The regular meeting of the Conemaugh Township Area School Board of Directors was held on Tuesday,
April 18, 2006 at 7:00 p.m. in the board room with Mrs. Saylor-Stahl presiding.

Roll call was taken by Lisa Stevens.

Mrs. Saylor-Stahl noted receipt of the following correspondence:

1. Letter from the Pennsylvania Bureau of Audits to notify the District that a preliminary review of the
   Single Audit Report for the year ended June 30, 2005 disclosed that it contains no findings related to
   federal awards passed through commonwealth funding agencies.
2. Letter from Mrs. Tara Kimmel to thank the Board for her recent appointment to the position of High
   School Librarian.
3. Letter from Gene Spangler, Class of 1943, along with a donation of $140.24 to be used to plant more
   trees around the playground equipment at the Intermediate School. Dr. DiBartola will send a thank-
   you to the Class of 1943.

The Committee of the Whole meeting of the Conemaugh Township Area School Board of Directors was
held on Monday, April 10, 2006 at 7:02 p.m. in the board room with Susan Saylor-Stahl presiding.

Members Present:        Patricia Bailey, Robert Barrett, Raymond Kauffman (arr. 7:40), Stacia Meyers,
                        Craig Mlaker, Susan Saylor-Stahl, David Strayer, Scott Summits

The following items are presented for your review and consideration:

1. Reports

    A. Mr. Osmolinski reported that the ―look‖ of the District’s website will change with the switchover
       to Logic House. He requested input from the Board regarding the design and marketing
       information to be included, and suggested that the board members view websites of other school
       districts currently with Logic House. He will get a list of those districts to the board members.
       Mr. Strayer mentioned that perhaps there is a resident employed in the marketing field who could
       assist the district with that component of the website.

    B. Mr. Carr stated that he had met with Dr. Ellsworth last week to discuss the Windber Research
       Institute childhood wellness project and express the District’s concern about drawing blood from
       students. He also indicated Dr. Ellsworth does not expect to be notified by the State regarding
       project approval until mid to late May.

    C. Discipline Reports for March were included with the agenda. Mr. Summits requested that the
       reports include year-to-date numbers and that next year, a comparison with the current year be
       included (i.e., 2005-2006 vs. 2006-2007).

    D. Mrs. Popp commented on the following items (Mrs. Saylor-Stahl also commented on No. 2):

        1. Graduation project revisions and student input about the procedure.
        2. GPA Committee discussion on weighting technology and business courses. Since they are
           still developing, and are not core courses or as rigorous as the other weighted courses, the
           GPA Committee felt they should not be weighted at this time. The Committee will continue
           to review the situation as the courses develop. The Board requested that Mrs. Popp check into
           dividing the educational program into several areas (e.g., general, tech prep, college prep) and
           calculate student GPA’s by area.
        3. Alignment of curriculum, assessment, and instruction.
        4. Proposed new textbooks, which are available for review by the Board prior to approval next
           month.
        5. Class size information, which is to be included with the regular meeting packet.

2. Student Education (No Items)

3. School Activities

    A. Recommend approval of the following Field Trip/Competition Requests:

        1. Permission for Deanna Haddle to accompany four students to a Windber Research Institute
           Student Project Meeting on Tuesday, April 18, 2006 at a cost of $43.20: $10.70/travel;
           $32.50/half-day substitute (Accountability Block Grant).

        2. Permission for Rebecca Mishler to accompany 15 Junior High Student Council members to
           the Intermediate School to conduct a recycling and pollution program/assembly on Friday,
           April 28, 2006 at no cost to the district (Student Council to pay for transportation).

        3. Permission for Vivian Lehman to accompany 30 members of the Family & Consumer Science
           Club on a trip to Bedford Village on Tuesday, May 9, 2006 at a cost of $75/substitute
           (budgeted—remainder of costs paid by Club).

        4. Permission for Primary School teachers to accompany their students (approx. 200) to the
           Mountain Playhouse for a Children’s Theater performance on Friday, May 19, 2006 at a cost
           of $1,200: $800/tickets; $400/travel (budgeted—remainder of ticket cost paid by Somerset
           County Commissioners).

    B. Informational items were as follows:

        1. A candle sale is being conducted by the PTA to aid students in paying for the elementary
           yearbooks.
        2. The PTA will hold a Cherrydale fundraiser at the beginning of the 2006-2007 school year.
        3. A list of important dates for the High School was included with the agenda.
        4. Included with the agenda was an Elementary Newsletter.

4. Human Development

    A. Reappointment of athletic personnel was referred to executive session for discussion.

    B. Recommend permission for Edward Slonka to attend National Incident Command System
       Training at the Ed/Tech Center in Duncansville on Thursday, April 27, 2006 at a cost of
       $45/travel (budgeted).

    C. Retirements

        1. Recommend acceptance of the resignation by reason of retirement of Ellen Shawley as an
           Elementary Teacher effective at the end of the 2005-2006 school year.

        2. Recommend acceptance of the resignation by reason of retirement of Joyce Kamzik as an
           Elementary Teacher effective at the end of the 2005-2006 school year.

        3. Recommend acceptance of the resignation by reason of retirement of Virginia Shroyer as an
           Elementary Teacher effective at the end of the 2005-2006 school year, contingent upon the
           completion of a pending purchase of service application through the Public School
           Employees’ Retirement System.

    D. Recommend approval to add Amy Dunbar (Elementary) and Megan Ostrich (Elementary) to the
       Substitute Teachers’ List for the remainder of the 2005-2006 school year.

    E. Recommend approval to add Lucie Hershberger and Marlene Hershberger to the Substitute Aide
       List for the remainder of the 2005-2006 school year.

    F. Recommend approval of the following volunteers for the remainder of the 2005-2006 school year:

    G. Discussion was held regarding the Job Description/Sign-off sheet for Coaches and Advisors. A
       copy of the coaches’ document was included with the agenda; Mr. Foster noted that he is working
       on a similar document for the extracurricular advisors to sign.

    A. Recommend approval of revised Policy Nos. 221/Dress and Grooming and 237/Electronic
       Devices as presented.

    B. Discussion was held concerning proposed revisions to Policy No. 204/Attendance. This item will
       be discussed further before a revision to the policy is made for the next school year. Mrs. Bailey
       requested that Mr. Koba have the Principal’s Cabinet review the proposed changes and express an
       opinion.

    A. Recommend approval of the following Use of Facilities Requests:

    B. Mrs. Rembold discussed the performance contracting timeline and information provided by Tour
       Andover Controls. She stated that under Act 77 the District could upgrade equipment in order to
       save funds over a maximum of fifteen years, and she would be placing a motion on the agenda for
       approval at the regular meeting to advertise for requests for qualifications in order to take the next
       step in this process.

8. Budget & Finance

    A. Recommend acknowledgment of receipt of a change in Occupation Valuation Classification as
       follows: Theodore Baldwin – Totally Disabled.

        Mrs. Rembold noted that the rates for retirees and COBRA employees would increase by 2%.

9. Other Items

    A. Mr. Summits expressed concern over a news program he had seen about the MySpace.com web
       site. Mr. Osmolinski indicated that the website is blocked by the District and that curriculum is
       available to educate students about those types of websites. He stated that he would speak with
       Mrs. Popp about this subject.

    B. Mr. Strayer asked if it was possible to email messages/information to all parents. Mr. Osmolinski
       replied that it would be possible with the new system.

    C. Mr. Mlaker suggested that student representatives be elected/appointed to attend board meetings.

An executive session was held from 8:41 to 9:04 p.m. to discuss personnel.

Dr. DiBartola noted that in response to the concerns expressed at the Committee meeting about the
MySpace.com web site, parents will be alerted and/or students will be addressed using the following
means: PTA meeting, Seventh Grade Orientation, High School grade level meetings, Open House,
Elementary Newsletter, and High School Newspaper.

1. Permission for Cassey DeBiase to accompany up to 15 members of the Bible Club to the National
   Day of Prayer at Central Park/Johnstown on Thursday, May 4, 2006 at no cost to the district
   (transportation donated by McIlwain Bus Lines). [Note: Pastor Robert Rummel from the Westmont
    Church of the Brethren has organized the trip and will accompany the group also.]

2. Permission for Tara Kimmel/Kimberly Mates to accompany approximately 48 English students
   (mostly eighth graders) to the U. S. Holocaust Memorial Museum/Washington, D. C. on a date in
   May to be determined by the Museum at a cost of $1,010: $925/travel; $20/meals; $65/substitute
   (budgeted).

Superintendent’s Report – Dr. DiBartola commented regarding the Strategic Plan and the NSBA
Conference he attended.

Mrs. Rembold noted that Janet Berkey Vatavuk had been appointed as the new Paint Township Tax
Collector.

Informational items were as follows:

1. Included with the agenda were student enrollments for required Junior/Senior High School courses
   during the 2005-2006 school year. Mrs. Popp noted that enrollments for the elective courses would
   be distributed next month.

2. The play being attended by Primary School students on May 19th at the Mountain Playhouse will be
   ―If You Give a Mouse a Cookie.‖

3. The elementary basketball program will be using the outside court at the Primary School on Tuesdays
   and Thursdays.

It was decided that the meeting with Teachers’ Association representatives concerning the voluntary drug
testing program would be held at 6:30 p.m. on April 26, 2006 in the board room.

A budget workshop was scheduled for Thursday, May 4, 2006 at 6:30 p.m. in the board room. Mrs.
Saylor-Stahl requested that pizza be served for dinner.

In response to a question from Mrs. Bailey about next year’s Wellness program and vending machines in
the faculty rooms, Mr. Moran/Dr. DiBartola stated that the vending machines would be removed or
stocked with milk, juice, or flavored water.

Mr. Kauffman arrived at 7:31 p.m., making total members present—8.

An executive session was held from 7:40 p.m. to 9:10 p.m. to discuss personnel.

There being no further business, Mrs. Saylor-Stahl declared the meeting adjourned at 9:10 p.m.
