• Guaranteed Loan Report – SABRGUL1
• Guarantees Reject Report – SABRGRR1

GUIDANCE

In August 1997, EDFUND, in conjunction with our Advisory and Enhancement (A&E) Work
Group, established a conditional approval time frame of 60 days for a PLUS pre-qualification,
i.e., parents were allowed 60 days from the date of the PLUS pre-qualification to submit a
completed PLUS application. Otherwise, the lender would be required to perform a subsequent
credit check.

Federal regulations require a lender to obtain a credit report for each PLUS applicant within a
time frame that would ensure the most accurate, current representation of the borrower's credit
history before the first day of the period of enrollment. Based on federal regulations and
recommendations made by the A&E Work Group EDFUND has removed this 60-day standard
(effective 5/12/00) to allow lender discretion in determining if the credit report used for a PLUS
pre-qualification is still current at the time the loan application is received.

 N/A MPN1

OVERVIEW

The MPN1 screen was developed to accommodate the use of the Master Promissory
Note to guarantee Stafford loans beginning on April 30, 1999. As of July 1, 2000, only
the MPN1 screen may be used to guarantee Stafford loans.

The Master Promissory Note—Borrower Section (MPN1) screen is a dual-function
screen. The primary function of the MPN1 screen is for data entry to input applications
(guarantee requests). The MPN1 screen is also used to correct rejected applications
(rejected guarantees) for Stafford loans. It is the first in a series of three input screens
(MPN1, MKA3, and MKA4) used to guarantee Stafford Loans.

The secondary function of this screen is as an inquiry screen. Users may access this
screen and view data that was used to obtain a guarantee on a Stafford loan. The
Master Promissory Note—Borrower Section contains the borrower’s section of the
application.

When a loan is guaranteed, FAPS generates a disclosure statement to be sent to the
lender. In addition, FAPS places the loan on a report called the Guaranteed Loan
Report (SABRGUL1). Rejected guarantee transactions are listed on the Guarantees
Reject Report (SABRGRR1). These reports and disclosures are produced and provided
to lenders daily. Please refer to the Report section in this manual for additional
information.

The following pages identify fields and provide instructions on how to enter information
on the MPN1 screen. Three types of fields appear on the MPN1 screen.

(1) Key data fields are input fields you use to identify the borrower, loan, and/or action
to be taken. Key data fields do not update or change data on FAPS.
(2) Unprotected fields are input fields that update or change data or statuses on
    FAPS.
(3) Protected fields are display fields that only allow you to view information. Protected
fields do not allow you to update or change data on FAPS.

Because the MPN1 screen may be used as either an inquiry screen or as a data entry
screen, some fields can be combination fields (both a protected and an unprotected
field). The action you identify in the “ACTION” field determines whether the field is
protected or unprotected. When using an update or add action (U or A), the field is

EDFUND
Revised: 7/25/02
unprotected and may be updated. When using an inquiry action (I), the field is a
protected field and may not be updated.

In the following descriptions, key data fields and unprotected fields, are identified by a
field number, name, length, and mode (i.e., whether the data to be entered must be
alphabetic, numeric, or alphanumeric) followed by a brief description and guidance for
entering the required information. Protected fields are identified by a field number,
name, and a brief description.

INSTRUCTIONS FOR USING MPN1

            1. When entering data for a guarantee, Tab from field to field. To go back to a
previous field, hold down the Shift key and press Tab until you reach the
appropriate field. Press the Enter key only when you have completed all the
data entry or have made all the corrections you wish to make. Pressing
Enter submits the data to FAPS for guarantee.

            2. You must use the PF4 key (“CNCL”) to exit MPN1 if:
               • you are in an update mode (i.e., no FAPS loan ID number is displayed on
the “LOAN ID” field) and you do not wish to guarantee a loan, or
               • an invalid FAPS loan ID number is displayed.

            3. You must not enter (Action: A) a new application if it already has a
CommonLine unique ID. The only way to submit a new application
transaction that has a unique ID is through electronic batch. If you attempt to
enter this guarantee on-line (MPN and MKA screens), FAPS will assign the
loan a new CommonLine unique ID.

You may add (Action: A) a new application that has not been assigned a
CommonLine unique ID, and FAPS will assign a unique ID.

You may use the MPN and MKA screens to correct (Action: U) a rejected
guarantee for a loan with a CommonLine unique ID.

FIELD DESCRIPTIONS

     Key Data Fields:
Field 1 LOAN ID Length: 09 Mode: Alphanumeric
To enter or correct an application: Leave
“LOAN ID” field blank, or clear the field if an ID
number appears. FAPS assigns the loan ID
number when the application is guaranteed.
Tab to the “UNIQUE ID” field.

To view prior guarantee data: Type the FAPS
loan identification number. If unknown, the
information may be obtained on the IGLS
                                      screen. Press Enter.

The first digit of the field identifies the program
                                      type. Program types are:

                                           S = Stafford
                                           P = PLUS

The next two digits of the field identify the year
in which the loan was guaranteed. The last six
digits of the field are a sequence number.
Field 2 UNIQUE ID Length: 17 Mode: Numeric

To enter a new application: FAPS assigns the
unique ID number when the application is
guaranteed. Leave “UNIQUE ID” field blank, or

                                                                                    EDFUND
                                                                                 Revised: 7/25/02
clear the field if an ID number appears. If the
loan application already has a unique ID
number, you may not use the MPN and MKA
screens to enter the application. Tab to the
                                      “ACTION” field.

To view prior guarantee data: Type the unique
ID if you have not entered the FAPS loan ID
number. The two-digit suffix loan sequence
identifier for the loan is not needed on the
MPN1 screen. If unknown, the information may
be obtained on the IGLS screen. Press Enter.

To correct a rejected application: If the
rejected application was retrieved via the SSTS
screen, leave this field blank. Tab to the
“ACTION” field. If the MKA1 screen was
accessed using the menus or by fastpath, enter
the CommonLine unique ID. Press Enter.
Field 3 ACTION Length: 01 Mode: Alpha
Type the action you want to perform, and press
Enter. When initially accessed through the
menu screens or using the “JUMP” field, this
field displays an “I” code. When accessed
through the SSTS screen, this field displays a
                                      “U” code. The actions are:

OVERVIEW

The MKA screens were initially developed to accommodate only CommonLineSM
guarantee transactions beginning on July 8, 1996. On July 1, 1997, the MKA screens
became the only data entry screens available to guarantee Stafford and PLUS Loans.
Since the implementation of MPN1, on April 30, 2000, MKA1 has become the only
screen used to guarantee PLUS loans.

The CommonLineSM Application—Borrower Section (MKA1) screen is a dual-function
screen. The primary function of the MKA1 screen is for data entry to input applications
(guarantee requests). The MKA1 screen is also used to correct rejected applications
(rejected guarantees) for PLUS Loans. It is the first in a series of four input screens
(MKA1, MKA2, MKA3, and MKA5) used to guarantee PLUS Loans.

The secondary function of this screen is as an inquiry screen. Users may access this
screen and view data that was used to obtain a guarantee on a PLUS loan or a Stafford
loan guaranteed prior to July 1, 2000. The CommonLine Application—Borrower Section
contains the borrower’s section of the application.

Please refer to the Report Section of this manual, for additional
information.

The following pages identify fields and provide instructions on how to enter information
on the MKA1 screen. Three types of fields appear on the MKA1 screen.

Because the MKA1 screen may be used as either an inquiry screen or as a data entry
screen, some fields can be combination fields (both a protected and an unprotected
field). The action you dentify in the “ACTION” field determines whether the field is
protected or unprotected. When using an update or add action (U or A), the field is
unprotected and may be updated. When using an inquiry action (I), the field is a
protected field and may not be updated.

In the following descriptions, key data fields and unprotected fields are identified by a
field number, name, length, and mode (i.e., whether the data to be entered must be
alphabetic, numeric, or alphanumeric) followed by a brief description and guidance for
entering the required information. Protected fields are identified by a field number,
name, and a brief description.

INSTRUCTIONS FOR USING MKA1

         1. When entering data for a guarantee, Tab from field to field. To go back to a
previous field, hold down the Shift key, then press Tab until you reach the
appropriate field. Press the Enter key only when you have completed all the
data entry or have made all the corrections you wish to make. Pressing
Enter submits the data to FAPS for guarantee.

         2. You must use the PF4 key (“CNCL”) to exit MKA1 if:
            • you are in an update mode (i.e., no FAPS loan ID number is displayed on
the “LOAN ID” field) and you do not wish to guarantee a loan, or
            • an invalid FAPS loan ID number is displayed.

         3. You must not enter (Action: A) a new application if it already has a
CommonLine unique ID. The only way to submit a new application
transaction that has a unique ID is through electronic batch. If you attempt to
enter this guarantee on-line (MKA screens), FAPS will assign the loan a new
            CommonLine unique ID.

You may add (Action: A) a new application that has not been assigned a
CommonLine unique ID, and FAPS will assign a unique ID.

You may use the MKA screens to correct (Action: U) a rejected guarantee for
a loan with a CommonLine unique ID.

FIELD DESCRIPTIONS

     Key Data Fields:
Field 1 LOAN ID Length: 09 Mode: Alphanumeric
To enter or correct an application: Leave
“LOAN ID” field blank, or clear the field if an ID
number appears. FAPS assigns the loan ID
number when the application is guaranteed.
Tab to the “UNIQUE ID” field.

To view prior guarantee data: Type the FAPS
loan identification number. If unknown, the
information may be obtained on the IGLS
                                      screen. Press Enter.

The first digit of the field identifies the program
                                      type. Program types are:

                                           S = Stafford
                                           P = PLUS

The next two digits of the field identify the year
in which the loan was guaranteed. The last six
digits of the field are a sequence number.
Field 2 UNIQUE ID Length: 17 Mode: Numeric

To enter a new application: FAPS assigns the
unique ID number when the application is
guaranteed. Leave “UNIQUE ID” field blank, or

                                                                                   EDFUND
                                                                                 Revised:7/25/02
clear the field if an ID number appears. If the
loan application already has a unique ID
number, you may not use the MKA screens to
enter the application. Tab to the “ACTION”
                                   field.
To view prior guarantee data: Type the unique
ID if you have not entered the FAPS loan ID
number. The two-digit suffix loan sequence
identifier for the loan is not needed on the
MKA1 screen. If unknown, the information may
be obtained on the IGLS screen. Press Enter.

To correct a rejected application: If the
rejected application was retrieved via the SSTS
screen, leave this field blank. Tab to the
“ACTION” field. If the MKA1 screen was
accessed using the menus or by fastpath, enter
the CommonLine unique ID. Press Enter.
Field 3 ACTION Length: 01 Mode: Alpha
Type the action you want to perform, and press
Enter. When initially accessed through the
menu screens or using the “JUMP” field, this
field displays an “I” code. When accessed
through the SSTS screen, this field displays a
                                   “U” code. The actions are:

                                        A = Add (Application Entry)
I = Inquiry (View Prior Guarantee)
                                        U = Update (Correct Rejected
                                        Guarantee)

         Protected Fields:
Field 4 LOAN ID (S/P) Displays the Subsidized Stafford or PLUS
FAPS loan identification number when the
application is guaranteed. This field is blank
until the loan is guaranteed. Refer to Field 1
                                   for a loan ID description.
Field 5 LOAN ID (U) Displays the Unsubsidized Stafford Loan ID
number when the application is guaranteed. If
the application is not guaranteed, this field is
                                   blank. For CommonLine Stafford guarantees,
the unsubsidized portion is assigned a different
loan ID from the subsidized portion. Refer to
Field 1 for a loan ID description.
Field 6 UNIQUE ID Displays the CommonLine unique identifier for
this application. This number is assigned by
the organization that creates the original
electronic version of the loan application for the
                                   first CommonLine electronic transmission. The

Field 7 TRANSACTION ID Displays the transaction identification number
assigned to the guarantee transaction. This
number is different from the FAPS loan ID
number. When entering a new application, this
                                field is blank.
Field 8 LOAN STATUS Displays the status of the loan. The only value
for loan status is “GUARANTEE.” If the loan is
a new application or in a rejected status, this
                                field is blank.
Field 9 STATUS-DATE Displays the effective date of the guarantee.
Field 10 BG IND Displays ‘Y’ if the loan is a blanket guarantee
loan. This field will be blank if it is not.
Field 11 APPLICATION Displays the type of institution that entered the
SOURCE loan application. The values for this field are:
