To formally recognize elected or Presidentially appointed federal officials who exemplify and promote excellence in
government management and have demonstrated outstanding leadership in enhancing sound financial management
legislation, regulations, practices, policies and systems.
LINDA M. COMBS, PH.D.
Controller, U.S. Office of Management and Budget
In recognition of Dr. Combs’ extraordinary leadership and accomplishments in improv-
ing financial performance at a number of federal agencies, including the Environmental
Protection Agency as well as the Department of Transportation, the Treasury, Veterans
Affairs and Education. She has demonstrated management and leadership expertise in
complex, competitive and changing environments. She has established the vision and
the strategies that have led agencies out of crisis and into successful performance. Her pioneering tech-
niques and indicators are now widely used by hundreds of top-level managers. As OMB Controller, Dr.
Combs has taken a proactive role in addressing some of the government’s toughest financial management
challenges.

LT. COL. STEVEN N. ANDRASZ, CGFM
AGA’s Alaska Capital Chapter
Commander, 354th Comptroller Squadron,
Department of the Air Force, U.S. Department of Defense
In recognition of Lt. Col. Andrasz’s accomplishments in cost and economic analyses,
budgeting, accounting and management consulting, which have resulted in more than
$200 million in savings for the Air Force. He has received numerous financial manage-
ment honors, and has shared his knowledge by creating educational courses and
speaking at numerous national symposiums. He has also worked tirelessly to improve the communities
where he has served by increasing blood donations, volunteering at homeless shelters and working with
prisoners. Lt. Col. Andrasz has distinguished himself over the last 19 years as the quintessential leader in
government financial management.
GENE DODARO, CGFM
AGA’s Northern Virginia Chapter
Chief Operating Officer, U.S. Government Accountability Office
In recognition of the vital role Mr. Dodaro has played in improving government per-
formance and government accountability. He has identified major management chal-
lenges across government, pushed for effective uses of information technology and
assisted Congress in developing major federal management reform legislation, includ-
ing the 1993 Government Performance and Results Act. The result is increased produc-
tivity in virtually every major federal agency, with $44 billion in financial benefits for the American taxpayer
and almost 1,200 government actions to improve performance. During his extraordinary 30-year govern-
ment career, Mr. Dodaro has built a record of accomplishments as a leader and results-oriented manager
who has consistently exhibited the highest personal and professional standards.

In recognition of Mr. Cotton’s 25-year career in providing high-quality audit and adviso-
ry services to improve financial management at dozens of federal agencies. Mr. Cotton’s
firm has provided federal agencies with thousands of contract and grant audits, result-
ing in hundreds of millions of dollars in recovered costs. The firm has also helped agen-
cies improve their financial statements, internal controls, accounting systems and finan-
cial management strategies. He has served on several committees designed to improve federal government
services and operations and has authored two continuing professional education courses on improved fed-
eral accountability.

Excellence in Government Leadership Award
To formally recognize government professionals who exemplify and promote excellence in government, outstanding
leadership, high ethical standards and innovative management procedures.
ROBERT L. CHILDREE
AGA’s Montgomery Chapter
Comptroller, State of Alabama
In recognition of Mr. Childree’s extensive contributions to improved government servic-
es and operations as comptroller for the state of Alabama since 1987. He has directed
the development and implementation of the state’s Financial Resource Management
System, which integrates the procurement function, payroll and personnel functions,
departmental budgeting and accounting systems, and the state’s Central Accounting
System. He also led the creation of new fiscal and accounting policies, which resulted in the state’s
Comprehensive Annual Financial Report (CAFR) receiving 13 consecutive Unqualified Audit Opinions. The
state has also received the Government Finance Officers Association (GFOA) Certificate of Achievement for
Excellence in Financial Reporting for the last five fiscal years. Mr. Childree has also moved electronic gov-
ernment to the forefront in Alabama, not only for the benefit of internal state government operations, but
for delivering services to the taxpaying public.
HOWARD PIZZO, CGFM,
AGA’s Greater Lansing Chapter
Director, Financial Services Division,
Department of Management and Budget, State of Michigan
In recognition of Mr. Pizzo’s emphasis on excellence in financial management, his inno-
vative ideas and impressive results, including closing the state’s books in 87 days with
no GAAP findings, a feat that has not been duplicated by any other state. Mr. Pizzo led
the way in reducing the time it takes to release standard quarterly financial projections
from 45 to 35 days so programs have more timely information with which to make decisions. He has also
advanced administrative partnerships within state government, including those with the Department of
Information Technology and the Department of Civil Service, which have saved the state of Michigan about
$2 million per year and helped make the department the cost-cutting leader in the state. Mr. Pizzo’s leader-
ship has resulted in the CAFR for the state’s pension funds receiving GFOA’s Certificate of Achievement for
Excellence in Financial Reporting 14 consecutive years.
William R. Snodgrass Distinguished Leadership Award
To formally recognize state government professionals who exemplify and promote excellence in government financial
management and who have demonstrated outstanding leadership in enhancing sound financial management legisla-
tion, regulations, practices, policies and systems.
JOHN M. BENNETT
Secretary of Finance, Commonwealth of Virginia
In recognition of Mr. Bennett’s work to restore the commonwealth’s fiscal integrity in
light of a $6 billion budget shortfall—the most difficult fiscal crisis in a generation. Mr.
Bennett oversees four agencies that manage the commonwealth’s financial transactions.
These agencies have saved Virginians millions of dollars through budget reductions,
streamlined processes and innovative practices. Mr. Bennett also guided development
and passage of Governor Warner’s budget and tax reform legislation, which lowered
income tax for most Virginians, closed corporate loopholes and raised about $1.1 billion in additional rev-
enue over a two-year period. Among the most highly regarded senior state financial executives in the coun-
try, Mr. Bennett has made significant contributions toward excellence in government financial management
for more than 25 years.

SEAN CARLSON
Director of Acquisition Services, Department of Management and Budget,
State of Michigan
In recognition of Mr. Carlson’s many actions to restore integrity to the state’s govern-
ment contract management and procurement processes. Mr. Carlson’s efforts, resulting
in the renegotiation, elimination and reduction in contracts has saved the state’s citizens
more than $350 million in three years. By eliminating sole-source contracts, he has
ensured a fair and open competitive contracting process, and contract extensions must
include significant savings before being considered. Mr. Carlson has also promoted a Michigan government
shared service center for purchasing, which promises to reduce government overhead and free up limited
funds for use in government services.
Distinguished Local Government Leadership Award
To formally recognize local government professionals who exemplify and promote excellence in government financial
management and who have demonstrated outstanding leadership in enhancing sound financial management legisla-
tion, regulations, practices, policies and systems.
ROBERT C. BOBB
City Administrator, District of Columbia
In recognition of Mr. Bobb’s extensive executive management and public finance expe-
rience as the longest serving African-American city manager in the country. Prior to
serving as city administrator for the District of Columbia, Mr. Bobb was city manager of
Oakland, CA, Richmond, VA, Santa Ana, CA and Kalamazoo, MI. He has earned the pres-

tigious International City Management Association’s (ICMA) L.P Cookingham Award for
Career Development and four ICMA Innovation Awards. In addition, he was recognized
in 1993 by City & State, a newspaper for state and local government officials, as the “Most Valuable Public
Official in the Nation.”
JOHN DLUHOS
Finance Director, City of Germantown, TN
In recognition of Mr. Dluhos’ leadership in financial operations, which has resulted in
improved government services and significant cost savings. The city has won national
awards for its budget and Comprehensive Annual Financial Report, and has earned an
“AAA” credit rating with two major credit rating agencies. Mr. Dluhos has also played a
major role in two visioning plans for the City of Germantown in the past 10 years, which
culminated in a plan that outlined where the community wants to be in the future and
how to get there.
Private Sector Financial Excellence Award
To formally recognize financial executives in the private sector who exemplify and promote excellence in state or local
government financial management, outstanding leadership, high ethical standards and innovative management
techniques.
JAKE L. NETTERVILLE, CPA
Managing Partner, Postlethwaite & Netterville
In recognition of Mr. Netterville’s leadership and experience in improving the financial
operations of local and state agencies and commissions in the Baton Rouge area. Mr.
Netterville has served as a member of Secure Louisiana, a group created by Governor
Mike Foster to review state government operations, and has recommended school
finance changes through the School Finance Review Commission. He has also reviewed
Baton Rouge city finances and served as financial adviser to the Louisiana Stadium and
Exposition District. His firm has seven offices throughout southern Louisiana, with 200 employees, and is
the largest Louisiana-based accounting and public advisory firm. He has also attained the highest honors in
the accounting profession, including serving as the Chairman of the Board of the American Institute of CPAs
(1992-1993) and receiving the AICPA Gold Medal for Outstanding Service (1999).
