this document.

   Synchromesh Consulting considers the organization of its solution offerings to be one of the most

    Application and Web Development
    Web and application development is the design and development of business logic, databases,
    and user interfaces that provides for the capture of information and enables business processes.

    Integration
    Integration is the development of middleware that allows companies to ―connect the dots‖
    between applications by using defined interfaces. Applications may be internal and external to
    the enterprise, therefore this covers topics commonly termed as business-to-business and
    application-to-application integration.

    Infrastructure
    Infrastructure is the ―plumbing‖ or foundation that we know of as networks, operating systems,
    servers, information security sub-systems, mail systems, network management systems, directory
    services etc. These are the physical and logical components upon which business applications are
    built and are largely responsible for the performance the end user will experience with an
    application. These are components that require on-going administration and proper design to
    scale as the enterprise grows.
    Methodology
    Our Methodology practice assists projects through assignment of project managers and business
    analysts trained in the methodologies, and a project office that closely monitors project activity.
    Each Synchromesh Consulting practice area delivers solutions using a phased delivery approach
    configured to Rational‘s Unified Process (RUP) as defined by our methodology practice. Please
    reference Appendix A: Rational Unified Process for more information regarding this
    methodology.

Through a combination of RUP and our National Practices, we are confident we are qualified to
provide services in all of the major service categories defined in the Invitation to Qualify (ITQ). We
also partner with a number of companies that supplement skills that may not fit into our core
competencies. We work with our clients to ensure that any partner used, conforms to their

   Category 6 Implementation
      Synchromesh Consulting uses the Rational Unified Process (RUP) as our development
      methodology, which includes a strong framework and set of deliverables for implementation.
      Our focus throughout the implementation process is on a few key concepts: the build,
      integration and prototypes. The build provides an operatio nal version of a system or
      subsystem that demonstrates the capabilities of the final product. Integration combines
      separate software components to create a larger portion of the system or the whole system.
      Prototypes are used to check the usability, confirm business needs and demonstrate key
      technologies. Each of these concepts helps to prove the architecture of the system early on and
      continuously, and results in an implementation model. The implementation model will grow
      with the progress of the project and is used as a guide for a successful, final implementation.

   Professional/Technical Personnel Questionnaire
       1. How do you intend to provide the resources required by this ITQ?
      Synchromesh Consulting is a national organization with over 100 consultants in nine locations
      including Des Moines, Omaha and Minneapolis. When a need is identified, the Synchromesh
      Consulting Account Executive will work with the Consulting Managers to find the appropriate
      match from the extensive range of skill sets. The most qualified consultant will be selected
      based upon the match of skill sets, availability and location of the consultant. The profile of
      the consultant selected will be sent to the requesting department and an interview will be
      arranged between the consultant and the requester, if necessary. Where possible, and
      appropriate, consultants with past experience at the State of Iowa will be presented.
       2. Identify the SP contract administrator and describe the functions that person will
          perform.
      The contract administrator for Synchromesh Consulting will be:

      The contract administrator will be the primary contact person for this contract in working with
      the State of Iowa. This includes:
              Acting as the first point of contact for the State of Iowa
              Handling resource requests
              Finding qualified resources to meet the needs of resource requests
              Monitoring of invoices
              Developing Statements of Work as necessary

      The account manager is responsible for the overall relationship with the State of Iowa and will
      be supported by a team of people to insure we meet and exceed your expectations. Team
      members that would be in place to support the Account Manager include the following: Sales
      Manager, Consulting Manager, Project Director, and a Recruiter.

      Sales Manager – the sales manager supports the local account manager and will serve as an
      escalation point for you if issues arise.

      Consulting Manager – the consulting manager works closely with the account manager to
      source the best- fit consultants to meet your specific requirements.

      Project Director – the project director works closely with the account manager and the
      customer when it is determined that the State of Iowa would like to engage Synchromesh in a
      formal ―Project‖ (versus a staffing engagement).

      Recruiter – the recruiter supports the account manager when staffing requirements dictate that
      we need to hire more staff locally to meet the growing needs of our clients. Recruiters also
      work on behalf of our customer team to recruit for long-term project requirements. The
      recruiters follow a formal screening process, background check, and reference check prior to
      hiring new consultants.

       3. Describe how you plan on providing additional personnel if it becomes necessary to
          properly staff projects.
      If the necessary staff is not available from the loca l offices, the contract administrator will
      perform the following steps:
              Determine the availability of qualified resources from another office at Synchromesh
               Consulting
              If warranted, depending on the need and length of engagement, begin a hiring process
               to obtain a qualified resource to be part of the Synchromesh Consulting team
              If there is a need for a specialized resource, we will work with a Synchromesh
               Consulting partner to obtain a qualified resource to submit for approval or train an
               existing consultant


       4. Describe your company's ability to uniquely address problems and issues related to
          the service category.
      Synchromesh Consulting is uniquely positioned to address the Implementation Category in the
      following ways:
              We have extensive experience helping state government agencies design, develop, and
               deploy technology solutions. Our consultants utilize RUP, which stresses the
               importance of planning for implementation, specifically considering the build,
               integration, and prototype.
              We apply proven methodologies that deliver results on time and within budget.
              Our implementation approach not only addresses technology, but also addresses the
               people and process aspects of successfully deploying solutions.
              Our consultants focus on knowledge transfer—we provide informal mentoring to
               clients throughout our projects and formal documentation, which enables our clients to
               support newly implemented systems themselves.

              Our rates are significantly more competitive than Big Five Consulting companies for
               similar services


       5. Describe your company's practices in adopting client policies and methods.
      Synchromesh Consulting has methodologies in place for engagements in each practice area
      that are specific configurations of the Rational Unified Process (RUP). Synchromesh
      Consulting has also developed a comprehensive Project Management Methodology for use on
      all project engagements. These methodologies can be used on their own but have the
      flexibility to be compared and configured to incorporate existing client processes and
      terminology. In addition, where appropriate, Synchromesh Consulting will use the client‘s
      preferred methodologies to meet specific client needs, activities and deliverables.
      Synchromesh recommends iterative methodologies over waterfall-based methodology to
      manage change and expectations.
      Implementation strategy is heavily dependent upon the client and technical situation as well as
      the nature of the system being implemented.


       6. List each type / brand of operating system / communication system you are
          experienced with in each category below and make comments.
      a) Mainframes: Synchromesh Consulting has consultants that have strong experience
      working with Mainframes systems. Our experience ranges from OS systems administration to
      application development. We also are aligned with key partners that have extensive
      experience in these areas. Our core experience as it relates to mainframes is assisting our
      customers in migrating applications off the mainframe. We also have strong experience
      migrating data from mainframe systems to client/server applications and web-enabled
      applications.
      b) Midrange / Minicomputer: Synchromesh Consulting has consultants that have strong
      experience with Midrange / Minicomputer systems. This experience ranges from OS systems
      administration to application development. We also are aligned with key partners that have
      extensive experience in these areas. Our core experience as it relates to midrange systems is
      assisting our customers in migrating applications off the midrange platform. We also have
      strong experience migrating data from midrange systems to client/server applications and web
      enabled applications.
      c) Client / Server / Distributed Systems: Synchromesh Consulting has extensive experience
      in software management and system networking for distributed systems and applications. Our
      experience ranges from traditional server-based application systems to more complex
      integrated server applications with thin client front-ends and web-based distributed system
      solution. Our current work includes the development of custom approaches to software
      development and the use of Internet technology to build department-wide, university-wide,
      countrywide, and worldwide-distributed information systems. Historically, we have used

      DCOM, CORBA and more recently XML-based Web Services. Extending beyond the
      enterprise, we use XML (document and web services) and EDI technologies to integrate with
      information exchange partner applications.
      We offer total solutions to our clients all the way from the strategic planning to
      implementation and support for client server and distributed systems.
      Please refer to appendix G for additional information regarding our e-Commerce, client/server,
      distributed systems, and web-enabled development capabilities.


       7. Describe your products/experience with Databases
      a) Administration: Synchromesh Consulting has provided clients with Database
      Administrators for Oracle, Microsoft SQL, Sybase, Informix and Spatial Data Engine (a
      Spatial Database).
      b) Application Development Tools: Synchromesh Consulting has additional experience in a
      number of application development tools, which in turn allows us to adapt easily to our
      customer needs. Our experience includes, but is not limited to IBM, Microsoft and Oracle
      solutions. The following is a sampling of our expertise:
      As an IBM premier partner, we are well versed in IBM tools for application development.
      These tools include VisualStudio and VisualAge. In addition, we have trained and certified
      consultants in WebSphere, a tool that allows for development, deployment and integration of
      next-generation eBusiness applications.
      Also a Microsoft Gold Certified Partner, we have a wide-range of experience in Microsoft
      development tools. Some of these tools include Visual Studio 6.0, which allows for
      development in a variety of languages including MS Visual Basic, MS Visual C++, Visual J++
      and Visual FoxPro.
      Synchromesh Consulting‘s experience with Oracle Designer allows us to deliver an increase in
      productivity for database application development by providing a Rapid Application
      Development- like (RAD), intuitive, task-oriented environment to model and generate server
      Data Definition Language (DDL), client/server and web-based applications.
      c) End User Tools: Synchromesh Consulting has extensive end user tool experience. The
      following are a few examples:
               Visual Jumpstart: We have used this tool to help several customers safely store and
               retrieve website data using Structured Query Language (SQL). This tool was also used
               for creating Guest Book tables and manually filling the table with data.
               Access: Through the utilization of Visual Basic, we allowed our customers more
               control of Access capabilities. Synchromesh Consulting demonstrated how VBA code
               can overcome limitations of macros and illustrated other useful scenarios. The creation
               of data access pages helped our customers use existing web pages and business
               solutions. Synchromesh Consulting defined a rich interface for the end users and

               provided hands-on training on using Access, which included creating tables and editing
               table properties.

      d) Structure and Methodologies: Synchromesh Consulting utilizes Rational‘s Unified
      Process across each of its practice areas, providing a firm foundation for the success of our
      solution offerings. Each practice area has configured or tailored RUP specifically to the
      unique activities and delivered artifacts required for solutions within the practice. Our RUP
      configurations provide strong scope definition, organization, monitoring and closure
      procedures in all development-related engagements. The process ensures quality,
      communication and professionalism while providing detailed project scope and development
      documentation.
      In addition, Synchromesh has developed an ‗Engagement Life Cycle‘ methodology that
      coordinates our internal resources to ensure client awareness and satisfaction, providing a
      repeatable process for communication.
      Synchromesh Consulting utilizes a structured Project Management methodology, which
      embraces principles consistent with those principles established by the Project Management
      Institute (PMI).

      a) Help Desk Solutions/Technologies: Synchromesh Consulting has significant experience
      in the Help Desk solutions arena. We have participated at c ustomer sites in a strategic
      advisory capacity determining the best help desk/service center software solutions. In
      addition, we have managed multiple help desk support layers from point of contact call centers
      to advanced second and third level support groups. Synchromesh Consulting has also
      managed several help desk software solution deployments and migrations. Some of our
      experience includes Tivoli 6.0, Service Center, Remedy and Track It.
      b) Data Development: Synchromesh Consulting is experienced with multiple facets of data
      development. Our experiences include providing CRM and corporate data solutions for our
      customer‘s business-to-consumer (B2C) pipelines. These solutions have provided clear,
      comprehensive and actionable views of their customers. Synchromesh Consulting has
      deployed successful CRM solutions and applications including call center management, e- mail
      management, sales force automation, marketing automation and customer service
      management.
      Synchromesh Consulting has participated in several projects that cover reporting, data
      warehousing, OLAP analysis, charting/visualization and data mining. Our focus on structured
      data solutions has allowed our customers to extract, consolidate and analyze information from
      numerous operational systems. These projects include customized applications and packaged
      applications from vendors such as SAP, Baan and PeopleSoft.
      c) Data Analysis: Synchromesh Consulting has managed and analyzed databases on Windows
      NT & Unix with Access, PowerBuilder and Visual Basic. We have performed data
      conversion, analysis, report generation and system maintenance for a variety of clients. Other
      experiences include converting TPA data with MS Access and uploaded to HP-Unix and
      generating complex queries and reports for a variety of clients. We have also developed
      quality control procedures, evaluated gauges and processes that focus on data collection and
      analysis.
      d) Data Modeling: We‘ve assisted several customers in identifying, documenting and
      implementing data requirements for their applications. This process involves reviewing
      existing processes and data models to identify areas of reuse or change. This is followed by
      defining new processes and creating new data models to suit the application's requirements.
      Our process includes best practices in data modeling such as identifying data and associated
      processes, data definition, maintaining data integrity and selection of data storage technology.
      Our experiences include traditional entity relationship modeling a nd data flow diagrams, the
      IDEF family of modeling and to object-oriented Unified Modeling Language.
      We utilize data modeling tools like ERWIN to promote the migration of a logical data model
      to a physical data model.

      e) Facilitating and Consulting: Synchromesh Consulting has participated in numerous
      sessions designed to guide clients through a variety of processes. Our services include
      partnering with clients to achieve their organizational objectives through strategic planning.
      We have solid experience in requirements gathering techniques, from individual interviews to
      brainstorming to group workshops. We also have a range of training experiences, including
      RUP, UML, Requirements Management and Use Cases training courses. Often, the transition
      of a website or application from our project team to the client includes conducting system and
      end user training..
      f) Photogrametery and Remote Sensing: Synchromesh Consulting does not incorporate
      these services into our solution offerings.
      g) Data Collection and Clean up mapping: Synchromesh Consulting is experienced in data
      identification and mapping through our e-Integration practice. This includes identifying data
      requirements, creating new data stores and mapping and migrating old data to the new system.
      We have used tools such as Mercator to transform data from one format to another and cleanse
      data in the process. When needed, we have worked closely with clients to assist in data clean
      up efforts to make this a smooth transition. Our experiences include o ne-time migrations,
      batch-processing and real-time interfaces that automatically synchronize application data from
      one application to another the instant it is inserted or updated in the source application.
      h) GIS / ESRI Software / MapInfo: Synchromesh Consulting has experience developing
      solutions in the GIS field. We have expertise in the following ESRI software tools: ArcView,
      ArcInfo, ArcSDE, and ArcIMS. We have built both web and desktop applications that allow
      users to interact with maps. We have also designed relational databases that can integrate
      spatial data.
      i) Electronic Commerce / EDI: Synchromesh Consulting is an internationally renowned
      industry leader in the area of EDI, helping define EDI standards as they are today. Our
      vertical industry expertise ranges from health care, product data management, supply chain
      and government. We focus on process level integration as the next generation of business-to-
      business integration, and believe that internal business applications need to appear as one to
      your trading partners. Our philosophy is that EDI is just part of an enterprise- level solution
      and EDI tools such as Mercator and BizTalk can be used to integrate applications whether they
      reside on the mainframe or an Access database. Synchromesh Consulting has developed,
      tested, debugged and implemented EDI solutions utilizing Mercator, Harbinger, Gentran and
      Excel EDI translators.
      We have a successful track record implementing EDI solutions. One example involved
      developing and implementing an efficient electronic process that automated the task of
      applying for and receiving mortgage loan insurance. Synchromesh Consulting developed an
      integration architecture that includes application-to-application synchronization of data
      between disparate systems (Oracle, IMS, MS SQL), as well as the facilitation of EDI to the
      client‘s trading partners. We led the analysis of business logic/flow for a mortgage loan
      insurance application, including receipts and reporting. In addition, we have developed three

      bureau.
      In the health care industry, our project managers supervised a team responsible for all health
      care-related Electronic Data Interchange transactions for a large health care organization, its
      provider clinics and trading partner entities. We are leaders in the areas of HIPAA, with some
      of our resources leading creation of the reports that resulted in the HIPAA legislation. HIPAA
      services we offer include assessments, EDI implementation and business process
      improvement.
      Our area of expertise in the field of EDI includes services around the compliance of HIPAA
      standards. We have standards representatives on the ANSI ASC X12 committee,
      UN/CEFACT/TMWG (next generation EDI) and ebXML, including the ebXML Steering
      Committee.
      j) Docume nt Management: Synchromesh Consulting has success stories that include the
      development of custom document management systems, integration to various imaging
      systems, and the development of the ebXML Registry and Repository specification that can
      serve as a document and knowledge management engine through customized classification
      schemes.
      k) Telecommunications wide area network: Synchromesh Consulting has consultants skilled
      in the design, implementation and operation of Wide Area Networks and Internetworking. We
      have also developed strategic WAN plans for clients to assist them with mapping the WAN
      plan to the business vision.
      l) Biometrics: Synchromesh Consulting does not incorporate these services into our solution
      offerings.
      m) Wireless Networking: Synchromesh Consulting has wireless networking and application
      development embedded within its practice areas. As an example of our wireless networking,
      we deployed a 2.0 MBPS wireless LAN (IEEE 802.11) in two large food-processing plants to
      support a proof of concept warehousing application. This advanced network provides access
      to the SAP warehousing application in Minneapolis from NEMA rated PCs mounted on
      forklifts moving throughout the remote refrigerated food processing facilities. This project
      included RF site surveys, wireless LAN planning and design, facility preparation, access point
      installation, interfacing the wireless and wired LANs, integration with the Pillsbury WAN,
      wireless workstation installation on the forklifts and the development of software distribution
      techniques.
      An example of our experiences includes developing and implementing a tire-specific software
      program that runs on a Palm OS-based handheld device. Palm technology is used to upload
      data into a Lotus Notes-based sales force automation system, allowing file sharing for fleets
      with multiple locations. The fleet inspection data co llected is also rolled up to the data
      warehouse application where it is used for product development and marketing.
      Synchromesh Consulting also developed a mobile directory that could be synchronized with a
      centralized database using a user‘s PC or a Palm modem. This system allows users to

      download an employee directory onto their PDA, either from their desk in the office or over a
      phone line. Users are then able to easily access employee contact information remotely. This
      file also synchronizes with the Lotus Notes directory in order to transmit changes in the
      directory to the remote users.
      n) IT Staffing: Synchromesh Consulting has performed and managed IT Staffing initiatives
      for several customers in varies industries. We have conducted IT staffing efforts for Call
      Centers, Support Centers, Senior Administrators, Project Managers, Software Developers,
      Database Analysts, Technical Architects, Database Administrators, Network Engineers, and
      other IT related staffing positions as directed by our custo mers.
      o) Graphic Web Design: Synchromesh Consulting works collaboratively with our clients to
      determine a design strategy. We consult with our clients and listen to what our clients convey
      about the image they want their web site to portray and what they want their website to do.
      This includes discussing the use of ―branding‖ as well as the potential benefits of carrying over
      elements from other client collateral such as print pieces, etc.
      Once a strategy has been determined based on consulting with the client, site design comp
      options are created incorporating navigation possibilities, color combinations, stock photos
      and/or any design collateral supplied by the client. Creating these comps may include
      sketching storyboards, scanning images, designing site maps, etc.
      The end user experience is considered when determining computer user interface design. Ease
      of site navigation is of primary importance in designing a user- friendly site that encourages
      user participation. Synchromesh Consulting recommends that site design should also be cross-
      platform and browser compatible. This means it should be viewable and function equally well
      on a PC as well as a MAC; in Netscape Communicator as well as MS Internet Explorer.
      Color is chosen from a websafe color palette to ensure as much consistency among monitors as
      possible. Synchromesh Consulting consultants design so that sites can be viewed at a
      minimum monitor resolution of 800x600 pixels, but we consider client requirements.

    Appendix A: Rational Unified Process
The Rational Unified Process (RUP) is Synchromesh Consulting‘s Development Methodology and
will provide the framework for any project. The process is based on the six best practices of software
development and provides a solid framework throughout a project lifecycle. RUP encompasses an
iterative development approach through four major project phases: Inception, Elaboration,
Construction and Transition.

       RUP Inception Phase
       The overriding goal of the inception phase is to achieve concurrence among all stakeholders on
       the lifecycle objectives for the project. The inception phase is of significance primarily for
       new development efforts, in which there are significant businesses and requirements risks,
       which must be addressed before the project can proceed. The result is a comprehensive
       Statement of Work, business and technical/infrastructure requirements, high- level design
       concepts and a plan for the completion of the remaining stages.

       RUP Elaboration Phase
       The goal of the elaboration phase is to baseline the architecture of the system to provide a
       stable basis for the bulk of the design and implementation effort in the construction phase.
       The architecture evolves out of a consideration of the most significant requirements (those that
       have a great impact on the architecture of the system) and an assessment of risk. The stability
       of the architecture is evaluated through one or more architectural prototypes, functional parts
       of the system.
       The scope of the Elaboration Phase includes:
               To ensure that the architecture, requirements and plans are stable enough, and the risks
                sufficiently mitigated to be able to predictably determine the cost and schedule for the
                completion of the development
               To address all architecturally significant risks of the project
               To establish baseline architecture derived from addressing the architecturally
                significant scenarios, which typically expose the top technical risks of the project
               To produce an evolutionary prototype of production-quality components, as well as
                possibly one or more exploratory, throw-away prototypes to mitigate specific risks
                such as:
                    o Design/requirements trade-offs
                    o Component reuse
                    o Product feasibility or demonstrations to investors, customers, and end- users

other states, pull the appropriate information from existing legacy applications and allow
for the manual entry and update of information currently held on paper in the case file.

Synchromesh Consulting (formerly operating as Norstan Consulting) determined the
vision and functionality of the Eligibility Tracking System, and managed and delivered the
technical services to design, develop, and deploy the system. The system was created
using Visual InterDev and SQL Server, and is accessed via the State of Iowa intranet.
ETS provides DHS personnel one place to access and/or track an individual’s or a case’s
current eligibility/ineligibility program status.

    Department of Human Services policy and technical staff actively participated in the
