                       Instructional Grants Request for Proposals for 2006-2007
                         Deadlines: September 29, 2006 and January 26, 2007
The Office of Staff Development and Training is now accepting IMPACT II and Apple Federal Credit Union’s
instructional grant applications for its September and January funding cycles. Below are descriptions of all the
instructional grants. The attached pages pertain to the Apple Federal Credit Union: Teacher Grant.

IMPACT II
    Disseminator Grants awards instructional-level FCPS staff members who have developed a creative and
      innovative educational opportunity for students’ academic growth. Creative and innovative are defined as
      above and beyond the normal daily instructional routines and practices. The opportunity should include best
      practices and be supported by educational literature. ($1000)

       Adaptor Grants awards instructional-level FCPS staff members who modify a previously awarded
        disseminator grant by using a different perspective or a different setting. Previous disseminator grant
        recipients can adapt their own grant. If the applicant is not adapting her or his own disseminator grant, the
        adaptor recipient needs to collaborate with the original disseminator recipient or team of recipients to ensure
        the grant’s success. ($500)
       Teacher Researcher Grants awards instructional-level FCPS staff members who conduct research to
        investigate questions associated with student learning. This grant complements Teacher-Researcher
        Network endeavors but is not exclusive to them. For more information on the Teacher-Researcher Network

APPLE FEDERAL CREDIT UNION
                        Apple Federal Credit Union’s Teacher Grant awards instructional-level FCPS
New Grant               staff members who develop specific activities, programs, or services for
                        students that clearly relate to improving academic achievement. The Credit
                        Union’s intent is to fund grassroots classroom oriented instructional initiatives
                        that could be replicated in other schools. Apple Federal Credit Union has served
                        teachers since 1956 and has broadened its field of membership to include
                        educators, students, and their families throughout Northern Virginia. Over the
      years Apple has helped students, schools, organizations, and school divisions in a number of ways.
      Apple’s commitment to education and community service remains strong. Recognizing the
      challenges teachers face in achieving their primary mission of student achievement, Apple Federal
      Credit Union makes this grant available to use for instructional-related programs or initiatives. The
      grant proposal should include best practices and be supported by educational literature. ($2000)

GRANT APPLICATIONS: Application forms are available online at the Office of Staff Development and Training’s
website, http://www.fcps.edu/DIS/OSDT/awardsgrants.htm The grant programs are supported by the Fairfax
County Public Schools Education Foundation, Inc. and the Apple Federal Credit Union. Through the generosity of
these two organizations, instructional-level FCPS staff members have opportunities to enrich their students’ lives
with unique learning endeavors. Instructional grants must be signed by the building principal and delivered to Leis
Instructional Center, Room 26 by specified deadlines. For questions concerning the granting process or requests

                                               Guidelines for Submission of Proposals
Follow the instructions listed below for completing the application cover sheet and writing the application narrative.
Please submit the original application and five copies of the narrative portion of the application.

1. Applicants: Any instructional-level FCPS staff member (FECEP teacher, counselor, librarian, kindergarten
             th
   through 12 grade teacher) may submit a proposal. Principals and assistant principals are not eligible to apply.

2. Application Cover Sheet: Complete all sections on the cover sheet: General Information, Contacts, and
   Signatures. Signatures of all applicants are required in Section C (Instructional-level FCPS Staff Member
   Commitment) and the principal's signature is required in Section D (Administrative Support).

3. Application Narrative: Please follow the designated format in writing the narrative. Submit the original and
   five copies of the narration. The narration should not include any identification of the applicant(s), the
   principal, or the school.

4.   Multiple Authors: Proposals may be co-authored. Please note that the requested grant amount will be
     awarded to the group. Each recipient will not receive the requested grant amount.

5.   Funding:
     a. An instructional-level FCPS staff member or team may receive only one instructional grant each funding
         cycle. There will be two funding cycles per academic school year, one in the fall and one in the spring.
     b. Funding should not be used for personnel salaries (including administrators, teachers, teaching
         assistants, administrative assistants, and substitutes), field trips, buses, food or social events.
     c. Funding received must be designated exclusively for the implementation of the proposal. Materials,
         equipment, supplies, etc., purchased with these funds are property of Fairfax County Public Schools. No
         funds may be used for personal purchases or purposes.
     d. Applicants may request funding amounts up to but not to exceed designated award amounts.
     e. Applicants may not resubmit a previously funded Disseminator, Apple Federal Credit Union, Adaptor or
         Teacher Researcher Grant.
     f.  When a proposal is funded, the recipient will be expected to submit a description following the format used
         in Foundations of Excellence, the annual catalog. Copies of Foundations of Excellence, the catalog that
         describes the grants awarded during the 2005-2006 school year, are available in each school and online

     g. Implementation of the proposal must occur within one year of the distribution of the grant money.
     h. The contact person is responsible for correspondence, financial procedures, and publicity.

6.   Materials: Supporting materials, e.g., rubrics, photographs, drawings, examples of student work, diagrams, or
     any research data that further describe the proposal, should be included. All original materials will be returned
     to the contact person. Materials should not include any identification of the applicant(s), the principal,
     or the school.

7.   Selection Criteria: The selection criteria are listed in the rubric that is attached to each instructional grant.

8.   Deadline: September 29, 2006 or January 26, 2007.

                                                     Selection Procedures


    1.   The selection committee will be composed of a panel of Fairfax County Public Schools’
         teachers who have been recognized by their peers for their professional expertise,
         leadership, and commitment to professional development. Additionally, specialists,
         administrators and Apple Federal Credit Union members will participate.

    2.   All grants are subject to an anonymous review by the selection committee.

    3.   All selection committee members will review and rate all grant applications except those
         that are incomplete, illegible, or submitted after the due date. Applications will be
         numbered, with applicants’ names and references to schools redacted prior to review
         and rating by the selection committee.

    4.   The selection committee will use the Selection Criteria Rubric Sheet to assess each
         proposal.

    5.   The selection committee will review and rate every proposal before making the award
         determination.

    6.   The selection committee has the option of awarding partial or full funding not to exceed
         $2,000.

    7.   Following a review of the selection committee’s list of grant awards by the Office of Staff
         Development and Training, the grant winners and other applicants will be notified by
         letter.

    8.   Disbursement of funds will be made to the recipients’ schools in accordance with Apple
         Federal Credit Union guidelines and procedures and Fairfax County Public Schools
         guidelines and procedures.

Create an itemized budget summary to include instructional materials, cost and total expenditure. For
example, list specific titles of books. For this proposal to be approved, the materials selected must be
approved by the principal or designee and/or by FCPS instructional departments. Be as specific as
possible. Request should not exceed $2000.
