And Extended Evaluations GTEP GTOI: Scoring, Written Comments GTDRI: Notification and Documentation Post-observation/Notification Conference Annual Evaluation Summary Evaluation Conference Professional Development Plan GTEP/Pre-Evaluation Conference At the beginning of the school year, administrators are required to conduct conferences with individual teachers for the purpose of analyzing student data and establishing student achievement goals. School wide and system level academic goals should be considered as a teacher develops achievement related objectives for students assigned to the teacher. Goals should be specific, attainable, and measurable. GTEP/Pre-Evaluation Conference After the teacher has selected student achievement goals, the teacher shall plan for the professional development activities in which he/she will participate that relate to the achievement goals established for the year. (August- September) GTEP/Pre-Evaluation Conference When student achievement goals have been selected, each teacher shall complete the Student Achievement Implementation Plan Form. At the same time, each teacher shall complete the Professional Growth Plan Form. Both forms should be signed and retained in the school evaluation file with the teacher receiving a copy. This should be completed by September 30. GTEP/Pre-Evaluation Conference Teachers are to implement strategies for achieving the student achievement goals established and begin collecting evidence and documentation of progress towards meeting the goals. GTEP/Pre-Evaluation Conference The pre-evaluation conference is designed to provide clarification of GTEP content, evaluation procedures , or scoring criteria. It is also designed for sharing of background information concerning the students and/or classes, and any other information which may impact the teacher evaluation. Lastly, it can be used to review last year’s Professional Development Plan (PDP). GTEP/Observations Standard Evaluation Process: requires a minimum of three unannounced classroom observations of at least 20 minutes. These observations are recorded on the GTOI (Georgia Teacher Observation Instrument) Standard Form. Teachers with fewer than three years of experience. Teachers with three or more years of experience, newly hired. Teachers whose previous years experience was unsatisfactory. GTEP/Observations Teachers with three or more years of experience following two years of satis factory performance in the formative stage. For teachers new to the system or for teachers with less than three years of experience, the first observation shall take place prior to November 15. Observations should be distributed to provide samples and the beginning, middle and end of lessons. GTEP/Observations Formative Evaluation Process: consists of a minimum of one unannounced classroom observation of at least 20 minutes. This observation is recorded on the GTOI (Georgia Teacher Observation Instrument) Formative Form. Used for diagnostic purposes only. Eligible teachers are those with three or more years of teaching experience and not newly employed and whose most recent GTEP rating was satisfactory. Two years of satisfactory performance in the formative process then return to the standard process for one year. GTEP/Observations Extended Phase: is required in the standard evaluation process when a teacher has accumulated five or more Needs Improvement (NI). Begins with a required conference to plan for the extended phase observation. Conference is followed by an announced, full class/lesson observation. Conference to discuss results must be held after this observation. Scores are used for diagnostic purposes only and must not be used to determine any rating on the Annual Evaluation Summary Report. GTEP/Observations If all scores are satisfactory, standard observations resume. If scores indicate improvement is needed, assistance should be planned and provided. Plan is formulated as a Professional Development Plan (PDP). Standard observations resume until a total of four standard observations are accumulated. Extended phase may continue during the time standard observations have been resumed. Extended phase can be used for teachers in either the standard or formative phase. Extended observations are an option at any time. GTEP/GTOI GTOI (Georgia Teacher Observation Instrument) scoring and written comments. Classroom observations are scored for each dimension and comments must be written for each teaching task. A copy of each GTOI observation must be given to the teacher within five working days of the observation. A conference to discuss each observation must be granted within 10 working days of having received the results. This can be requested by either the teacher or the evaluator. Any written comments submitted by the teacher within 10 working days of receiving the results or within 10 working days of the conference shall be attached to the observation record or Annual Evaluation Summary. GTEP/GTDRI GTDRI (Georgia Teacher Duties and Responsibilities Instrument) notification and documentation. Scored by exception. All items must be scored as satisfactory on the annual evaluation summary unless prior to the annual evaluation the teacher has 1.) been notified in writing, 2.) received written documentation on each incident serving as a basis for the unsatisfactory annual evaluation summary, 3.) had a conference concerning the unsatisfactory performance. GTEP/GTDRI To receive an unsatisfactory annual evaluation on the GTDRI, the employee 1.) failed to perform a duty or responsibility that is part of the employee’s job description, 2.) committed an act prohibited by the local or state boards of education, 3.) was notified that the act was prohibited prior to committing the act, and 4). the employee has had opportunities of remediation activities and has failed to remediate. GTEP/Post Observation, Notification Conference Post Observation is required if requested by either the teacher or evaluator. Post Observation is required after each extended phase observation. Notification Conference is required any time a teacher receives written documentation for each new incident on the GTDRI. GTEP/Annual Evaluation Conference The Annual Evaluation Conference shall be conducted prior to April 1st. During the conference the administrator shall: 1. review progress toward the teacher’s student achievement goal(s), (b) 1; 2. review progress toward the teacher’s professional development goal(s), (b) 3; 3. determine the teacher’s level of performance on the GTOI; 4. determine the teacher’s level of performance on the GTDRI; 5. develop a Professional Development Plan (PDP), if needed. GTEP/Annual Evaluation Summary Report Evaluation Summary Process – GTOI Fewer than 5 NI’s across 3 standard observations, satisfactory is marked in the GTOI column. If the teacher is in extended phase and has 5 or more NI’s on the best 3 of 4 standard observations, unsatisfactory is marked. GTEP/Annual Evaluation Summary Report Evaluation Summary Process – GTDRI Marked satisfactory if: 1. teacher’s performance is consistently acceptable; 2. teacher’s unsatisfactory performance was remediated; 3. teacher had not received written notification, documentation, and a conference of each new incident. GTEP/Annual Evaluation Summary Report Evaluation Summary Process – GTDRI Marked unsatisfactory if: 1. teacher has failed to perform a duty or responsibility which is part of the employee’s job description and local board of education’s policies; 2. teacher committed an act prohibited under local or State boards of education; 3. teacher received written notification that the act was prohibited prior to committing the act; 4. teacher had an opportunity for remediation but failed to remediate. GTEP/Annual Evaluation Summary Report Evaluation Summary Process – (b) 1 or (b) 3 A rubric will be used to score both (b) 1 and (b) 3. A score of unsatisfactory on either (b) 1 or (b) 3 will not affect a teacher’s annual summary evaluation score for the GTOI or GTDRI for the current school year. If a teacher receives a score of unsatisfactory on either requirement (b) 1 or (b) 3,a Professional Development Plan is required. The resulting PDP will become a part of the GTDRI and the following year’s GTEP Annual Summary Report. GTEP/Annual Evaluation Summary Report Overall Evaluation Summary Process Satisfactory if the teacher received a satisfactory on both the GTOI and the GTDRI. Unsatisfactory if the teacher received an unsatisfactory on either the GTOI or the GTDRI. If the teacher receives an unsatisfactory on the Annual Evaluation Summary Report, the teacher will be frozen on the salary schedule. GTEP/Professional Development Plan A GTOI Professional Development Plan is developed when: a teacher receives all NI’s in any dimension across 3 standard observations, (required); a teacher receives 1 or 2 NI’s in any dimension across 3 standard observations, (optional); a teacher receives an overall unsatisfactory GTOI Summary Evaluation, (required). GTEP/Professional Development Plan A GTDRI Professional Development Plan is developed when: the teacher receives an unsatisfactory on the GTDRI, (required); the overall evaluation on the GTDRI is satisfactory but the teacher received notification, documentation, and a conference for a deficiency, (optional). GTEP/Professional Development Plan A (b) 1 or (b) 3 Professional Development Plan is developed when: a teacher receives an unsatisfactory score on (b) 1, (required); a teacher receives an unsatisfactory score on (b) 3, (required); the administrator determines one is needed for a basic rating, (optional).
