Centreline
Summarized progress and proposed a way forward

Business Process (Steve Boston)
 Spatial is important but not the main focus – Road attribute focus for asset management
 Spatial output but not stored that way
 Would like to get the road information to customers
 Unlikely that MR will change their reliance on linear referencing (SLK)
 Single Corporate system IRIS is highly customized – includes state & local roads
 Many data custodians input to IRIS through ROMAN
 IRIS is on every desktop including access to contractors
 Data management plans, standards and representation guidelines in place
 Planning a secure front end external access for LGA’s (Dec 2009)

 Unlikely to be one data set just yet
 Get efficiencies across government & protecting own business
 Stop duplicating effort
 How to connect the MR & LG dataset that is manageable

 Concept roads – captured early in the process

WA POLICE (3 September 2009)
WA Police
 Road centerline: 0 length segments (0.01) a problem when applying class symbolization
 Locality boundaries used to check address
 Proposed roads can be a problem – cannot travel
 Uses DP plans to add in roads to get there – the earlier it gets in the better
 Information needs to be in the system in a very specific way – 3 months of processing / formatting
 Need correct direction for address ranges
 Road used for navigation & high end mapping & travel analysis
 Get incremental updates from Landgate – where changes are flagged the complete road is checked
 Police need to know where vehicles cannot cross and if the road segments actually connect.
 Anomalies are fixed and fed back to data source / Landgate
 Identify the minimum that is needed to determine a route and prioritize to get it attributed.
 What is Navteq collecting ?
 Police value added / formatted roads can be beneficial to PTA & FESA

LOCAL GOVERNMENT (3 September 2009)
Local Government
 In future LGA’s will give the captured roads to MR.
 Landgate requires that the road is represented before it is built (concept roads)
 ROMAN 1 is widely used
 Data interchange with MRWA is well established – updates sent to MR once a year
 LGA don’t do spatial – MRWA does it for them
 Potential for LGA’s to use ROMAN2 (license)
 LGA concerned about asset management
 D-spec in place but what about R-spec imposed as a condition for clearance
 Road numbering – LGA amalgamations will demand much change to unique road number
 MRWA manages road number allocation process on ROMAN – same road name can have different number
 LGA’s uses LG roads for corporate GIS

 TRIS web based iDelve application used & ArcMap for Editing – post route to contractor for review
 School Bus services Information System (SBSIS) based on TRIS
 Assigned LG UFI forms the primary relationship - Some issues experienced due to bulk UFI changes
 Gets full LG dataset – delete segments that is not needed & apply PTA changes – all UFI changes are flagged
 Flagged changes / comparisons – anomalies / updates not currently being fed back to LG (negative UFI)
 Road name changes are not flagged
 Zero length lines a problem
 Use address ranges
 Need new roads early – new estates – bus routes door to door service
 Capture driveways & private roads – use aerial photography & contractor feedback
 Contractor gets paid per mileage – need to calculate route journey time
 Get councils to check condition of road
 Some logging companies get bus route data
 PTA has a need for a RRCL: flow direction, turning restrictions, overpass, median strip, speed limit

 Important to get maintenance strategy right – ROMAN2 / LG online Topo editing
 DEC currently testing online editing to the Topo database with LG
 Need a common reference / link between MRWA & LG - consider spatial alignment between MRWA & LG
 Core function is land management – recently manage road network as an asset
 Dynamic road network -- 2 DEC road datasets – map products & new RCL
 DGPS for ROMAN - started 2004 & complete 2009 – recorded speed environment & safety hazards
 Single user Access data base at present – being cleaned & quality checked - linking Access DB & raw data
 Next phase to give MRWA the data to dynamically segment & see spatial
 Not all DEC roads should be published – some restricted
 Grey roads are not maintained or inspected
 Emergency Services Directory (ESD) the driver to maintain roads data or on request
 Road names not always done through formal process – Landgate geonoma
 Roads are used for burning boundaries
