TO: DIRECTOR, COUNTY BOARD OF ELECTIONS
FROM: BOB RAUF – IT DIRECTOR, STATE BOARD OF ELECTIONS
SUBJECT: 2006 MAY 2nd. CANVASS
              SEIMS NUMBERED MEMO: 2006-0003
DATE: MAY. 8, 2006

On May 9th, 2006, counties will conduct their Canvass. All counties are expected to use ENRS to
produce the printed Canvass report and to submit the results electronically through ENRS.
Performing the following processes will ensure that all counties properly audit their county Canvass
results and release the data to the State Board of Elections:

       Audit/Review
Updated contest results should be manually entered/updated in ENRS. Numbers can
be entered and updated continuously without releasing the data to the office of the
State Board of Elections. When you are prepared to print your results to audit/review,
you must release as Unofficial. Repeat this process until you are satisfied your data is
             accurate.

       Canvass
Releasing your results as Canvass follows the same process used to release as
Unofficial, with the exception that the button will be checked next to "Release
             Results As Canvass."

Once you have released your results as Canvass, you can then print the "Canvass
Results" report under the Reports menu item and continue your Canvass process. No

LOCATION: 506 NORTH HARRINGTON STREET RALEIGH, NORTH CAROLINA 27603
more releases will be allowed without intervention by the office of the State Board of
               Elections.

We have identified four scenarios that could occur when you are prepared to submit your
Canvass report and print it for your board to sign. Upon releasing as Canvass:

Transmission Successful, Canvass Report Printed, and Board is Satisfied with
               Data/Report
Board will continue with processes outlined in Chapter 163, Article 15A. No
                     further action required in ENRS.

Transmission Failed, Canvass Report Printed, and Board is Satisfied with
               Data/Report
Board will continue with processes outlined in Chapter 163, Article 15A. E-
mail BOB.RAUF@NCMAIL.NET to report the transmission error. At that
time, State Board of Elections staff will attempt to pull your data/Canvass
                     results.

Transmission Successful, Canvass Report Printed, and Board is NOT Satisfied with
               Data/Report
Immediately call the Vantive Helpdesk at 1-800-722-3946 and request your
Canvass Report to be unlocked. Upon confirmation with the State Board of
Elections that your Canvass data has been unlocked, edit your results, verify
the data, and re-release as Canvass.

Transmission Failed, Canvass Report Printed, and Board is NOT Satisfied with
               Data/Report
Immediately call the Vantive Helpdesk at 1-800-722-3946 and request your
Canvass Report to be unlocked. Upon confirmation with the State Board of

been successfully printed and signed by your county board, send the report to the office of the State
Board of Elections. All signed Canvass reports must be mailed for overnight delivery.
