    The New Mexico Hydrogen Demonstration Project
Phase I: Building a Hydrogen Production Plant at the Albuquerque Sunport
    and Demonstrating Use of Hydrogen and HCNG Blends in Vehicles

    Project Summary

    The New Mexico Hydrogen Technology Partnership (HyTeP), in collaboration with
    federal, state and local government agencies, proposes to build a hydrogen production
    plant at an existing natural gas vehicle refueling station on the grounds of the
    Albuquerque Sunport airport. The hydrogen will be stored at the site, mixed with
    compressed natural gas to form HCNG blends and dispensed to power a fleet of vehicles
    from the neighboring public and private fleets.       The project will provide the first
    expansion of New Mexico’s existing natural gas infrastructure to produce and dispense
    hydrogen and HCNG fuels. The demonstration site also offers a unique combination of
    vehicle demonstrations at a busy urban airport with high public visibility and at a secure
    military base where defense applications can be explored.

    Phase I of this project, the subject of this Program Management Plan (PMP) will be
    funded by a variety of federal, state and local government sources and by private
    contributions. It will include significant in-kind contributions by HyTeP members and
    will require approximately one year to complete. The Phase I project will encourage the
    transition to hydrogen fuel by using clean natural gas as a bridge fuel and by applying
    blends of natural gas and hydrogen or pure hydrogen produced from natural gas in
    conventional internal combustion engines tested at the 5,500 foot altitudes in
    Albuquerque. The project will displace imported oil with domestically produced fuels
    and reduce pollutant emissions, including carbon dioxide linked to climate change
    impacts. Other project phases will be initiated before Phase I activities are completed.
    Future phases of the project will seek to produce hydrogen cost effectively from
    renewable resources, such as biomass, solar and wind, and to use the hydrogen advanced
    fuel cells to generate electricity for transportation and stationary source applications.
Project Description
In November 2002, two state government agencies joined with the Los Alamos and
Sandia national laboratories, three major universities, and over 20 companies
headquartered in the state to create the New Mexico Hydrogen Technology Partnership
(HyTeP). The goal of HyTeP is to enhance the economic development of New Mexico
through cooperative hydrogen and fuel cell research, development, demonstration and
commercialization. Prior to the launch of Phase I of this project, HyTeP members spent
more than one year analyzing a range of possible demonstration programs and refining
the specific project outlined within this document.

HyTeP has begun to establish a collaboration with other public parties to create a project
leadership team capable of completing the proposed demonstration project. Each of the
parties will have a compelling interest in the success of the project and has a distinct list
of assigned responsibilities during project implementation.

Phase I of the proposed demonstration project will focus on using natural gas as a bridge
to hydrogen. It will create a roadmap for replication and implementation of hydrogen
refueling infrastructure elsewhere using an existing natural gas infrastructure. The
proposed demonstration will use a phased approach that identifies and evaluates potential
barriers to a hydrogen vehicle fueling infrastructure and develops the necessary steps to
mitigate those barriers.

Several of the core team of project leaders have already gained critical experience during
their work in the state of New Mexico to develop infrastructure for hydrogen and other
alternative fuels, and they understand the major challenges that can emerge in the areas of
site location, permitting, education and training. More detail about the history of New
Mexico’s alternative transportation fuel programs is summarized in Appendix A. By
leveraging available funding for alternative fuel infrastructure, vehicle acquisition and
building upon existing infrastructure, the leadership team believes its project has great
potential to serve as a model for other hydrogen demonstration efforts.

Hydrogen Production

The project team plans to build the hydrogen production plant on a plot of land located
north of the parking structure at Albuquerque International Sunport. This location is
already the location of a compressed natural gas (CNG) facility for rental car shuttle bus
services. It will provide easy access to supporting fleets as well as public access for
airport fleet and shuttle bus services.

The project team proposes to use natural gas as the feedstock for hydrogen production
during Phase I of the project. Natural gas is already available at the fueling station, it is
widely produced in New Mexico and it provides the lowest cost source of hydrogen in
the market today. New Mexico is currently the second largest natural gas producing state
in the U.S. This project promises to promote the sale of natural gas in transportation
markets and to create a new value added product in New Mexico, which increases the
natural gas industry’s economic contribution to the state.

Chemical reforming is a widely adopted method of producing hydrogen from natural gas,
but the technology has not been adapted to work efficiently in the small scale applications
needed in the early stages in the transition to a hydrogen energy economy. During the
first phase, the project team proposes to build a hydrogen production unit capable of
providing enough hydrogen to fuel (either with hydrogen or HCNG) three internal
combustion engine vehicles with the ability to expand production in future phases. The
project team will select a contractor to design and develop the hydrogen production
facility that deploys demonstrated and qualified products and technologies capable of
meeting the needs of documented system requirements. Contractor selection will be
made on a ―best value‖ basis and will include an evaluation of contributions proposed by
perspective vendors.

Fuel Storage, Blending and Dispensing

The hydrogen will need to be stored onsite until it is ready for blending with natural gas
or dispensed as pure hydrogen. Fuel storage is widely recognized as a major challenge to
the widespread commercialization of hydrogen technologies. A number of advanced
hydrogen storage technologies have recently been developed—including ultrahigh
pressure cylinders, metal hydrides and a range of chemical carriers—and many are now
ready for application in demonstration projects. A key element of the proposed project
will be the careful selection of a hydrogen storage system that will deploy state-of-the-art
yet affordable and reliable technologies in this important area.

A portion of the hydrogen will then be blended in differing concentrations with
compressed natural gas to create a range of test HCNG fuels for Phase I of the project.
Another portion of the hydrogen will be dispensed in pure form. Fuel dispensing will
occur as the last stage of Phase I. The project team will select a contractor that uses
advanced fuel blending and dispensing technology. The existing natural gas storage
system at the Sunport site will be used to obtain the natural gas to be blended with

Vehicle Demonstrations

During Phase I of the demonstration effort, the project team proposes to test hydrogen
and a variety of HCNG blends in a test fleet. The initial test fleet will include light-duty
internal combustion engine vehicles from neighboring federal and local fleets. Other
vehicle types, for example, shuttle buses or a passenger car with a hybrid electric
powertrain calibrated to burn hydrogen may also be included in the Phase I project.

Use of pure hydrogen is well established as a fuel that emits nearly zero air pollutants
when burned in an internal combustion engine equipped with technology to capture
nitrogen oxide emissions, the only significant air pollutant emitted during hydrogen
combustion. Recent research has also shown that mixing small quantities of hydrogen
into natural gas before combustion achieves great air pollution reductions, compared to
emissions from burning pure natural gas, while improving engine performance. Using
hydrogen and natural gas mixtures in natural gas engines allows the lean limit to be

lowered considerably. It also allows the retarding of spark ignition. Both these actions
help reduce nitrogen oxide formation. It is also possible to calibrate the engine on HCNG
to operate with higher thermal efficiency, while emitting fewer greenhouse gas
emissions. Moreover, HCNG use provides early commercialization opportunities for
hydrogen fueling infrastructure, thereby potentially accelerating the transition to a
hydrogen economy and lowering its costs.

The project team will select automotive specialists that have developed advanced natural
gas engine technologies capable of burning pure hydrogen and HCNG blends. During
the vehicle tests, careful attention will be focused on the performance of the engines
when burning different fuels and with the concentrations of air pollutants in the exhaust

Project Management

Many aspects of this project will represent the first applications of new technologies or,
at a minimum, their first application at the high altitude found in Albuquerque. As the
first hydrogen demonstration project in New Mexico, all project elements will obviously
represent their first applications specific to the state.

All aspects of the project will face critical design, licensing, safety and user acceptance
challenges. A major objective of the project will be to identify, study and resolve these
challenges to allow the project to move forward successfully. HyTeP has already been
charged by the New Mexico legislature with studying hydrogen codes and safety
standards and to develop a set of proposals to guarantee the safe use of hydrogen in the
state. The demonstration project offers a real world test bed to apply such standards in a
transparent fashion, allowing decision makers the opportunity to learn what the standards
are, how they are implemented and the margins of safety they provide.

As one of the first fully integrated small scale hydrogen production, blending and
dispensing stations in the world, the Albuquerque Sunport site offers multiple
opportunities to monitor the real world performance of the advanced technologies on
display. Detailed equipment monitoring, including professional staff and public
responses to the presence of hydrogen at the site, will be collected and analyzed. The
same close attention to operational details will be performed for all aspects of the vehicle
demonstration portion of the project.

Particular attention will be paid to the effectiveness of various HCNG blends in reducing
air pollution emissions. HCNG blends could hold great value in near term energy
markets if this technology helps to reduce vehicular emissions to very strict levels that
will be required by U.S. Environmental Protection Agency regulations before the end of
this decade. They could provide an effective means to reduce emissions of greenhouse
gas emissions, such as carbon dioxide, needed to prevent global climate changes.

Project team leaders plan to prepare a series of professional papers based on project
results for presentation at hydrogen conferences around the world. These papers will
help advance the state of global knowledge regarding experiences with hydrogen

technologies at the demonstration level. The project team will also prepare more detailed
project reports for internal use in defining future phases of the project and in identifying
new opportunities for the implementation of hydrogen technologies in New Mexico.

Proposed Project Team
The six proposed project team leaders include HyTeP, the National Automotive Center
(NAC) of the U.S. Department of Defense-Army, the City of Albuquerque-International
Sunport, Kirtland AFB; the New Mexico Energy, Minerals and Natural Resources
Department; and the New Mexico Economic Development Department.

HyTeP is a New Mexico alliance representing industry, research laboratories,
universities and government working together to enhance the economic development of
New Mexico and the nation through a cooperative focus on hydrogen and fuel cell
research, development, demonstration and commercialization. A list of members appears
in Appendix B. HyTeP will serve as a project coordinator during each step in the
implementation of the project.

The NAC, headquartered in Warren, Michigan, supports the development of hydrogen
refueling infrastructure to produce hydrogen for use within military and civilian vehicle
and stationary applications that will further research, develop, and advance the
commercialization of hydrogen technologies, fuel cells, and the application of alternative
fuels. The NAC will oversee implementation of the project to ensure it meets national
energy and defense program objectives. It will help develop project design specifications
to assure the project will be viable and make a constructive contribution to the state-of-
the-art in hydrogen use.

The City of Albuquerque, International Sunport supports alternative fuel initiatives
that promote emission reduction through the use of cleaner transportation. It currently
operates a CNG refueling station as part of its operation of the Albuquerque airport. The
Sunport will provide access to this natural gas and the land needed to house the
equipment needed to produce, store and use hydrogen and HCNG blends. It will also
promote public education about hydrogen technologies throughout the Albuquerque area
based on the experience of the Sunport demonstration project.

Kirtland Air Force Base must comply with the federal Energy Policy Act of 1992
requiring the acquisition of alternative fuel vehicles in an effort to reduce air emissions
and reduce dependence on foreign oil. It also has a policy to support efforts to test and
evaluate new advanced technologies. Kirtland AFB will be responsible for testing a
small fleet of test vehicles and to perform the necessary vehicle monitoring, maintenance
and reporting needed to comply with the requirements of the demonstration project.

The Energy, Minerals and Natural Resources Department supports the development
of hydrogen for use within transportation and stationary applications in an effort to
achieve its goals of promoting and advancing the use of clean energy technologies in
New Mexico. The department has conducted an award-winning alternative transportation
fuel program for the last 15 years. It will promote the constructive involvement of New

Mexico’s energy industry in the project, thereby assuring an integration of the project
with the states long term energy goals of promoting the expansion and diversification of
energy production.

The Economic Development Department is charged by the New Mexico state
legislature with encouraging economic development throughout the state. It will assist in
identifying funding opportunities for the project and encourage broad industry
participation in the project.

Project Tasks
A phased approach will be taken to ensure the development of a firm organizational
foundation and a logical sequence of program development. A phased approach also will
provide greater flexibility, given the nature of state and federal funding cycles. This
section outlines the various tasks to be performed as part of the Phase I effort, which is
summarized in Table 1. Assuming a project start date of January 2005, an estimated
completion date for each task in Phase 1 is also identified.

Future Project Phases
The project leadership team believes the Phase I program will make a unique and
important contribution to the understanding of hydrogen technologies and energy
systems. It will place New Mexico on the map of world class sites where hydrogen
demonstration programs are underway.

As critical as it will be in providing real world test results of operating hydrogen systems,
Phase I is just the first step in a series of interrelated projects that HyTeP plans to lead in
New Mexico. Future phases will expand the scale of hydrogen production and use in
Phase I to an increasingly larger production and dispensing capacity needed to fuel a
wide range of applications.

The target markets for hydrogen will be greatly expanded in future project phases as well.
In the transportation sector, applications will extend from the limited scope of hydrogen
and HCNG tests proposed for Phase I to include the introduction of hydrogen as a
feedstock for use in advanced fuel cell vehicles, including buses, medium duty
commercial and military vehicles and light duty passenger cars. A summary of the
proposed future phases of the New Mexico Hydrogen Demonstration Project is provided
in Table 2.

HyTeP’s primary objective is to position the State of New Mexico as a leader on the path
towards making hydrogen the world’s primary fuel. As a result of related demonstration
efforts, HyTeP expects significant returns from its collaborative efforts, placing New
Mexico at the forefront of hydrogen technologies and spawning a variety of economic
and technical opportunities.

                              Appendix A:
               New Mexico’s Commitment to Alternative Fuels
New Mexico presents an unparalleled blend of government agencies, academic and
industry that cannot be duplicated in any other region. The state is home to two national
laboratories, Los Alamos and Sandia, three major universities including the University of
New Mexico, New Mexico Tech and New Mexico State University. In addition, the
International airport located in Albuquerque is owned by the City of Albuquerque and is
a joint use facility with the military at Kirtland Air Force Base.

New Mexico’s current assets in the development of a hydrogen economy include the
collaboration of government agencies, academia and industry through the HyTeP
organization. Los Alamos National Laboratory has twenty-five years of research and
development experience in hydrogen and fuel cells. The White Sands Test Facility has
over twenty-five years experience in the development of hydrogen systems and safety
issues and 10 years in the development of National and International standards.

Of particular interest is the State’s alternative fuels program administered by the Energy,
Minerals and Natural Resources Department and Clean Cities programs, which have
worked together for a decade to build a natural gas refueling infrastructure on which a
hydrogen refueling infrastructure may built. The State of New Mexico, Clean Cities
Coalition, and New Mexico Alternative Fuel Working Group (consisting of Federal, State
and local fleet managers) work together to promote the use of alternative fuels through
infrastructure development, vehicle acquisition and public awareness initiatives. The
State also provides assistance to State and Federal government entities in an effort to
comply with government mandates regarding alternative fuels. Both the national Energy
Policy Act and the New Mexico Alternative Fuel Vehicle Acquisition Act mandates that
75% of all light-duty vehicles acquired by Federal and State governments must be
capable of operating on an alternative fuel. In an effort to assist public entities to comply
with these mandates, the State of New Mexico has sought to be inclusive in its
recognition of qualifying alternative fuels. The New Mexico Alternative Fuel Vehicle
Acquisition Act [Sections 13-1B-1 to 7, NMSA 1978] includes ―hydrogen‖ in the
definition of ―alternative fuels,‖ and was recently amended to include gas-electric hybrids
and bio-diesel as available options.

The commitment to alternative fuels in the State of New Mexico has resulted in the
establishment of a CNG infrastructure along the Interstate 25 corridor (see Figure 1
below). It has also provided the State with significant experience related to development,
operation and permitting of a CNG refueling infrastructure, which may also be applied to
the development of infrastructure for other alternative fuels. Additionally, New Mexico is
home to Santa Fe Trails, the first transit authority to operate all of its 30 buses on CNG.

organization belonging to the HyTeP are varied, but may be grouped into four
representative categories. These categories include industrial, academic, state
government, and federal government organizations. Table 3 below presents potential
roles and contributions associated with each of the categories as they relate to the
demonstration of hydrogen energy technology.

    development, and sustainment organizations. It provides and sustains mobility,
    lethality, and survivability for soldiers, other services, and our Allies through ground
    combat, automotive, marine and armaments technologies.
