                                  POSITION SUMMARY:
                                  The State Board for Community and Technical Colleges (SBCTC) is seeking
                                  candidates to fill a Fiscal Specialist 2 vacancy. This is a full-time,
                                  classified position. Reporting to the Education Division Budget Manager,
                                  this position works under general direction and performs a variety of
                                  complex and varied fiscal administrative support functions. Primary
                                  responsibility includes providing support in grant and contract
                                  management. Manage the funding received from multiple fund sources to
                                  operate high-quality programs in the area of vocational training and basic
                                  skills at the 2-year college level. Establish agreements between the State
                                  Board and other government agencies, businesses and independent
                                  contractors to provide services that promote the goals of economic
                                  development, program excellence, student access to education, and
                                  research and evaluation for continued improvements in education.

                                  DUTY STATEMENTS:
                                     Manage contract awards for the Education Service Division.
                                     Monitor project budgets (i.e., Gates Foundation, Ford Foundation,
                                      Homeland Security Institute, Ferry Project, etc.)

                                  WORKING CONDITIONS:
                                  This position works indoors, in a cubicle at the Olympia office. Limited
                                  travel expected. Typical working hours: eight work hours per day, five
                                  days per week (Monday through Friday). Core working hours are 8 a.m.
                                  to 5 p.m. Variation in working hours is not expected.

                                      Two years of experience at a level equivalent to Fiscal Specialist 1

                                      Proficient in the use of Microsoft Suite Software such as Word, Excel,
                                       Outlook, PowerPoint, and Access.
                                      Ability to demonstrate basic understanding of governmental
                                       accounting processes, and governmental contract rules and

                                   DESIRABLE QUALIFICATIONS:
                                      Three years of related work experience.
                                      Bachelor’s degree with an emphasis in accounting, auditing, or
                                      Training in contracting, GAAP, and federal grants management.
                                      Fiscal accountability and analysis, negotiating agreements, verbal and
                                       written technical communication, and interpretation and analysis of
                                       written information.
