Summary-- The University District has gained significant momentum since University
District Month last October. The following pages contain the District’s “milestones,” all
of which symbolize the concept; “Spokane’s University District has arrived.” As a key
player in the overall economic development of Spokane, the University District has
accumulated a mountain of achievements. Combining these individual achievements
sends a clear message to the entire region:

            University District investments in private sector business, research, and
             technology are strong indicators of economic development in the region.
            The University District is preparing for a powerful medical and healthcare
             industry presence that will draw even more students, faculty, and
             workforce.
            Five higher education institutions in the University District demonstrate
             excellent academic success through inspiring student, faculty, and
             programmatic achievements.
            ‘Community’ is a cornerstone value within the University District and is
             expressed through the strong collaboration among stakeholders to
             identify opportunities and priorities in the District.
            The University District organization is active, coordinated, and growing.

These messages will become even stronger and clearer as the University District
continues to strive forward in the spirit of our maxim: Near Nature, Near Perfect, Near
Knowledge: A live/learn/work/play confluence of innovation, discovery,
entrepreneurship, scholarship, and neighborhood development that provides an
ongoing stream of economic growth and business opportunity for the region.

September 2009
    Zimmerman / Volk Associates, Inc., a national leader in residential market analysis and
      implementation strategies, completes a formal University District Hous ing Study.
    A section of the University District is officially added to the annual Spokane River Clean-Up,
      organized by Friends of the Falls.

      The Health Sciences & Services Authority (HSSA) of Spokane County selects the Institute for
       Systems Medicine (ISM) to receive its first-ever grant for $675,000 over two years to increase
       local infrastructure capacity for bioscience research. The ISM’s proposal to create a tissue
       bank and a clinical data repository available to all researchers in the County meets the goals of
       HSSA grant and will help promote economic development through the infrastructure capacity
       that supports bioscience research.
      Eastern Washington University’s MBA Program at Riverpoint welcomes two new international
       students on campus as part of the U.S. Department of State’s prestigious Edmund S. Muskie
       Graduate Fellowship Program.
      Whitworth University launches its 28th cohort of students overall, and the first cohort in the
       University District, of its highly successful evening B.A. in Organizational Management degree
       program. The program is specifically designed for working adults, blending academic theory
       with immediate real-world application.
      WSU announces selection of design firm for the Biomedical/Health Sciences firm, the next
       building to be constructed at the Riverpoint Campus.
      The Washington State University College of Nursing hosts Peter Buerhaus, Ph.D., R.N.,
       F.A.A.N., one of the nation’s premier thought leaders on the economic impact of the national
       nursing workforce, as the 11th Annual Thelma L. Cleveland Visiting Scholar.
      Ella Inglebret, assistant professor for Washington State University's Speech and Hearing
       Sciences department, is selected as an ASHA Diversity Champion for her research and the
       detailed analysis of factors contributing to educational achievement for Native American
       students and for bringing visibility to the role of culture in educational service delivery for
       Native students in Washington State public schools in partnership with tribal and state
       leaders.
      Washington State University receives two Mayor's Choice Awards in the 2009 Mayor's Urban
       Design Awards: one for the Washington State University Riverpoint Campus Master Plan,
       NAC|Architects/Washington State University and one for the Nursing Building, Integrus
       Architects/Washington State University.
      Spokane City Council votes to approve the renaming of Riverside Extension to Martin Luther
       King Jr. Way.

August 2009
    The Spokane City Council approves the University District Revitalization Area (UDR A)
      ordinance, which created a 25-year funding mechanism for public improvements in the
      University District. Citizens were engaged through public meetings, mailings, websites, and
      news media. The City identified the Division corridor and the Burgan’s Block development as
      the initial projects to receive UDRA funding.
    Whitworth University evening accelerated-format classes begin in the Sirti building with
      general education and elective courses offered.
    The second class of first-year medical (WWAMI) and dental (RIDE) students begins their
      studies at Riverpoint.
    WSU moves headquarters for its nutrition and exercise physiology program and registered
      dietitian option to Spokane, the headquarters for WSU Health Sciences. Students who start
      the program in Pullman will eventually complete their studies at WSU Spokane.

      Gonzaga records a record enrollment expected to creep over 7,600 students overall.
       Significant was the enrollment of a freshman class that included 19.7 percent ethnic or racial
       minorities, the highest ever.
      Coughlin Hall became Gonzaga’s newest student housing facility, providing 324 students a
       setting that combines entertainment, learning, and living in one place.
      Gonzaga was ranked by U.S. News & World Report as the third best master’s university in the
       Western United States, and the third best value among the 170 like schools in this region.
      WSU Spokane clinical research team from the College of Pharmacy that includes Dr. Carol
       Wysham, who is faculty in the University of Washington School of Medicine as well as at WSU
       Spokane, is selected to conduct two new diabetes trials. One is sponsored by Duke and Oxford
       universities, while the other was developed by the Population Health Research Institute in
       Hamilton, Ontario, Canada, and offered to WSU through the University of Washington.
      A new study led by scientists at Washington State University shows that alternate products of
       a single gene help control whether an animal sleeps or stays awake, craves food or doesn’t,
       and maintains its body temperature or plunges deep into hypothermia. Researchers on the
       study include WSU Spokane WWAMI medical education faculty Éva Szentirmai and Levente
       Kapás, along with James Krueger of the Sleep and Performance Research Center.

July 2009
     University District partnerships are successful in working together to improve campus
       transportation and safety by creating three new pedestrian crosswalks on Riverpoint
       Boulevard as a result of the December 2008 Walkability Audit.
     Eastern Washington University Social Work Program relocates from Spokane Community
       College to the University District’s Riverpoint Campus.
     WSU Spokane installs power management software that contributes to a greener campus by
       reducing PC energy consumption.
     The Sirti Foundation Board and the Business Development Corporation closes a $250,000 loan
       from the Sirti Technology Growth Fund to Lite-Check to fund expanded sales and marketing.
     The total initial $3 million revolving Sirti Technology Growth Fund, made possible by a grant
       from the U.S. Department of Commerce Economic Development Administration and matched
       by a consortium of local and regional banks, was lent to 11 start-up, emerging and high-
       growth technologies companies to fund economic growth in Eastern Washington.
     Eastern Washington University’s Dental Hygiene Program, with support from the Washington
       Dental Service Foundation, offers two free half-day dental camps to middle school children
       during the month as part of an effort to prepare children for dental careers.
     Whitworth University reaches an agreement with Sirti to open a student services office in the
       Sirti building and begin offering a selection of evening accelerated-format degree programs
       for working adults.
     Challenged by the Retail Design Institute to design a grocery store that would compete with
       businesses like Whole Foods Markets, WSU interior design students win the top three honors
       in the annual national competition.
     Assistant professor of pharmacotherapy Josh Neumiller is the recipient of a 2009 Golden
       Apple Excellence in Teaching Award from the University of Washington MEDEX Northwest
       Physician Assistant Program.

      Gonzaga University receives a $75,256 College Spark Low Income Student Retention Project
       grant to examine institutional data, assess current successful institutional program offerings
       for all students and identify potential areas of improvement in the University’s work that
       supports first-generation and low-income students.
      The Health Sciences & Services Authority (HSSA) of Spokane County locates in the Sirti
       Building on Riverpoint Boulevard.
      Washington State University’s Native American Recruitment and Retention (NARR) program
       helps address the critical healthcare provider shortage through a hands -on educational
       experience that introduces high school students to a variety of health professions during the
       14th annual Na-ha-shnee Native American Health Science Institute on the Riverpoint Campus.
      Top sleep researchers from around the world and several Department of Defense program
       officers gather at the WSU Sleep and Performance Research Center for a full-day scientific
       workshop to investigate the effects of fatigue on distinct components of cognition.
      Levente Kapás and Éva Szentirmai join the WWAMI medical education program at WSU
       Spokane. Both MDs, they have research specialties focused on sleep.
      WSU College of Nursing associate dean for research John Roll is editor of the newly released
       book Methamphetamine Addiction: from Basic Science to Treatment, a comprehensive work
       that presents the current state of knowledge on methamphetamine abuse and dependence. It
       is the first comprehensive reference on the matter. Roll is widely recognized as one of the
       nation's leaders in this research area.
      A WSU interior design student places second in the International Interior Design Associa tion
       Sustainable Design Competition.
      The Washington State Economic Development Commission tours the Riverpoint Campus and
       hears remarks from EWU Spokane executive dean Rex Fuller and WSU Spokane chancellor
       Brian Pitcher on the emergence of the Riverpoint Campus as a center for research, outreach,
       and education in the health sciences and professions.

May 2009
   The City of Spokane hosts a series of public workshops to inform and receive input from
      citizens regarding plans to create the Riverside Extension through the University District.
   May 10 marks the 20th anniversary of the legislation that established the statewide branch
      campus system, including WSU Spokane.
   Sirti’s Executive Director, Kim Zentz, is appointed by Governor Gregoire to the Clean Energy
      Leadership Council to help lead Washington’s alternative energy movement.
   Dental Team Experience takes place April 27-May 1 at three different locations, including EWU
      Spokane. The event brings together five students from Eastern’s Dental Hygiene Program,
      three dental students from the University of Washington and nine dental assisting students
      from Spokane Community College to deliver high quality, low-cost dental treatment to
      Spokane and the surrounding communities.
   Eastern Washington University’s Institute for Public Policy and Economic Analysis, based at
      EWU Spokane on the Riverpoint Campus, secures a $190,000 federal appropriation to help
      create more data-based websites for smaller communities around the region. This is part of
      the Institute's Community Indicators project, at www.communityindicators.ewu.edu.
   Researchers from the Sleep and Performance Research Center at Washington State University
      Spokane receive a $784,023 grant from the Air Force Office of Scientific Research to develop a
      computational model predicting the precise effects of fatigue on cognitive performance tasks.

      The Riverpoint Campus celebrates the Nursing Building as its newest addition to campus in a
       dedication ceremony on May 7. The 87,516 square foot building was designed by Integrus
       Architecture and constructed by Graham Construction with mechanical and electrical
       engineering services provided by MW Consulting Engineers.
      WSU Spokane and the Washington State Arts Commission (WSAC) dedicate the newest
       installation to the State Art Collection, a sculpture titled "alive lively living for Ramona
       Hodges" by native Spokane artist Jim Hodges, in a ceremony on May 7.
      WSU Spokane interior design students are the winners of three of six awards at the 2008
       Cooper Lighting SOURCE Awards National Lighting Design Competition for students.
      The first-ever scenario-type simulation training for physician's assistants in the Spokane-based
       MEDEX program takes place with interprofessional, interinstitutional teams of students in the
       UW physician's assistant, WSU College of Pharmacy, WSU College of Nursing, and Spokane
       Community College Nursing programs. Faculty from the UW MEDEX program, WSU College of
       Nursing, and WSU College of Pharmacy collaborate to put on the scenarios.
      Legislative appropriation is received for the design/planning of the new Biomedical/Health
       Sciences Building on the Riverpoint Campus.

    The University District’s official website is launched at www.SpokaneUniversityDistrict.com.
    A University District Open House is held on the Riverpoint Campus to showcase current
        University District plans. The theme of the meeting was “Where are You in the UD?” Topics
        focus on infrastructure improvements, transportation, and marketing and communications.
    The Gonzaga School of Law moves onto the list of the Top 100 law schools in the nation as
        ranked by U.S. News & World Report magazine in its Best Graduate Schools, 2010 edition.
    The City of Spokane receives federal appropriation pre-design funding for the proposed
        pedestrian bridge/railroad overpass.
    The Sirti Foundation Board and the Business Development Corporation closes a $250,000 loan
        from the Sirti Technology Growth Fund to SzenSoft to fund further development of their
        products and expand sales operations.
    Eastern Washington University’s College of Business and Public Administration maintains
        accreditation by AACSB International - The Association to Advance Collegiate Schools of
        Business. Less than 5 percent of schools of business worldwide have earned this distinguished
        hallmark of excellence in management education.
    Exploring the benefits of re-introducing passenger rail between Spokane and the
        Pullman/Moscow area in response to shifting global trends, particularly associated with
        energy, water and climate change, WSU landscape architecture students share ideas and
        designs for powering the Palouse.
    Phi Delta Kappa, the Professional Association in Education, honors the WSU superintendent
        certification program with the 2009 Washington “Great Teacher” award in the university
        category.
    WSU College of Pharmacy and EWU dental hygiene program collaborate to bring human
        patient simulation to the dental hygiene clinic at Riverpoint. "SimMan®" spends the day in the
        clinic, providing opportunities for dental hygiene students to practice dental emergency
        procedures. While he is getting his teeth cleaned, he experiences chest pain and receives
        treatment from dental hygiene clinic students and faculty.

      Students and faculty from WSU's interior design program receive numerous awards and
       honors at the Interior Design Educators Council’s annual conference. Three teams of junior
       interior design students sweep the Pacific West region in the student design competition,
       qualifying as national finalists. Program chair John Turpin wins the Best Paper Award for
       “Exploring Success: Dorothy Draper and the Means-Ends Approach.” Faculty member Matt
       Melcher’s “North Idaho Retreat” is selected for exhibition by jury in the Interior Design
       category. Jo Ann Thompson, professor of interior design, receives a Presidential Award for her
       efforts in expanding the quality and visibility of the Journal of Interior Design. Graduate
       alumna Meaghan Beever receives a Merit Award for assistance in the transition of the printed
       Journal of Interior Design to the digital version hosted by Blackwell/Wiley. Finally, Washington
       State University Spokane is awarded the first ever Institutional Merit Award for their support
       of the Journal of Interior Design through continued resource allocations over the past five
       years.

March 2009
   The Sirti Foundation Board and the Business Development Corporation closes a loan of
      $300,000 from the Sirti Technology Growth Fund to Delta Business Training to provide the
      growth capital needed to satisfy growing demand for their products.
   Eastern Washington University Assistant Professor of Physical Therapy Ryan Mizner, PT, PhD,
      received the Margaret L. Moore Award for Outstanding New Academic Faculty Member for
      2009 from the American Physical Therapy Association (APTA). This award recognizes
      excellence in research and teaching by a new faculty member who is pursuing a career as an
      academician. Recipients are acknowledged for their excellence in teaching in the academic
      setting, contributions to the scholarship of the physical therapy profession, and commitment
      to service to their institutions and the profession.
   WSU Extension hosts a one day statewide symposium—“The Relentless Pursuit of a Healthier
      World.”
   Riverpoint Campus Master Plan Community Workshops kick off a series of three meetings
      featuring a health sciences expert.
   Riverpoint Math and Science Partnership works to implement the state’s new College
      Readiness Standards in mathematics. (The partnership, which began in 2007, is funded
      primarily by the Washington State Higher Education Coordinating Board, which recently
      provided a second grant for a total of $371,911. Another $38,321 was provided by the multi -
      agency Transition Math Project (TMP).
   The WSU College of Veterinary Medicine announces that it will open a satellite clinic at WSU's
      Riverpoint Campus in Spokane within the next year, thanks to $3.5 million in private gifts. The
      clinic will be housed in the structure that formerly housed BPS Plumbing at 218 E. Spokane
      Falls Blvd. The satellite clinic will enable the college to provide WSU veterinary students with
      additional training opportunities in specialized fields of veterinary medicine, while offering
      advanced services to the public.

    The Corporation for National and Community Service honors Gonzaga University with a place
      on the President’s Higher Education Community Service Honor Roll for exemplary service to
      America’s communities. Started in 2006, the award is the highest federal recognition a school
      can achieve for its commitment to service-learning and civic engagement.

      The Sirti Foundation and the Business Development Corporation closes a loan of $340,000
       from the Sirti Technology Growth Fund to IBQ Systems to fund continued innovation and
       market development.
      The Sirti Foundation and the Business Development Corporation closes a loan of $330,000
       from the Sirti Technology Growth Fund to GeoData Technologies to enhance their leadership
       position within the real estate software market and fund further growth.
      A series of free dental clinics conducted by Eastern Washington University dental hygiene
       students, faculty and the Spokane District Dental Society provide more than $107,000 in care
       to 265 patients.
      In an effort to achieve academic success for each student in Spokane Public Schools,
       Washington State University College of Education faculty members partner with school district
       administrators to ensure that the school system is socially just. Their Leaders as Learners
       project starts with a $200,000 grant from the Stuart Foundation.

January 2009
    The Commute Trip Reduction program honors Riverpoint Campus employees for their efforts
      at their annual awards celebration.
    Washington State University’s Interdisciplinary Design Institute hosts a design symposium
      where University District students collaborate on design ideas focused on “University District
      Connectivity.”
    DesignIntelligence, a bimonthly journal for architecture and design professionals, ranks WSU
      Spokane's interior design graduate program the ninth best program among all of America’s
      interior design programs.
    The Sleep and Performance Research Center at Washington State University Spokane receives
      a competitively awarded $1.4 million contract from the Federal Motor Carrier Safety
      Administration’s Office of Research to investigate the relationships between work hours in the
      transportation sector and drivers’ sleep, performance and health.
    Gonzaga University ranks No. 6 in the nation among small colleges and universities providing
      graduates who serve in the Peace Corps with 22 alumni currently serving in the federal
      agency, which was established in 1961 by President John F. Kennedy.


December 2008
    The South University District Analysis is completed and becomes a part of Spokane’s adopted
     Downtown Plan Update.
    NexCore/Arthritis Northwest vision for the Pine Street Project on the Riverpoint Campus is
     presented to the public in an open house.
    The City of Spokane partners with the Commute Trip Reduction program, the Spokane
     Regional Health District, and students/staff of WSU Spokane and EWU Spokane to complete a
     ‘Walkability Audit’ of the University District in hopes to identify bicycle and pedestrian safety
     needs in the University District.
    WSU College of Nursing Associate Dean of Research John Roll is awarded more than $4 million
     from the state's Life Sciences Discovery Fund, for efforts to develop programs for treatment of
     substance abuse and mental illness in Washington's rural areas.

      Jonathan Wisor joins the research faculty of the WWAMI Medical Education Program at WSU
       Spokane. His research focuses on sleep, providing a natural connection between WWAMI
       Spokane and the Sleep and Performance Research Center.
      Ruth Bindler, WSU College of Nursing-Intercollegiate Center for Nursing faculty member,
       receives the first-ever Cougar Gold Scholar Award. The award enables her to continue her
       research on fighting childhood obesity.
      The Sirti Foundation and the Business Development Corporation closes a loan of $350,000
       from the Sirti Technology Growth Fund to Pacinian Corporation to fulfill a development
       contract with a Fortune 100 electronics manufacturer and pursue new market opportunities.
      ReliantRx, a Sirti client, developed a unique closed-door pharmacy model that uses state-of-
       the-art software and delivery scheduling techniques to process and deliver over 50,000
       prescriptions in 2008 by a staff of 16 from their facility located in the University District.

November 2008
    First annual Career Fair hosted at the Riverpoint Campus for Eastern Washington University
     Students.
    The WSU College of Education Superintendent's Certification Program headquartered at WSU
     Spokane is honored by the Washington State Association for Supervision and Curriculum
     Development with the 2008 Program Award. Nearly 50% of the practicing superintendents in
     Washington are graduates of the program.
    WSU College of Nursing-Intercollegiate Center for Nursing begins the move to the Riverpoint
     Campus.
    WSU and NexCore sign letter of intent for the Pine Street Property.


October 2008
   The University District creates formal organizational structure, including the University District
     Development Alliance, Executive Council and Core Team, to provide guidance for project
     management, policy analysis and advocacy.
   The 6th Annual Spokane River Clean-up, coordinated by Friends of the Falls, adds a section of
     Upriver Drive to the traditional efforts in the Spokane River Gorge, and invites students to
     participate at both locations.
   WSU's Applied Sciences Lab is awarded an $8.5 million research contract by the Defense
     Advanced Research Projects Agency (DARPA) of the US Department of Defense, to develop
     and demonstrate reactive materials to be used in a new generation of national security
     applications.
   WSU College of Nursing Dean Patricia Butterfield is part of a $40 million NIH grant for the
     National Children's Study, the nation's largest-ever study of child health. She will lead a study
     site in Grant County, working with a number of community partners.
   Two Washington State University researchers in Nursing and Pharmacy receive a Robert
     Wood Johnson grant of $300,000 to test a novel system for empowering nurses to quickly and
     accurately identify and resolve medication-related problems for patients transferring from
     hospital to home care.
   Weihang Chai joins the WWAMI medical education faculty at WSU Spokane. Her research
     focuses on understanding the cellular and molecular mechanisms behind the growth of cancer
     cells.

      The former Fuller Paint Building, renamed Tilford Center, was completely renovated and has
       become home to the School of Professional Studies at Gonzaga University. It features a high-
       tech nursing lab on the first floor and an interactive conference center on the fourth floor,
       which will enable Gonzaga to further expand its online programs.
      The Harry and Colleen Magnuson Theater at Gonzaga provides all new seating, new
       ventilation and lighting, as well as a new lobby and box office.
      Kim Zentz, Sirti’s Executive Director, receives YWCA Woman of Science Achievement Award.
      MatriCal graduated from Sirti and moved to their new expanded 17,000 square foot facility at
       the Riverwalk Plaza in the University District.
