                                        DECEMBER 4, 2007
                                        6:30 P.M.
Members Present: Present were Mayor William Henfey, President of Council Patrick
Rosenello, Councilpersons Walter Larcombe, Robert McCullion, Edwin Koehler,
Joseph Duncan, Kellyann Tolomeo and Robert Maschio. Also present were City
Assessor Louis Belasco, City Administrator Raymond Townsend and Solicitor William
Kaufmann.

RE:                                     PRIVATE MEETING – LITIGATION
The above resolution was offered by Larcombe, seconded by Koehler, the roll being
called, all voting in the affirmative, the President of Council declared the resolution duly
adopted.
On a motion by Larcombe, seconded by Koehler, that Council now return to open
session. Carried.   7:05 PM
MAYOR HENFEY asked for approval this evening to trade our ambulance that was
going to auction with one from the City of Wildwood. Ours is in better shape than
theirs and they have asked for a swap. Mayor Henfey stated he personally thinks we
should do this as they back our men up with their time and equipment daily. Mayor
asked for a resolution for approval this evening. Administrator Townsend noted we
may need some legal wording done for liability purposes.
ADMINISTRATOR TOWNSEND handed out the “Pending Projects” list.
Townsend stated he recently attended a meeting for Mayor Henfey about the island
beaches getting into the Federal Project. North Wildwood’s sand is ending up in the
middle and the south of our island. This presents problems for us and also Wildwood
and Wildwood Crest.        Moving sand from the middle and south back up to us was
talked about but just in the discussion stages. This may save us all money in the long
run.     Townsend also asked for confirmation to do fair and open contracts for
professionals for 2008. This will be added on for a resolution this evening also.
On a motion by Larcombe, seconded by Koehler, that caucus now be adjourned for a
three minute recess until the regular meeting. Carried. 7:13 PM

                                        REGULAR MEETING
                                        DECEMBER 4, 2007
                                        7:17 P.M.
A regular meeting of the North Wildwood City Council was held on the evening of the
above date in the City Hall. The President of Council stated that “The meeting is now
open. Adequate notice of this meeting has been provided by posting a copy of the
notice of the time and place of this meeting on the City Clerk’s bulletin board and by
mailing a copy of the same to The Herald, The Press and Wildwood Leader on January
3, 2007.”
ROLL CALL: Present were Mayor William Henfey, President of Council Patrick
Rosenello, Councilpersons Walter Larcombe, Robert McCullion, Edwin Koehler,
Joseph Duncan, Robert Maschio and Kellyann Tolomeo. Also present were City
Administrator Raymond Townsend, Solicitor William Kaufmann and Engineer Ralph
Petrella.
MINUTES: On a motion by Maschio, seconded by Duncan, that the minutes of the
regular meeting of November 20, 2007 be approved as read. Carried.

MAYOR’S COMMUNICATIONS:

Mayor Henfey stated that he had received a note from Ms. Caroline Davis, who
expressed thanks to the Police Department and Rescue Squad for their kind services
extended to her mother and aunt, 98 and 95 years old, respectively.

The Clerk read Ordinance No. 1525 by its title, known as “An Ordinance Amending
Those Portions of Ordinance 1417, and any Amendments Thereto, That have been

On a motion by Koehler, seconded by McCullion, authorizing payment of all approved
vouchers. Carried. As per Resolution #09-07, all bills listed below be paid and
warrants drawn by the proper officers for the stated amounts.

COUNCIL:

COUNCIL PRESIDENT ROSENELLO stated that the meeting would now deviate
from the regular agenda, as Mayor Henfey and the rest of Council would like to
recognize that this is the last meeting for Councilman Walter Larcombe, who did not
seek re-election and is retiring from his position as 1st Ward Councilman. Council
President Rosenello read the proclamation and Mayor Henfey presented a gift from all to
Larcombe of a special flag flown in Washington encased in a plaque. Pictures were
taken.

COUNCILMAN DUNCAN stated that he was here when Walt Larcombe was first
elected and is still here as Walt leaves, and wished Larcombe the best of luck in the
future.

COUNCILMAN MASCHIO said that Larcombe had coached him and lives down the
street, noting that Larcombe has done great things for the 1st Ward. Larcombe is a
good friend who has given great service to the City which was second-to-none.
Maschio wished Larcombe the best of luck.

COUNCILWOMAN TOLOMEO wished Larcombe the best of luck and asked
Larcombe not to be in the audience complaining at future Council meetings.

COUNCILMAN McCULLION congratulated Larcombe, adding that he was here
when Larcombe arrived on Council.         McCullion said that he and Larcombe have
served together at the Fire House for a long time and wished Larcombe good luck.

COUNCILMAN KOEHLER stated that Larcombe was here when he first came to
Council, noting that they had been both opponents and teammates over the years.
Koehler said that as an opponent, you had to recognize Larcombe because he always
gave 100%. As a teammate, he had earned Koehler’s respect.

ENGINEER, SOLICITOR and ADMINISTRATOR all wished good luck to
Larcombe.
COUNCIL PRESIDENT ROSENELLO wished Larcombe the best of luck.
MAYOR HENFEY stated that Larcombe is not going anywhere. Larcombe was
Council President when Henfey arrived on Council.            They had started working
together in 1970-72.        Working with Larcombe was always fun.           Henfey also
reminded the public about the Pearl Harbor Commemoration Ceremony, on Friday, Dec.
7 at 12 Noon behind the Greek Church. Henfey also announced the Tree Lighting at
the Hereford Inlet Lighthouse would take place the same evening, at 6 PM, and the
Christmas Party would be the following night at the Anglesea Fire House at 6 PM.
Henfey invited all to participate in the Christmas Parade on Dec. 14th, which will end at
the 15th Ave. Firehouse with the prizes for Christmas House Decorating awarded at that
time.
COUNCILMAN LARCOMBE thanked all for their kind comments. Larcombe
explained that he has no choice but to step down from Council, as he is now working as
a NJ Certified Fire Official, leaving early each morning and arrives home late in the
evening. Larcombe stated he does not have the time necessary to do the job that he was
elected to do. Larcombe cannot attend daytime Council meetings because of his job
duties, and therefore is saying his goodbyes at this meeting. Larcombe emphasized
that he will still serve until midnight of Dec. 31st, when his term expires. Larcombe
again thanked all for their nice comments, and asked why, at this final meeting, Jim
Koch was not in attendance?

PUBLIC:

EVERETT McCORKELL, 410 E. 13th Avenue, expressed thanks to the Police Dept.
and Chief Matteucci as his red reindeer was stolen from his front lawn and the Police
Department found and returned it to him.

ADJOURNMENT:

On a motion by Larcombe, seconded by Koehler, that there being no further business
before Council, we do now adjourn. Carried.       7:50 P.M.
