                        SPECIAL CALLED BOARD MEETING

A.        CALL TO ORDER - Prayer/Pledge of Allegiance

B.        PURPOSE AND ITEMS OF BUSINESS

The Superintendent requests the Board meet in Special Session
to consider the following items:

•1.         Approval of 2008-2009 Budget

The Board has conducted two public hearings on the 2008-2009
Budget. The purpose of this action is to adopt the Mobile County
Public School System's proposed district-wide budget for fiscal
year 2009.

This budget is due to the State Department of Education on
September 15, 2008.

RECOMMENDATION:                The Superintendent recommends
approval of the 2008-2009 Mobile County Public School System's
annual budget.

ACTION:

•2.          2nd Reading 2008-2009 Salary Schedules

Each year prior to the October 1 beginning of the fiscal year,
administration presents to the Board its proposed salary
schedule for the fiscal year. Attached are the 2008-2009 salary
schedules. It has been sent out for public input and a public
hearing has been held. Recommended changes and additions are
underlined, italicized, or struck through.

RECOMMENDATION:                The Superintendent recommends
adoption of the proposed 2008-2009 Salary Schedules.

•3.          New North Mobile County Middle School / New 3-5 Dawes
Elementary School Utilities

Proposals were requested from the local utility providers that
serve the new school locations listed above. The administration
and the engineer of record recommend the following utility
providers listed below.

RECOMMENDATION:                  The Superintendent recommends
the Board approve the utility providers associated with the
schools listed above.

•4.          Russell Building Letter of Intent Purchase Agreement

The Board's real estate agent, Saad & Vallas Realty Group, has
received a letter of intent agreement. The administration and
the Board's real estate agent recommend the Board accept the
letter of intent to purchase the Russell Building based on the
terms and conditions listed below. The administration also
recommends that after 120 day time frame the Board's legal
counsel and real estate agent execute the final sales contract
agreement.

The terms and conditions are as follows:

Buyer:                     JTB Group, LLC

Property:                Russell Building, 300 South Broad
Street, Mobile, Alabama 36603

Purchase Price:            $700,000.00

Earnest Money:            $5,000.00

Due Diligence:          90 days due diligence with an additional
30 days to close. Earnest

                            money is non-refundable during the
closing period.

Commission:              4% of the total purchase price payable
by the Seller to The Drummond

                            Group, Inc., at closing.

RECOMMENDATION:                  The Superintendent recommends
the Board approve the letter of intent agreement based on the
terms and conditions listed above. Also allow the Board's
attorney and real estate agent to enter into a final sales
agreement at the end of the time frame listed above.

ACTION:

•5.          Proposed Teacher Recruiting Schedule

Because of a nationwide teaching shortage, the pool of teacher
applicants for Mobile County is dwindling in all areas especially
in the special education and secondary math and science areas.
Many colleges and universities outside the Southeast are
producing more graduates in these critical areas than what the
market in the same geographical regions needs.

The Division of Human Resources has considered all of the
invitations to teacher recruitment fairs that it has received from
colleges and universities both within the state and out of state
and has determined the locations where in-person recruiting trips
seem to be the most promising. Attached is the proposed
recruiting trips planned for the rest of the recruiting year (Winter
2008 and Spring 2009). Members of the professional staff in the
Division will be making these recruiting trips. Principals will also
be asked to participate especially at Fairs we know to be fruitful.

Rather than submit individual trips to be considered by the Board
as part of the consent Agenda, the Division is seeking a one time
"blanket" approval for the locations, dates and expenses as
listed.

RECOMMENDATION:                The Superintendent recommends
the Board approve the selected trips for recruiting teachers as
listed in the attached documents.

This assignment is to fill a vacancy.

FUNDING SOURCE:                                      Foundation Funds

RECOMMENDATION:                The Superintendent recommends
the Board approve the person named in separate cover
documents to the position of Assistant Principal.

•7.         Resignations of Certified Personnel

Pursuant to Titles 16-24-10 and 16-24-11 of the Alabama Code
and in conformity with local Board procedures, the attached list
of certified employees is submitted.

RECOMMENDATION:                The Superintendent recommends
the Board accept the resignations of the certified employees
listed on correspondence submitted under separate cover.

•8.      Appointment of Certified Personnel 2008-2009 School

In keeping with the Board's mandate of approving the
employment of personnel in this system, the attached list(s) are
submitted.
