RESOLUTION #06-__ ADOPT 2007 BUDGET AND 2006 PROPERTY TAX LEVY TO BE COLLECTED IN 2007
WHEREAS, Department Administrators and overseeing committees, elected officials, and the Finance Committee have met
and determined the 2007 budget and 2006 tax levy to be collected in 2007; and
WHEREAS, a public hearing has been held for interested citizens and taxpayers to voice their opinions on the proposed budget
and levy; and
WHEREAS, the proposed budget has been published in the Ladysmith News and copies have been made available to the
NOW, THEREFORE, BE IT RESOLVED, that the Rusk County Board of Supervisors adopts the 2007 proposed budget and
establishes the 2006 levy on the taxpayers of Rusk County of $4,965,603.00 to be collected in 2007; and
BE IT FURTHER RESOLVED, that the Rusk County Board of Supervisors has established this levy within the guidelines and
mandates issued by the State of Wisconsin, Department Revenue for 1993 and years thereafter.

RESOLUTION #05-60A AMENDING THE RUSK COUNTY FOREST COMPREHENSIVE LAND USE PLAN
WHEREAS, Rusk County has lands enrolled as County Forest pursuant to s.s. 28.11 of the Wisconsin Statutes; and
WHEREAS, the County Board of Supervisors on December 22, 2005, adopted resolution R-05-60 approving the Rusk County
Comprehensive Land Use Plan for a period of 10 years; and
WHEREAS, subsection (5)(a) of the above referenced state statute requires said plan amendments be approve by the County
Board of Supervisors and the Department of Natural Resources; and
WHEREAS, the plan amendments for the fifteen year prior encompassing 2006-2020 has been prepared by the Forestry
Committee and is being submitted for approval of the Rusk County Board of Supervisors.
NOW, THEREFORE, BE IT RESOLVED that the County Board of Supervisors of the County of Rusk does ordain as follows:
The Rusk County Forest Comprehensive Land Use Plan be amended as attached.

BE IT FURTHER ORDAINED AND RESOLVED that the Forestry, Recreation, and Zoning Committee is directed to forward
these amendments to the Wisconsin Department of Natural Resources for their approval.

RESOLUTION #06-___ COUNTY FOREST VARIABLE ACREAGE SHARE PAYMENTS
WHEREAS, Counties having lands entered as “County Forest Lands” under the provisions of s.s. 28.11(4)(b) of the Wisconsin
Statutes, annually receive from the state as a non-interest bearing loan, the amount of preservation and maintenance of such
WHEREAS, said loan monies are repaid through a 20% Severance tax on timber sales revenue coming from County Forest
Lands unless a higher rate is mutually agreed to by the County and Department; and
WHEREAS, the provisions of Section 28.11(8)(b) 1. enacted in 1979 make it possible for the County at its option to receive
instead of the payment based on 10 cents per acre, a payment more closely related to meeting the needs identified in its County
Forest 10 Year Plan on the basis of $.50 cents per acre.
THEREFORE, BE IT RESOLVED, that we the Rusk County Board of Supervisors in consideration of meeting the needs
identified in our County Forest 10 Year Plan hereby request the Department of Natural Resources to provide the 2007 payment
to the County under s.s. 28.11 (8)(b) 1. on the basis of $.50 cents for each acre of our County Forest Lands; and
BE IT FURTHER RESOLVED, that the Clerk is hereby authorized and directed to file this request with the Department of
Natural Resources prior to December 31 preceding the year which said payment is being requested to be made.

RESOLUTION #06-23A AMEND THE RUSK COUNTY GENERAL CODE TO CREATE AN
ALL-TERRAIN VEHICLE ORDINANCE AND TO DESIGNATE ALL-TERRAIN VEHICLE
WHEREAS, Rusk County has not created an ordinance regulating the uses of all-terrain vehicles in the county, and
WHEREAS, Rusk County has not designated any all-terrain vehicle routes in Rusk County, and
WHEREAS, it has become necessary to promote the recreational use of all-terrain vehicles in Rusk County to designate a
limited number of all-terrain vehicle routes.
NOW THEREFORE BE IT RESOLVED that Section 7.16 of the Rusk County Code is renumbered to Section 7.17.
BE IT FURTHER RESOLVED that the Rusk County Board of Supervisors does hereby ordain as follows:
Section 7.16 of the Rusk County Code is amended as follows:
7.16 All-Terrain Vehicles.
(1) Except as provided in (2) below, Section 23.33 as it exists at the time of the adoption of this ordinance, and
as it may from time to time be amended, is hereby adopted as a Rusk County ordinance.
(2) Sections 23.33 (13) (b) 2. And 3.; 23.33 (13) (c), (cg), (cm), and (d) are not adopted as portions of the Rusk
County All-Terrain Vehicle Ordinance as they provide for criminal penalties which can not be made part of
a county ordinance.
(3) The following are designated as all-terrain vehicle routes in Rusk County:
A. County Highway D from Plumber Road to Dzimiela Road.
B. County Highway D from Cut Across Road to Fireside Lake Road.
C. The portion of CTH “M” in the Village of Hawkins from Grand Ave to
South Ave. The portion of CTH “M” from Grand Ave to Highway “8” is
Closed to ATV travel.
D. CTH “H” from Highway “40” to Imalone Road in the Town of Murry. .
E. CTH M south of South Avenue in the Village of Hawkins to the Little Jump Road and CTH M
north of the Village of Hawkins line to Cranberry Road.

F. Town of Washington – CTH “D” from Old “D” to Ranch Road, CTH “E” from CTH “D” north
to Chippewa Ave, and CTH “E” from Bailey Rd North to Town of Thornapple.
(4) The cost of appropriate signage and markings for designated all-terrain vehicle routes shall be paid by an
all-terrain vehicle club or the Township in which the route is located.

RESOLUTION #06-__ TO ADJUST THE WAGES FOR THE HIGHWAY COMMISSIONER, PATROL
SUPERINTENDENT, AND HIGHWAY OFFICE MANAGER
WHEREAS, it is the responsibility of the Personnel Committee to review and recommend salaries for all Rusk County
WHEREAS, the Highway Committee has recommended restructuring of three managerial positions within the Highway
Department: the Highway Commissioner, the Patrol Superintendent and the Highway Office Manager; and under the proposed
restructuring the elimination of one managerial position; and
WHEREAS, the Personnel Committee has reviewed and approved new job descriptions for the Highway Commissioner, the
Patrol Superintendent, and the Highway Office Manager that increases the level of responsibility for the Patrol Superintendent
and the Highway Office Manager; and
WHEREAS, the Highway Committee has recommended and the Personnel Committee has approved setting the 2007 annual
salaries, as follows: the Highway Commissioner at $46,500.00, the Patrol Superintendent at $42,952.00, and the Office
Manager at $37,201.76.
NOW, THEREFORE, BE IT RESOLVED, that the Rusk County Board of Supervisors does approve the annual wage
adjustments, based on the new job descriptions, effective January 1, 2007 for the following positions: Highway Commissioner
at $46,500.00, the Patrol Superintendent at $42,952.00, and the Highway Office Manager at $37,201.76.

RESOLUTION #06-__ TO CREATE A HIGHWAY BOOKKEEPER POSITION IN THE AFSCME LOCAL 2003
WHEREAS, it is the responsibility of the Personnel Committee to review and recommend creation of positions and salaries for
all Rusk County employees; and
WHEREAS, the Personnel Committee has received a request based on the recommendation of the Highway Committee and
Highway administrative staff for creation of a new AFSCME Local 2003 union position, Highway Bookkeeper; and
WHEREAS, the Highway Committee and Personnel Committee have developed and approved a new job description for a
Highway Bookkeeper; and
WHEREAS, this newly created union position is to replace the current non-union position of Highway Bookkeeper; and
WHEREAS, the Personnel Committee has reviewed union salary ranges and recommends setting the pay rate at $15.59 per
hour based on AFSCME Local 2003 contract for 2006, as negotiated with the AFSCME Local 2003 union.
NOW, THEREFORE, BE IT RESOLVED, that the Rusk County Board of Supervisors does create the position of Highway
Bookkeeper within the Highway Department, at the pay rate of $15.59 based on the current AFSCME Local 2003 contract for

RESOLUTION #06-__ DESIGNATING THE RUSK COUNTY HEALTH & HUMAN SERVICES DEPARTMENT
AS “ELDER ADULT AT RISK AGENCY” AND “ADULT AT RISK AGENCY”
WHEREAS, 2005 Act 388 becomes effective 12/1/06 and makes significant changes to State Statutes 46.90 and 55; and
WHEREAS, State Statute 46.90(2) and 55.043(ld) requires County Boards to designate a county agency(s) as a “Elder Adult at
Risk Agency” (age 60 and older) and a “Adult at Risk Agency” (age 18-59).
NOW, THEREFORE, BE IT RESOLVED, by the Rusk County Board of Supervisors, that the Rusk County Department of
Health & Human Services be designated as the “Elder Adult at Risk Agency” and “Adult at Risk Agency.”
BE IT FURTHER RESOLVED, that the Rusk County Department of Health & Human Services shall fulfill all statutorily
required functions as the designated “Elderly and Adult at Risk Agency.”

RESOLUTION #06-___ RUSK COUNTY CHILD ABUSE/NEGLECT VICTIM INTERVIEW RECORDING
WHEREAS, it has been identified the need to upgrade the existing video recording system within one interview room at the
Law Enforcement Center; and
WHEREAS, a collaborative project between the Rusk County Crime Victim/Witness Program and Rusk County Victim
Service Specialist, Rusk County Department of Health & Human Services, Rusk County District Attorney’s Office, Rusk
County Sheriff’s Office and the Ladysmith Police Department was submitted to the Wisconsin Department of Justice,
Children’s Justice Act Subgrant, identifying the needs and costs associated; and
WHEREAS, the Rusk County Sheriff’s Office has been awarded a subgrant in the amount of $15,282.93 to be used to equip a
dedicated child forensic interview room.
NOW, THEREFORE, BE IT RESOLVED, by the Rusk County Board of Supervisors that the Child Abuse/Neglect Victim
Interview Recording Equipment grant be award be accepted and funded through the following budget:
Expense: 211-26-52179-341 V.S.S. Child Abuse/Neglect Grant EQ<$5,000.00 $15,282.93
Revenue: 211-26-43690 V.S.S. Equipment Grant $15,282.93

RESOLUTION #05-__ AMEND 2006 BARRON RUSK DRUG ENFORCEMENT UNIT BUDGET
WHEREAS the Barron Rusk Drug Enforcement Unit budget 2005 fund balance is $1,948.79; and
WHEREAS, the BRDEU is a non-lapsing continuing appropriation; and
WHEREAS, the BRDEAU 2006 budget is 0.00; and
WHEREAS, the BRDEAU has received additional asset forfeiture funding and donations to be used for investigations of Rusk
County drug offenses; and
WHEREAS, the BRDEAU budget will remain under the administration of the Sheriff’s Department.
NOW, THEREFORE, BE IT RESOLVED, the Rusk County Board of Supervisors amends the 2006 BRDEAU budget as

RESOLUTION #06-__ PARCEL & ORTHO PHOTO PAPER COPY REQUEST CHARGES
WHEREAS, the Rusk County Surveyor / Land Information Dept. has received the new April 2006 color Ortho Photos of the
County from Horizons Inc.; and
WHEREAS, a portion of the public will request paper copies of said photos with or without parcel overlays; and
WHEREAS, the printing of Ortho photos will expand much more ink & time than past printing of parcels only; and
WHEREAS, the Rusk County Surveyor / Land Information Committee has reviewed the current charges for parcel maps and
recommend the attached fee schedule be adopted by the Rusk County board of Supervisors.
NOW, THEREFORE BE IT RESOLVE, by the Rusk County Board of Supervisors that the attached fee schedule is hereby
approve and adopted for the purchase of paper copies of parcel maps and / or Ortho photos of Rusk County and directs the
Committee to review these fees each year at budget time for possible adjustment.

The Rusk County Board of Supervisors does ordain as follows:
SECTION 1: A public hearing having been held by the Zoning Committee and the Committee having acted, subsequent
thereto, in recommending the following amendment in application of the Zoning code to subject real estate upon a petition
submitted by the town of Washington; the affected lands as follows:
