SB 5       HEALTH CARE FOR ALL-TECH- Creates the Illinois Health Care For All Act.
           Contains only the short title provision




SB1592     UTILITIES-ELECTRICITY RATES- Amends the Electric Service Customer Choice
           and Rate Relief Law of 1997 in the Public Utilities Act. Changes the definition of
           "mandatory transition period" to include the period from the effective date through
           the date on which the Illinois Commerce Commission has approved declarations of
           competitive service for all classes of service offered in the service areas of all
           electric utilities that, on December 31, 2005, served at least 100,000 customers in
           Illinois.
HB295      ENERGY ASSISTANCE FUND-REPEAL- Amends the Energy Assistance Act.
           Changes the repeal date of provisions creating the Supplemental Low-Income
           Energy Assistance Fund from December 31, 2007 to December 31, 2013. Effective
           immediately.

SB0388     CHILDREN'S SAVINGS ACCOUNT TASK FORCE- Creates a task force to review
           and make recommendations about children's savings account program options and
           to create a strategic implementation plan to create a savings account at birth for
           every child born in Illinois to Illinois residents.

HB1437     PAYDAY LOAN-LOAN TERMS- Amends the Payday Loan Reform Act. Changes
           the definition of "payday loan" to include any loan with a finance charge exceeding
           an annual percentage rate of 36% (instead of with a finance charge exceeding an
           annual percentage rate of 36% and with a term that does not exceed 120 days).
           Provides that no lender may make a payday loan with periodic payments unless the
           periodic payments are substantially equal term payments and, if paid as scheduled,
           result in full payment of the principal and interest owed on the loan at the end of the
           loan term
HB0556     INC TX-EARNED INCOME CREDIT - Amends the Illinois Income Tax Act. Deletes
           the provision that refunds with respect to the earned income tax credit are subject to
           the availability of funds from the federal Temporary Assistance for Needy Families
           Block Grant and the State's ability to meet its required Maintenance of Effort.
           Effective immediately.
SB0012     INCREASE TAX-CREDITS - Amends the Illinois Income Tax Act. Increases the
           amount of earned income tax credit from 5% fo the federal credit to: (i) 7.5 % of the
           federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% fo the
           federal tax credit for taxable years ending in calendar year 2008 or thereafter.
           Effective immediately.
SB0101   PROP TAX FREEZE-DISABLED - Amends the Property Tax Code. Awards a
         homestead exemption in the amount of $3,500 to disabled persons who meet certain
         requirements. Makes corresponding changes to cross-references in the provisions
         concerning certification, certificate of errors, and delinquency notices. Deducts the
         exemption from assessed value calculations for entities that have adopted tax
         increment allocation financing under these provisions. Amends the State Mandates
         Act to require implementation without reimbursement. Effective immediately.
HB0949   DHS-TANF-GRANT INCREASE - Amends Illinois Public Tax Code. Provides that
         beginning July 1, 2007, the Department of Human Services shall increase TANF
         grant amounts in effect on June 3, 2007 by 15%. Effective immediately.

HB4091    IL POWER AUTHORITY ACT- Creates the Authority as a not-for-profit State
         agency with a 5-member board appointed by the Governor. The creation of
          the Illinois Power Authority, a publicly-owned power authority. Requires the use of
         Illinois coal. Sets forth other powers. Exempts the Authority from the jurisdiction of
         the Illinois Commerce Commission.

HB1478   Predatory Home Loan Act - Creates the Predatory Home Loan Practices Act.
         Prohibits various practices and charges in connection with home loans made to
         persons with respect to their primary residence. Prohibits the imposition of
         prepayment penalties, flipping of loans, and lender financing of credit insurance.
         Imposes limitations on high-cost loans. Prohibits loans unless the lender reasonably
         believes that the borrower is able to make scheduled payments to repay the loan
         without respect to the borrower's equity in the property. Authorizes a borrower to
         obtain damages for violations of the Act.
HB1256   MEDICAID-DISABLED-ELIGIBILITY - Amends the Illinois Public Aid Code.
         Provides that in establishing eligibility standards in connection with Medicaid for
         persons with disabilities who are employed and eligible for Medicaid, the Department
         of Healthcare and Family Services shall (i) set the income eligibility standard at not
         lower than 350% of the federal poverty level, (ii) exempt the income of the person's
         spouse, the unearned income of the person's dependent child under the age of 18
         years, and retirement accounts that the person cannot access without penalty until
         the age of 59 1/2, and (iii) allow non-exempt assets up to $25,000. Effective
         immediately.
