                                                         SCOPE OF SERVICES

ARCHITECTURAL SERVICES

Fee Level for RIBA Work Stage A-L

The fee level is inclusive of Overheads and Profit and Disbursments (without exception).

Items of cost, which are fixed sums or are periodic or time-related, are clearly indicated as
such.
All time-related charges are to be stated on a weekly basis.

Net Partners and Personnel Day Rates
From time-to-time the Framework Partner will be required to carry out works beyond the agreed and
contracted scope of work (eg feasibility studies and major design changes). For these purposes a day rate will
be used to identify costs.
The Consultant has priced the following personnel levels (noting any change in the descriptive titles) and add /
take -away any extra / surplus descriptions so that all anticipated personnel within the organisation (or
consortium) are represented. All disbursements are included within the rates.

2. Chief Architect
3. Senior Analyst
4. Senior Surveyor
5. Architect
6. Engineer
7. Surveyor
8. Junior Architect
9. Junior Surveyor
10. Administrative

The fee level shall include Overheads and Profit.

Services shall include:
Develop option appraisals
Identify risks and manage
Participate in value management and value engineering
Prepare outline designs
Prepare preliminary drawings
Prepare detailed designs
Prepare and progress planning applications
Prepare tender drawings
Performance management
Be pro-active in the Partnering relationship attendiing and participating in meetings and workshops
Generally Architects are appointed to cover A-L RIBA plan of work but also including participation in feedback
and performance reviews.
For D and B schemes constructor is likely to take on deisgner from say end stage D or part E. There will also be other adjustment as
above and other adjustments post contract.


RIBA Stage Definition
RIBA stages: For clairity these stages are stated below.

Work Stage A: Inception
* develop the brief in consultation with the client
* report feasibility, including budget
* give advice on how to proceed
* visit the site and give initial appraisal
* advise on the need for other consultants and the scope of their services
* advise on the need for any specialist work.

Work Stage B: Feasibility
*   Carry out any studies which may be needed to establish feasibility
*   review alternative design and construction approaches and cost implications
*   advise on statutory approvals needed, including health and safety
*   outline a timetable for the project.


Work Stage C: Outline Proposals
* prepare outline (sketch) proposals for preliminary approval

Work Stage D: Scheme Design
*   develop a scheme following discussions around stage C
*   liaise with any other consultants and advise where their work affects programme & budget
*   make a cost estimate
*   enable agreements over spatial arrangement, materials and appearance
*   prepare and submit a planning application.

Work Stage E: Detail Design
* finalise detail design including co-ordination with other consultants and suppliers and
  integration of materials & sub-contracted work.
* cost checks where appropriate
* advise where appropriate on the CDM regulations
* prepare and submit Building Regulation Application and any other statutory requirements
* negotiate as necessary on the latter.

Work Stage F & G: Prepare production information & bills of quantities

* Drawings, schedules & specification, provide information to the Quantity Surveyor (if used) for bills
of quantities
* complete information to enable contractors to tender.


Work Stage H & J: Tender Action & Project Planning
*   advise on a list of tenderers
*   issue tender documents to agreed list of contractors
*   receive tenders (with client presence if required), advise on results and contractor appointment
*   OR arrange a price to be negotiated with one contractor
*   prepare the building contract and arrange signatures.


Work Stage K: Operations on site
* administer the terms of the building contract during work on site
* visit the site intervals to inspect the progress and quality of the work
* make periodic financial reports to the client including any cost variations

Work Stage L: Operations on site
* administer the terms of the contract related to completion of the work
* give general guidnace on maintenance
* provide record drawings as required.

Net Partners and Personnel Day Rates
From time-to-time the Framework Partner will be required to carry out works beyond the agreed and
contracted scope of work. For these purposes a day rate will be used to identify costs.

The Consultant has priced the following personnel levels (noting any change in the descriptive titles) and
add / take -away any extra / surplus descriptions so that all anticipated personnel within your organisation
(or consortium) are represented. All disbursements are to be included within the rates.

The Design Period
Specifically these services shall include the following notwithstanding changes dictated by new CDM regulations in force from 6th April 2007:

Services shall include:
Co-ordinating the CDM requirements on behalf of the Client as necessary, to ensure co-operation between Design Team members.
Attending Design Team meetings as necessary
Preparing the initial Health and Safety Plan
Issuing the required written notices to the Health and Safety Executive at the time required by Regualtions.
Liaising with the Health and Safety Executive as necessary
Establishing review dates and regularly monitoring and reviewing the design and procurement processes in the respect of health and safety considerations.
Co-ordinating the preparation of Health and Safety File for the project


The Tender Period
In association with the Design Team, reviewing the Tender and Contract Documentation, including the initial Health and Safety Plan , to achieve compliance with CDM requirements.
Establishing and advising the Client on the competency and suitability in respect of the CDM Regulations of the Contractor(s) it is proposed to invite to tender for the project.
Assessing the proposals put forward by the tenderer(s) in respect of compliance with CDM Regulations.
Advising the Client on the appointment of the Principal Contractor as requested
Advising the Principal Contractor of their obligations under the CDM Regulations affecting the Contractor , other Contractors and subcontractors.
Liaising with the Principal Contractor in respect of Health and Safety, site welfare, training and employee consultation considerations.
Establishing and advising the Client on the suitability of the Principal Contractor's proposals relating to the development of the Health and Safety Plan prior to commencement of construction.


The Construction Stage
Reviewing the necessary changes to the Health and Safety Plan as notified by the Principal Contractor during the progress of the construction works.
Monitoring the management of the project Health and Safety documentation as necessary during the progress of the construction works until completion thereof.
Monitoring variations in regard to design changes to ensure identification of additional hazards.
In conjunction with the Prinicpal Contractor, reviewing collating, amending and updating the Health and Safety File for the project and delivering same to the Client immediately following completion of the construction works.

Specifically these services shall include:

Discuss client requirements, obtain brief or outline proposals, give general advice and indiate possible courses of action.
Undertake a preliminary technical appraisal of the project sufficient to enable the client to decide whether, and in what form to proceed.
Advise on acquisition costs, indicative Developemnt Costs and consider budget.
Carry out a land survey of building sites and arrange specialist engineers' soil investigation including contamination, instructing, liaising and reporting conclusions.


Services shall include:
Arrange for CCTV drain survey and asbestos survey on behalf of the Employer
Establish and formulate Employers Requirements which shall not be inconsistant with the terms of the appointment
Consult Local Authority, Public Utilities and Statutory Authorities on outline proposals. Recommend to the client whether further specialist advice is required in respect of any possible contamination of the site.
Provide revised costs, budget costings and cash flow chart, sketch plans, Local Authority comments.
Confirm Development Standards and In-house Design Brief compliance
Assist in determining an appropriate Contractor to perform on the project from a range of known Framework Partners.
Manage the selection and co-ordination of the selected Contractor
Prepare Employer's Requirements, to include performance specification and drawing to the degree of detail requested.
Advise and recommend in writing the most appropriate Form of Contract for the Project
Advise and recommend in writing appropriate Contract Amendments and the reasons for such Contract Amendments.
Act as Employer's Agent in respect of the contract works.
Inspect progress during once weekly site visits as a minimum, check quality of work , labour level, report on any delays, monitor design information, report to the client.
Set up and chair regular progress meetings as appropriate with the Contractor and issue minutes.
Raise and issue Employer's Instructions.
Ensure that claims for stage payments by the Contractor are reasonable and notify those payments.
Prepare a Schedule of outstanding and / or defective works prior to Practical Completion final inspection and check rectification of same.
Represent the client at the Practical Completion inspection final inspection and attend with te client in the formal handover procedure.
Issue notification in respect of completion when attained. At Practical Completion provide all documents necessary to make final claim from relevant funders.
Obtain Guarantees, Certificates, Health and Safety, File etc, as appropriate from Contractor.
Prepare, agree and issue a signed final account.
React to any defect that may arise during the course of the Defect Liability Period.
Inspect, schedule, monitor and check rectification of defects at expiry of Defects Liability Period.


Quantity Surveying and Cost Consultancy Role
Participate in core group meetings as member of the core group.
Agree budget with client and provide cost plan which is to be updated at various stages up to contract sum.
Provide cost advice for the purpose of developing the design through to completion.
Attend and provide input to workshops, value engineering exercises and provide updated information for risk register.
Agree the contract sum and pricing framework.
Agree works package tender returns with the constructor and undertake any
appropriate negotiations (it is acknowledged that, whilst it is intended to place all
packages prior to instructing construction to proceed, this aspect of the work may
continue into the post contract period).
Monitor amendments to costs plan

Clerk of Works Role
To visit the site not less than three times a week and in any event at critical points in the construction, for example, when the foundations are being laid.
To check that all elements of construction are in accordance with the relevant regulations, Codes of Practice, British Standards and the contract documents.

To check that all works, materials and products are in accordance with the Contract specification and drawings.
In the case of the defective works, to issue a Site Memorandum to the Contractor and to provide copies to the Employer's Agent and the Client.
To monitor the Contractor's Programme and report on any delays or failures to the client, this to include the checking of the Contractors weather reports.
To inspect the NHBC Site Book and check that all entries are being correctly dealt with.
To report any contravention of the Health and Safety Regulations to the Client.
To attend the Monthly Site Meeting and to report on the standard of workmanship and any other relevant matters to the Client.
To carry out a Pre-Handover Snagging Inspection in conjunction with the Employer's Agent, which will include a basic performance test on services, and issue the relevant lists to the Contractor.
To back check Snagging Inspection lists prior to handover.

To attend Handover Inspections
To complete a Building Inspector's Weekly Report Sheet and submit by the end of the first working day each week.
You will undertake any other reasonably required duties to ensure that the works are adequately inspected and matters are brought to the Clients attention.


The appointment has definite limitations and the Building Inspector should not without the Employer's Agent's authority.
Modify design so that the Building Inspector shall not make any material alteration or addition to or omission from the Services without the knowledge and consent of the Association.
Interpret unclear details or discrepancies.
Incur extra costs
Instruct the Contractor on methods of working which may incur additional costs
Agree any commitments especially with suppliers and sub-contractors.
Accept direct instructions other than from the Client or the Employers Agent
Vary procedures laid down by the Employer's Agent

Anything else which does not ordinarily fall to be done by a Building Inspector, unless authorised in writing by the Association or its agent.

Inspect the work and materials whenever and wherever any such inspection is necessary
Assist the Employer to resist or pursue any claims or proceeding by or against the Contractor and any Sub -
contractor or supplier
Endeavour to maximise the cost-effectiveness of the structural elements of the Project
Where specialist suppliers and / or contractors design part or parts of the Project, be responsible for
ensuring that the design of such part or parts is consistent with the other parts of the Project and for

Provide a full and complete structural engineering service in relation to the planning, design, construction

Stewart and Harris confirm that this bid is compliant with the duties defined.


Assumptions
Construction would be deemed to be traditional comprising strip or trench fill concrete foundations or reinforced strip footings following
treatment of soils by vibro replacements techniques.
Superstructure construction is traditional comprising loadbearing masonry.
Should foundation techniques necessitate the adoption of piling and reinforced concrete techniques 0.25% of the contract value would be
added to this proposal.
Conversely where the use of MMC techniques are adopted in the construction of the superstructure, where design calculations and details are
provided by the specialist suppliers the Fee Proposal of 1.25% of the contract value would be reduced accordingly to 1.1% of the contract value.
Note the addition of 0.25% of the contract value, for the adoption of reinforced concrete at foundation level is still applicable to the overall fee
content.

Working at Risk
With the advantage of being part of a framework agreement, where the potential for the engineer to be considered for a number of schemes,
we at Stewart & Harris are, as with most of our current clients and partners, willing to undertake an element of work at risk.

The services we would provide to BHG and the partnering team would be that where there is a need to afford support in the organisation,
preparation and analysis of reports such as a site investigation and drainage survey.

Services generally in line with ACE Agreement B (2) 2002 normal services C1 - C9.
Note that these are generally in line with those described within part 5 of the tender documents.


Civil and structural engineering design.

Assumptions
We have assumed that the site remediation strategy will be completed with the environmental engineer.
We have assumed that if the consultant is novated to the contractor for the delivery of the engineering service, it will be under acceptable terms
and conditions for the same scope of works.
We assume that the sites are subject to 'significant' abnormals.

Working at Risk
Working within a co-operative design team structure, we recognise the need for ad hoc civil and structural engineering advice on possible
development sites and we would be comfortable to providing this service based on a long term partnerhsip arrangement. On a more formal
basis we would be able to provide initial site / scheme appraisals from readily available inofrmaiton without incurring additional costs. We would
appreciate the opportunity of discussing this potential service on more detail at a later date.
