The Millennium Development Goals (MDGs) 2000-2005 A review of the ILO approach – Past work & new initiatives Turin 25-27 Oct 04 INTEGRATION/National Policy Group 2000: The Millennium Declaration    Adopted by 189 nations in September 2000 Includes decent and productive work, yet with a focus on young people who are considered as more vulnerable in the labour market than older people Stipulates other important factors not mentioned in the MDGs, such as the need for good governance, and the involvement of the private sector and civil society Turin 25-27 Oct 04 INTEGRATION/National Policy Group 2000: The Millennium Development Goals (MDGs)  Derived from the World Summits and conferences in the 1990s and the Millennium Declaration 8 Goals  • 18 targets • 48 indicators 1. Eradicate extreme poverty and hunger 2. Achieve universal primary education 3. Promote gender equality and empower women 4. Reduce child mortality 5. Improve maternal health 6. Combat HIV/AIDS, malaria and other diseases 7. Ensure environmental sustainability 8. Develop a global partnership for development Turin 25-27 Oct 04 INTEGRATION/National Policy Group 2000-2005: MDG Follow-up  UN Strategy MDG Monitoring Reports on progress at global, regional and country levels ( by statistical UN InterAgency Expert Group) The Millennium Project (advised by a UN Expert Group) identifies solutions and ideas to achieve the goals from across sciences in the North and the South  The ILO Assists directly in monitoring MDG 3 (indicator 11) and MDG 8 (target 16) and participates in meetings on MDG indicators Participates in UN Expert Group meetings and technical task forces that feed into this work     Turin 25-27 Oct 04 INTEGRATION/National Policy Group 2000-2005: MDG Follow-up   UN Strategy The Millennium Campaign builds and sustains local support for achieving the MDGs, based on reports, research and other resources Coordinated country assistance by the entire UN system aligns all projects and programs behind the Goals  The ILO Involved through DCOMM    Field offices involvement? Turin 25-27 Oct 04 INTEGRATION/National Policy Group MDGs and PRSPs – What link?  You often hear that • MDGs are "not important ", "process driven" and do not reflect ownership, while • PRSPs are "what’s important" and "the only policy reference document" for donors  However, the MDGs • Were decided upon by heads of state • Are an important reference for the donors • Are highlighted, f.ex. in a big campaign in Sweden right now Turin 25-27 Oct 04 INTEGRATION/National Policy Group MDGs and PRSPs – What link?  The need to integrate the MDGs into PRSPs is stressed by both the UN and the World Bank. They see: • The long term MDGs as the end - globally shared framework signed by governments • The shorter term PRSPs as the means to get there – a mechanism for mobilizing national actors  ILO, as chair of the UNDG’s working group on PRS processes, underlined the importance of country ownership and the need to align the MDGs to national circumstances/frameworks • Most national PRSPs finalized after mid-2001 refer to the MDGs • Many PRSPs use the MDG indicators as national PRS indicators  This theme is covered in the PRS Reference Manual • Section 1D "How do PRS and MDGs link?"
