                                     NEW MEXICO FFA ASSOCIATION BYLAWS
ARTICLE V
      Before the first day of any regularly called convention at which state officers shall be elected, the president shall
      appoint a nominating committee to consist of the immediate past president as chairperson and one member
      from each of the FFA districts. The nominating committee will interview prospective candidates for district and
      state presidents, as well as state secretary, and present at least one nominee for each office to the delegates.
      Nominations may be made from the floor at the time the elections are held. Voting shall be by ballot.
      Candidates must be interviewed by the nominating committee before their name can be listed on the election
      ballot.

                                   NEW MEXICO FFA ASSOCIATION CONSTITUTION
ARTICLE VI - OFFICERS
Section A:
        The officers of the New Mexico FFA Association shall be president, secretary, six vice presidents, and the
        advisor. The officers, other than president and secretary, shall be selected from the districts with only one
        officer from each district. The president and secretary shall be selected from the membership at large. The
        state officer elected from each district will also serve as district president. The advisor shall be the head state
        supervisor for agricultural education. A member elected for a state office may not be re-elected except to the
        office of the president and the president shall serve only one year. Officers will be elected annually by a majority
        vote of the delegates present at a regular state FFA convention. The officers shall perform the duties assigned.


Section D:
        State officers must have attained the State FFA Degree.

        State president and secretary candidates are required to be out of high school to fulfill the duties and
        responsibilities of their office. District presidents are allowed to be in high school or in college taking classes.


        The purpose of this application is to provide the nominating committee with updated information on each
        candidate, their individual SAE, FFA history, and acknowledgment of candidacy. This application also provides
        candidates the opportunity to commit and express their desire to serve the New Mexico FFA Association as a
        State FFA officer.

        Photos enclosed with this application will be utilized to promote State FFA candidates at the convention, and to
        orient the nominating committee with candidate's images.

CONVENTION REMINDER
     The candidates will begin the selection process on May 30th, 2010. The candidates will be further notified by
     the nominating committee chairman, upon submission of the completed application.

        ONCE ELECTED, all newly elected State FFA officers will remain in Las Cruces for introductions of team and
        state staff, as well as opening ceremonies planning, orientation, and official attire and dress planning.


APPLICATION DEADLINE
      Applications for New Mexico FFA State Office must be postmarked or at the New Mexico FFA State Office by
      May 5th, 2010. Electronic submissions will NOT be accepted. All applications must be professionally
      typewritten and received in hard copy form.

Section 1: Part 4 - State Officer Commitment Form
Being elected as a New Mexico FFA state officer commits you to a service that is beneficial for all involved. In
addition to serving and representing nearly 4,000 New Mexico FFA members, you symbolize the ideals and goals
of the New Mexico FFA Association and the National FFA Organization. While representing your chapter, home,
and community, state officers become a part of a unique team. Together, you will work to accomplish common
goals and make a positive difference in the lives of New Mexico FFA members.

The following items are commitments required of all state FFA officers.
          1. Be dedicated and committed to FFA and the total program of agricultural education.
          2. Forego all alcohol, tobacco and illegal substances at all times during my year of service to
             the FFA.
          3. Avoid places or activities that in any way would raise questions to my moral character
             or conduct.
          4. Use wholesome and appropriate language in all speeches and informal conversations.
          5. Maintain proper dress and good grooming for all occasions.
          6. Be willing to take and follow instructions as directed by those responsible for state FFA
             officers and state FFA programs
          7. Maintain and protect my health and the health of others around me.
          8. Regularly, and on time, write all letters, thank-you notes, e-mails and other correspondence,
             which are necessary and desirable.
          9. Accept and search out constructive criticism and evaluation of my total performance.
         10. Through preparation and practice, develop my skills as an effective public speaker and
             project a desirable image of FFA at all times.

                       condition in which it was issued to me. I also agree to pay any and all cost of repair should the
                       equipment be damaged or lost while in my care due to personal negligence.
                       I agree to reimburse the state office for any and all clothing, team training, and travel expenses
                       should I feel that I am unable to fulfill my duties as a state office.
                       If elected to serve as either the State President or Secretary, I agree to be present at all official
                       State FFA Activities.

                        NEW MEXICO FFA STATE OFFICER JOB DESCRIPTION

The primary responsibility of a New Mexico State FFA Officer is to serve the New Mexico FFA
Association in chapter, district, state and national activities. State Officers are to inform, motivate,
and inspire FFA members, Agricultural Education teachers, and their fellow teammates to achieve
the mission and vision of the New Mexico FFA Association, as well as your team


New Mexico FFA Officers serve under the Supervision the State FFA Office staff located at New
Mexico State University in accordance with state policy and budget limits. More specific
responsibilities include:
   1   Participate in training, orientation, continual self improvement, and evaluation of activities as directed by the
       New Mexico FFA State Staff.
   2   Serve as a member of the Board of Directors at all meetings, leading the direction of the State Association and
       objectives.

   3   Participate in making visits to all chapters assigned to you, and meeting the duties required of a State Officer,
       as well as partnering with Statewide Business and Industry partners.

   4   Participate in State Convention of election and State Convention of retirement (12 full months), as well as
       involvement as an FFA member in activities, workshops, competition, and chapter and district activities.

   5   Represent the New Mexico FFA Association at all local, district, state, and national activities, as scheduled by
       the State FFA Staff.

   6   Participate in the planning and conducting of the State FFA Leadership camp, Chapter Officer Leadership
       Training, as well as State Convention.

   7   Participate and submit at the end of each month an expense voucher to cover expenses incurred as a state
       officer.
   8   Keep up to date with all correspondence. Examples of correspondence include, but are not limited to phone
       calls, emails, written letters, and personal conversation follow up. Correspondence is to be kept with State FFA
       Staff as well as the general public involved with the New Mexico FFA State Association.

   9   Plan, prepare, read, study, listen, memorize, review and practice to continue improving public speaking,
       presentation, and leadership skills.
  10   Stay up to date on agriculture, agribusiness, agriscience, and agricultural education facts and issues.

  11   Develop positive relationships with other FFA members, advisors, staff, sponsors and the general public.

  12   Follow and practice the duties outlined in the New Mexico FFA State Officer Commitment Form.

                                              STATE OFFICER DRESS CODE

 1     No hats while in official dress. When not in official dress, hats may be worn, however they may not promote
       inappropriate activities or products.


 2     No sagging pants. Pants may be loose fitting, but no undergarments or skin may be shown.

 3     No bare midriffs and no hip hugger jeans.

 4     No low cut shirts or tops.

 5     No strapless or thin strapped shirts. Shirts should have sleeves. Shirts that promote improper messages are not
       allowed.

 6     Shorts, dresses, skirts, etc., must be fingertip length or longer when your arms are at your sides.

 7     No visible tattoos or piercings (other than earrings for females).

 8     No high heeled shoes.

 9     Female officers may wear black slacks when appropriate (jeans are not allowed).

                                               DELEGATE CONDUCT GUIDELINES
   1      The term 'delegate' shall mean any member attending a Vocational Student Organization meeting of conference.

   2      Delegates shall abide by all conference rules in a manner that will bring credit to their Vocational Student Organization.

   3      Delegates shall keep their adult advisors and/or sponsors informed of their activities and whereabouts at all times.

   4      Delegates must stay in housing designated by their chapter advisor during the conference.

   5      Delegates shall use authorized transportation only.

   6      Dates and escorts shall be permitted to authorized activities only and between official delegates only.

   7      Delegates are permitted to attend authorized activities only.

   8      No alcoholic beverages or illegal drugs shall be possessed or used by delegates at any time under any circumstances.

   9      Delegates shall respect and abide by the authority delegated to the presiding officers, chapter advisor, sponsors, and state staff.

  10      Delegates shall attend all general sessions and activities assigned, including workshops, competitive events, committee meetings, etc., for which
          they are pre-registered - unless engaged in some other authorized assignment taking place at the same time.

  11      Curfew each night will be designated on the program, and all delegates will be in their rooms by curfew.

  12      Dress regulations established for the conference/meeting functions shall be adhered to by all delegates.

  13      Identification badges must be worn to all official functions and/or as directed.

  14      Smoking will not be permitted except in designated areas.

  15      Boys will not be in girl's rooms and/or girls in boy's rooms at any time-- unless an adult sponsor is present.

  16      Delegates violating or ignoring the above guidelines - or those set forth by their respective national organization - subject their club's entire
          delegation to being unseated, it's candidates being disqualified, and any honors or offices being cancelled and withdrawn from members of their
          delegation.

                                                     PERSONAL LIABILITY RELEASE

                       ACTION TO BE TAKEN WHEN STUDENTS VIOLATE DELEGATE CONDUCT GUIDELINES

      Penalties for violation of the Delegate Conduct Guidelines will be determined by the severity of the violation. The following items are
      considered critical and may be acted on as indicated:


      CRITICAL ITEMS:              Numbers (3,4,5,8,11,15)




      POSSIBLE ACTION

      The appropriate chapter advisor or sponsor will be notified of the violation and the following actions) may be taken:


                          A        Student(s) may be disqualified from participating in the conference/meeting and may forfeit any
                                   honors received.


                          B        Student(s) may be sent home immediately - in which event the following procedures will be
                                   followed.
                                          ~ Local school official and/or parents/guardians will be contacted

                                          ~ Reasonable care will be exercised to insure that the safest and most expedient means of
                                            transportation back to the state and/or local school is used

                                          ~ The local school and/or parents/guardians will be responsible for meeting the student at a
                                            prearranged destination

                                          ~ The local school will be responsible for the appropriate action to be taken with the student
                                            involved upon return to the school

                                          ~ Disciplinary action (other than above) may be taken in accordance with the severity of the
                                            violation. This action will be determined by the appropriate State Advisor and/or State




      Instructions: Paragraph (A) applies to students of less than legal age in New Mexico. Parents/Guardians of these students agree,
                    by affixing their signatures to page four of this form, to the conditions set forth here-in.

                      Paragraph (B) applies to all students and each agrees, by affixing his/her signature to page four of this form, to the
                      conditions set forth here-in




            A         Being parents/guardians of a son/daughter who is a member of a Vocational Student Organization - we hereby agree
                      to release the Vocational Student Organization, its representatives, agents, servants, and employees from liability for
                      any injury to said minor - resulting from any cause whatsoever occurring to said minor at any time while attending a
                      conference or meeting of the Vocational Student Organization - including travel to and from said meeting, excepting
                      only such injury or damage resulting from willful acts of such representatives, agents, servants, and employees.


            B         As a member of a Vocational Student Organization, I hereby agree to release the Vocational Student Organization, its
                      representatives, agents, servants, and employees from liability for any injury resulting from any cause whatsoever -
                      occurring at any time while attending a conference or meeting of the Vocational Student Organization, including travel
                      to and from said meetings or conferences - excepting only such injury or damage resulting from willful acts of such
                      representatives, agents, servants, and employees. Furthermore, having read and understood completely the delegate
                      code, practices and procedures which will govern the conduct of students attending said meetings or conferences, I
                      hereby do agree to follow the procedures and practices as described. I fully understand that this is an educational
                      activity and will, to the best of my ability, apply myself for the purposes of learning and uphold the finest qualities of a
                      delegate representing this Vocational Student Organization.

The following section of the application consists of 5 parts. We suggest completing these portions in
a word processing program as you expect for them to be formatted. Run spell-check and have some
trusted mentors review them for feedback. Once you ensure everything is correct, transfer the text to
the appropriate fields in the online application.

Part 1 - Cover Letter / Letter of Application
A letter of application is usually your first introduction when applying for a position with an
organization. The letter of application should give the reader a reason to look at your resume. There
are several common components to include in your letter of application. They are listed below. A
successful letter of application will articulately and passionately address why you desire to serve as
a State FFA Officer in one page. Attach your letter of application to the rest of the application
and send everything in together as one packet.
Some components to consider in your letter of application:
 1) Date of letter

 3) Introductory Paragraph
 4) Paragraph about your background or experience which you believe qualifies you for the
 responsibility of state office.
 5) One to two paragraphs addressing why you desire to serve as a State FFA Officer.
 6) A concluding paragraph moving the reader to consider you.
 7) Appropriate close, typed name, and signature.


Part 2 - Resume
This resume should be a ONE PAGE document used to convey your most relevant experiences
related to the particular position for which you are applying. A resume is not a list of your awards,
achievements, offices, and memberships. Developing a successful resume involves evaluating your
previous experiences and selecting those that best convey your readiness to take on the requirements
of the job. A successful resume will articulately convey your contributions as they relate to your
involvement and experiences. Attach a copy of your resume to this application prior to
submitting for review.
Some things to consider including on your resume include:

Part 3 - Two Letters of Reference
Please secure two individuals who would be able to convey more about you and your qualifications
to serve as a state officer for the FFA student organization. In a professional application process it is
often considered inappropriate to ask parents or immediate family members (siblings and/or
grandparents). The same rule applies with applying for state office.


One of your references must be a school staff member and one should be from a community
member. You want them to know you well enough to serve as a witness to characteristics matched
with the requirements of the position for which you are applying. It is suggested you have them read
through the job description and the competencies provided in the state officer candidate handbook.

Letters of recommendation will not be scored alone. They will be reviewed and scored as a part of
the overall application package. Attach your two letters of recommendation from the
individuals of your choosing to the application.


Part 4 - Supervised Agricultural Experience Scope Page
Your supervised agricultural experience is a valuable source of knowledge and information to share
as a state officer. The SAE Scope Page must be completed using the information submitted on the
candidate's State Degree application. If you already received your degree, please update the SAE
Scope Page with information about your SAE since that time. The purpose here is to show the
committee growth in both scope and depth of your SAE program.


The SAE Program by year page provides a description of the type and the size of each
entrepreneurship, placement and/or other experience that became a part of your SAE program
during the period covered by the application. It is the next worksheet (2-4 SAE Scope) in this file.
There are two columns which you will complete: Year and SAE Description.

The year on this document refers to the specific calendar year in which the supervised agricultural
experience program was conducted, such as January 1, 2009 to December 31, 2009.

Special Tip:
If you are a new student, National FFA policy allows you to report your first-record year as either
more or less than 12 months. If you are enrolled in agricultural education and start your SAE
program by September 1, you have the option of ending your first year on December 31 of the same
year (short year or short book) or continuing through December 31 of the following year (long year
or long book).

Entrepreneurship, Placement, and/or other SAE Description:

This is a descriptive statement that indicates the type of the business, entrepreneurship, placement or
experience that you conducted. Furnish a complete description for each year that you conducted an
enterprise.

Examples:
- Worked for Hal’s Nursery 650 hours
- Raised 25 meat rabbits
- Conducted at state park on wildlife habitats, 25 hours non-paid
- Raised 12 head of breeding ewes


Part 5 - Advisor Statement

Have one of your advisors (if you have more than one) complete the advisor statement on the sheet
provided, see section 2-5. DO NOT have your advisor write one of your recommendation letters and the
advisor statement (See Worksheet 2-5 Advisor Statement).
