Introduction

In recent years the quality of service delivery has become an important focus of
attention for every one employed in health care. Many health organizations are
striving to deliver excellence and improvements in the context of a wide variety of
government initiatives. Delivering excellence requires commitment from all
involved staff providing a service either directly or indirectly to patients and
service users. Healthcare staffs need to be educated to identify best practice and
to learn how to apply what they have learnt to their own organizations or
departments. Some health institutions started to assure quality by the help of
non-medical centers to train their employees, and due to the limited medical
experiences of these centers, all the models, standards and indicators discussed
with the trainee were away from the medical field. This made the clinicians
skeptical about how this approach can assist in the care of patient and the
success of clinical practice. That is why this program has been tailored to
address the needs of healthcare providers.

Entry Requirements

This program is intended for all staff working in the healthcare sector including
doctors, physician’ managers, nurses, other clinical specialists who wish to
develop and extend their knowledge and skills in quality and safety in
healthcare. Personnel in allied health businesses such as medical
supplies/equipment and pharmaceuticals may also find the program relevant and
valuable for their needs.

Program Aims

      1-       Providing participants with basic healthcare quality concepts

      2-       Providing participant with basic knowledge in:
               - Healthcare quality management
               - Quality improvement tools
               - Leadership and strategic planning
               - Basic medical statistics
               - Accreditation of health facilities
               - Risk management and patient safety
               - Environmental safety of healthcare facilities

      3-       Providing participants with the skills necessary to:
               - Manage and lead quality improvement initiatives.
               - Design, organize and analyze information related to quality
                  improvement, risk management and utilization.
               - Appropriately use quality improvement tools
             -   Communicate effectively with health team members
             -   Interpret and implement standards
             -   Facilitate organizational change.
             -   Plan to prepare for accreditation.

Program Delivery

The program will be delivered part-time over one year in divided two semesters.

There are 20 contact days in each semester delivered in two options to suit the
circumstances of different candidates allover the Arab region:

      Option 1: One contact day weekly for 20 weeks (recommended for those who
      live in Egypt)

      Option 2: 20 contact days divided in 5 day blocks (recommended for those who
      live out of Egypt)

Program outline

Each semester contains three courses and each course is equivalent to 3 credit
hours. Each credit hour is equal to 15 training hours. Attends should attend at
least 80% of each course to be certified.

The first semester was design to provide the basic knowledge and skills in
quality, management and health information while the second semester will focus
on accreditation and standards interpretation. The candidate will select to study
one of the following groups of standards:
             -   ISQua accredited Egyptian standards (approved by MOHP)

             -   Arab standards for Health Organization (approved by League of Arab
                 states and the council of Arab Health Ministers)

             -   Joint commission international standards

In addition the candidate should submit a field project in performance
improvement to fulfill requirements of the diploma certificate.

Special condition: candidates who previously have diploma in quality could
apply to attend the second semester only.

First semester:
1- Quality and Service Improvement in Health Care
      a - Quality concepts: definitions of quality, customers of healthcare,
      perception of quality, dimension of quality, quality principles, evolution of
      the concept, Total Quality Management.
      b- Performance improvement models: PDCA, Focus PDCA, DMAIC…etc.
      c- Quality improvement tools
      d- Implementation of PI Strategy,

      e- Clinical Process Improvement

2- Health information management & Performance Measurement
      a- Health information system: definition, resources, documentation, legal
      aspects
      b- Medical Statistics: data collection, data presentation, data analysis and
      interpretation, quality statistical tools
      c- The medical record: purpose, contents, review
      d- Epidemiology and Quality: definition, types of epidemiological studies,
      population and sample, sample size
      e- Performance measurement: concept, tools, quality indicators, outcomes
      measures

3- Leadership, strategic management and planning

      a- Leadership:    effective    leader,   leadership   styles,    participative
          mangement,     empowerment,      team   coordination,   communication,
        change managemnt, time mangement.
     b- Strategic Management: definitions, levels of strategic planning, SWOT
        analysis, strategic directions.
     c- Operational planning

Second semester:

     1- Accreditation and standards:
           a. Definition, purposes, principles,
           b. Accreditation agencies,
           c. Accreditation standards interpretation: the candidate will select
              to study one of the following groups of standards:
                    i. ISQua accredited Egypt standards
                   ii. Arab standards of Health Organization
                   iii. Joint commission international standards
           d. Evaluation strategy, survey preparation.

     2- Risk Management and patient safety - Medication management
           a- Risk Management and patient safety
                   - Patient safety program: goals, checklists, auditing
                   - Risk management program and sentinel event process
                   - Root cause analysis
                   - Failure mode and effect analysis
           b- Medication management
                   - Drug committee: role and components
                   - Clinical pharmacy: role in hospitals
                   - Steps of medical management: selection, procurement,
                       storage,   ordering,   transcription,   administration,
                       monitoring

     3- Environmental safety
           b. Introduction to Integrated Environmental Health Management
              Schemes in health facilities
           c. Utility   management        (water, electricity,  ventilation,
              communication
           d. Fire safety and disaster plan
           e. Management of hazardous medical, chemical, and radioactive
              materials and wastes.
           f. Biomedical engineering
           g. Security
           h. Environmental safety committee (role of quality coordinator -
              indicators – environmental survey)
                 i. Field visit for environmental survey
