                                                                                 CONCEPTS AND DEFINTIONS

          Land use

          Country area, area of the country including area under inland water bodies, but excluding offshore territorial waters.

1         Land area is the total area of the country excluding area under inland water bodies.

1.1       Agricultural area, this category is the sum of areas under “Arable land and Permanent crops” and “Permanent pastures”.

1.1.0     Agricultural area irrigated, part of the full or partial control irrigated Agricultural land which is actually irrigated in a given year. Often, part of the equipped area is not irrigated
          for various reasons, such as lack of water, absence of farmers, land degradation, damage, organisational problems etc.
1.1.a     Arable land and Permanent crops, this category is the sum of areas under “Arable land” and "Permanent crops”.

1.1.1     Arable land is the land under temporary agricultural crops (multiple-cropped areas are counted only once), temporary meadows for mowing or pasture, land under market and
          kitchen gardens and land temporarily fallow (less than five years). The abandoned land resulting from shifting cultivation is not included in this category. Data for “Arable land”
          are not meant to indicate the amount of land that is potentially cultivable.
1.1.1.1   Temporary crops is all land used for crops with a less than one-year growing cycle and which must be newly sown or planted for further production after the harvest.

1.1.1.1.1 Temporary crops irrigated, area of the "Temporary crops" which is actually irrigated in a given year.

1.1.1.2   Temporary meadows and pastures is the land temporarily cultivated with herbaceous forage crops for mowing or pasture. A period of less than five years is used to
          differentiate between temporary and permanent meadows.
1.1.1.2. Temporary meadows and pastures irrigated, area of the "Temporary meadows and pastures" which is actually irrigated in a given year.

1.1.1.3 Fallow land (temporary) is the cultivated land that is not seeded for one or more growing seasons. The maximum idle period is usually less than five years.
         Land remaining fallow for two long may acquire characteristics requiring to be reclassified, such as "permanent meadows and pastures" (if used for grazing), "forest or wooded
         land" (if overgrown with trees), or "other land" (if it becomes wasteland).

1.1.2     Permanent crops is the land cultivated with long-term crops which do not have to be replanted for several years (such as cocoa and coffee); land under trees and shrubs
          producing flowers, such as roses and jasmine; and nurseries (except those for forest trees, which should be classified under "forest"). Permanent meadows and pastures are
          excluded from land under permanent crops.

1.1.2.1   Permanent crops irrigated, area of the "Permanent crops" which is actually irrigated in a given year.

1.1.3   Permanent meadows and pastures is the land used permanently (five years or more) to grow herbaceous forage crops, either cultivated or growing wild (wild prairie or
        grazing land).

1.1.3a    Permanent meadows and pastures - Cultivated is the land under permanent meadows and pastures that is managed and cultivated. A period of more than five years is used
          to differentiate between temporary and permanent meadows.
1.1.3b    Permanent meadows and pastures - Naturally grown is the land not being controlled under permanent meadows and pastures such as wild prairie or grazing land.

1.1.3.1   Permanent meadows and pastures - Cultivated and irrigated, area of the "Cultivated Permanent meadows and pastures" which is actually irrigated in a given year.

1.2       Forest area is the land spanning more than 0.5 hectares with trees higher than 5 metres and a canopy cover of more than 10 percent, or trees able to reach these thresholds
          in situ. It does not include land that is predominantly under agricultural or urban land use. Forest is determined both by the presence of trees and the absence of other
          predominant land uses. The trees should be able to reach a minimum height of 5 metres (m) in situ. Areas under reforestation that have not yet reached but are expected to
          reach a canopy cover of 10 percent and a tree height of 5 m are included, as are temporarily unstocked areas, resulting from human intervention or natural causes, which are
          expected to regenerate. Includes: areas with bamboo and palms provided that height and canopy cover criteria are met; forest roads, firebreaks and other small open areas;
          forest in national parks, nature reserves and other protected areas such as those of specific scientific, historical, cultural or spiritual interest; windbreaks, shelterbelts and
          corridors of trees with an area of more than 0.5 ha and width of more than 20 m; plantations primarily used for forestry or protective purposes, such as:
          rubber-wood plantations and cork, oak stands. Excludes: tree stands in agricultural production systems, for example in fruit plantations and agroforestry systems. The term also
          excludes trees in urban parks and gardens.
1.3       Other wooded land is the land spanning more than 0.005 km2 (0.5 hectares); with trees higher than 5 meters and a canopy cover of 5-10 percent, or trees able to reach these
          thresholds in situ; or with a combined cover of shrubs, bushes and trees above 10 percent. Mangroves and forests on wetlands according to the above height and canopy
          should be included. It does not include land that is predominantly under agricultural or urban land use.

1.4       All other land is the land not classified as Agricultural land, Forest area and Other wooded land. It includes built-up and related land, barren land, etc.

2         Inland water is the area occupied by major rivers, lakes and reservoirs.




          Area equipped for Irrigation

3         Total area equipped for irrigation, are those areas equipped to provide water to the crops. These include areas equipped for full and partial control irrigation, spate irrigation
          areas, and equipped wetland or inland valley bottoms.
3.1       Arable land area equipped for irrigation, are those areas of the "Arable land" which are equipped for irrigation.

3.2       Permanent crops area equipped for irrigation, are those areas of "Permanent crops" which are equipped for irrigation.

3.3       Cultivated pastures area equipped for irrigation, are those areas of "Cultivated permanent pastures" which are equipped for irrigation.

      Total planted area

4     Gross planted area includes the total land under “Net planted area” plus the multiple counting of the area sown or planted more than once.
4.1   Net planted area is the total land under area sown with temporary crops and meadows, permanent crops and area under temporary fallow. Area sown more than once in the
      same year is counted only once.
      The comparison between net cropped area and gross cropped area provides the basis for measuring the cropping/cultivation intensity.



      Plantations

      A clear distinction must be made between "forest, "other wooded land" and "land under permanent crops". Plantations of rubber, palm oil, coconuts and other cultivated food
      tree crops are generally considered to be permanent crops, whereas plantations of bamboo, cork oak, rubber (primarily used for forestry or protective purposes), eucalyptus for
      oil, Pinus pinea for pine nuts production or any other cultivated "non-fruit tree crops" are considered to be forest and other wooded land. However, there may be some special
      cases, which countries should handle according to national conditions and practices. Please provide indication of practices in your country.



      Price of land

      The prices of land generally refers to land used for agricultural activities such as growing crops, etc. The value of land includes levelling, terracing and other improvements,
      and conservation measures necessary for the proper, management of crops, but excludes increases in land value.
      (1) Land price also excludes land price influenced by peri-urban land. Prices are in the category of purchase/rental for a unit of land. The unit may be specified preferably for
      one hectare of: (i) irrigated and (ii) non-irrigated land.
      (2) Irrigation charges include overhead cost for one cubic metre of water made available for irrigation or per hectare of area irrigated.

1     Overview Structure of Land and Irrigation Questionnaire

      The new FAO Resources – Land and Irrigation Questionnaire has four data sections:
      Land use and Irrigation
      Land use - Plantations
      Land prices
      Metadata

      The Questionnaire includes the following supporting sheets:

      Cover page – it provides for your reference an FAO contact name, telephone number and e-mail address to facilitate reply as well as any feedback or query that you think would be
      necessary to be clarified prior to filling in the questionnaire. Please provide focal point contact information.
      Explanatory notes – detailed definitions and concepts of the Land and Irrigation categories have been provided in the Explanatory notes sheet.


2     Questionnaire completion

2.1   We have provided both paper and Excel versions of the questionnaire. Our preference is to have the Excel versions completed and returned by e-mail.

2.2   Cover page – in the cover page kindly provide relevant information about reporting office and contact person as well as telephone and e-mail details.

2.3   When a cell is shaded with grey vertical lines, it is not to be completed.

2.4   Notes – we would appreciate you kindly indicate in the column "NOTES" any relevant information, different definition and methodology, different units used regarding data collection. Kindly,
      also indicate if the data reported are forecast or preliminary.


2.5   Land use and Irrigation – this data sheet has the following structure:

      FAO code – code for each land use and irrigation category;
      Land categories – (a) list of land use categories: "Country area", "Land area", "Agricultural area" and relevant sub-categories; "Forest area", "Other wooded land", "Other land" and "Inland
      water"; (b) list of areas for irrigation: "Arable land", "Permanent crops", "Cultivated pastures" and "Other land"; (c) Total planted area: "Gross" and "Net".

Formulas – this is a brief guide about the composition of the land use categories. If the data reported for "Land area" and "Inland water" are 75 and 50 respectively, then the
"Country area" equals the sum of "Land area" and "Inland water" which is (1) = (2)+(21) = 125.
Please find below the description on how the individual sub-categories are being summed up:
  Country area is composed of the Inland water and the Land area:

2.6   Land use - plantations – this section is designed to collect information about the area of "Plantations" and the national practice applied for their classification. In fact, plantations of rubber,
      palm oil, coconuts and other cultivated food tree crops are generally considered to be permanent crops, whereas plantations of bamboo, cork oak, rubber (primarily used for forestry or
      protective purposes), eucalyptus for oil, Pinus pinea for pine nuts production or any other cultivated "non-fruit tree crops" are considered to be forest and other wooded land. However, there
      may be some special cases, for example rubber, which countries may handle according to national conditions and practices.

                                                                                    Land and Irrigation Instructions
      This section has the following structure:
      FAO code – code for each plantation;
      List of plantations – classified under three general areas: "Nuts", "Permanent oilseed crops" and "Other plantations".
      Years – under each year for a given plantation, please, provide the area and indicate whether classified as "Permanent crops” or “Forest area”.


2.7   Land prices – this section is designed to obtain: (a) the average price paid by farmers for the purchase of one hectare of land; (b) the average rental price per year paid by farmers for one
      hectare of land; (c) irrigation charges paid by farmers.
      Note: if a currency change (not referring to price increase) has occurred, please provide (a) the reference date for the change, (b) the detail of the new currency and (c) the conversion rate
      between old and new currencies.
      The data sections relating to purchase and rental prices for land have the following structure:
      FAO code – code for each land use category;
      Land use – list of categories of land;
      Purchase of land – please provide for each year column the average purchase price in local currency per a hectare of each category of land. Please note that the price to be provided
      should not be influenced by peri-urban land;
      Rental price of land – please provide for each year column the average annual rental price paid in local currency per a hectare of each category of land.
      The data section relating to irrigation has the following structure:
      FAO code – code for each category listed;
      Irrigation by type – list of different types of irrigation per hectare of land as well as total volume of water used and total area irrigated;
      Total quantity – please provide for each year column (a) the total quantity of water used for irrigation; (b) total area irrigated; (c) total area per each type of irrigation;
      Irrigation charges – please provide for each year column charges in local currency for irrigating one hectare of land. Please note that, irrigation charges include all costs including overhead.


2.8   Meta data – metadata enhances understanding of data. Please provide the following information:
      Focal point contact – please provide names and contact information for focal points for all sections of the questionnaire;
      Availability of data – please indicate the country coverage for the data provided. If there was partial coverage, please provide details of the coverage;
      Sources of basic data – please provide details on the sources of your basic data. Please provide names of surveys etc, and details on surveys (sample size etc);
      Frequency of data collection – please provide the frequency of data collection for each basic source of data;
      Dissemination method – please provide details on method for data dissemination;
      Timeliness of dissemination – please indicate the time-lag from data collection to data dissemination; e.g. for data collected in December 2004 and disseminated in May 2005, the time-lag
      is 4 months (4M).
