       Habitat for Humanity of Wicomico County offers homeownership
       opportunity for qualified families with incomes between 30 and 60
       percent of Wicomico County’s median income based on family size.

   •   Homes are primarily funded by contributions of money and in-kind
       donations.
   •   Homes are built primarily with volunteer labor
   •   Families contribute up to 300 volunteer hours of “sweat-equity” helping
       build their own and other Habitat homeowners' homes.
   •   Habitat sells the homes at cost with a zero-interest, 30-year mortgage.
   •   Payments from the homeowners are placed in a local Fund for Humanity
       that is used to build more homes.

  •   Habitat partners with families based on three criteria: their need for
      housing, their ability to repay the mortgage, and their willingness to
      partner with Habitat.

      Salisbury Neighborhood Housing Service administers the Mayor’s
      Housing Initiative’s to include:

      Home Owner Conversion Grant Program

      The property you are converting to owner-occupied family use must be located
      within the City limits; it has to have been used exclusively as a rental property for
      at least three years immediately prior to the conversion or is owned by a person
      or entity that rehabilitated the property after rental use for 3 consecutive years;
      you must be converting the property to an owner-occupied, family residence; and
      you must intend to occupy the home within one year of the date of closing.

      Apply at Salisbury Neighborhood Housing Service, 400 Snow Hill Road,
      Salisbury, MD, 21804, (410) 543-4626. Applications are also available on the
      City of Salisbury’s website at www.ci.salisbury.md.us. You must apply at least
      two weeks prior to your closing date to be eligible.

      Tax Abatement Program

      The property you are converting to owner-occupied family use must be located
      within the City limits; it has to have been used exclusively as a rental property for
      at least three years immediately prior to the conversion or is owned by a person
      or entity that rehabilitated the property after rental use for 3 consecutive years;
      you must be converting the property to an owner-occupied, family residence; and
      you must intend to occupy the home within one year of the date of closing.

      City property taxes for the first five years of participation in the Program are
      abated in whole, and then the tax is gradually phased in over a period of four
      years, at 20% per year, until the tenth year when property taxes will be due in
      full.

       The Bank of America has mortgages with flexible credit guidelines for
       people with low-to moderate-income or who are purchasing property in a
       low-income census tract and can afford a small down payment.

       They also administer specialized mortgages available from the Community
       Development Association of the Department of Housing and Community
       Development.

More House 4 Less
Down payment and Settlement Expense Loan Program (DSELP) is a program to
assist eligible first time homebuyers with downpayment assistance.

   •   Eligibility – first time homebuyer (or in a targeted area).
   •   Maximum benefit $5,000.
   •   0% loan that is deferred. It has to be repaid when the home is paid-off,
       refinanced or sold.
   •   Can only be used with a Community Development Association first
       mortgage loan. This is a guaranteed loan program through FHA, USDA,
       VA or the Rural Housing Service.
   •   Applicants may be required to attend homebuyer education workshop
       (SNHS).
   •   Can tier with other programs, such as House Keys 4 employees for a
       maximum of $10,000.

House Keys 4 Employees
                    Affordable Housing Resources
This program enables eligible homebuyers to receive more down payment and/or
closing cost assistance than is available through the standard Down payment
and Settlement Expense Loan Program (DSELP).

   •   Eligibility – any borrower who receives a contribution for down payment
       and/or assistance from employers, local jurisdictions, non-profit
       organizations, etc.
   •   Maximum benefit $5,000 (match).
   •   Loan – must be repaid when the house is paid-off, refinanced or sold.
   •   Can be combined with other down payment/ incentive programs such as
       “Live Near Your Work” ($3,000) and/or the Homeowner Conversion
       Program ($3,000) and the Tax Abatement program.
   •   Applicants may also be eligible for the 2% closing cost grant from
       Maryland Mortgage Program.
   •   Total assistance to homebuyers $9,000 (excluding the 2% closing cost
       grant), if a rental is being converted to single-family ownership. $6,000.00
       for other home purchase options.

Maryland Mortgage & Maryland Mortgage Plus Program
These are premium priced first mortgage programs that offer a first mortgage (at
a slightly higher interest rate) and provides borrowers with 2% closing cost
assistance.

   •   Income limits associated with the program.

   •   Can be tiered with other downpayment programs through the CDA such
       as More House 4 Less and House Keys 4 Employees for an additional
       $5,000 toward closing cost (match).
   •   These programs can also be tiered with city programs to include Live Near
       Your Work, Home Conversion and the Tax Incentive program up to a total
       of $15,000 maximum.
   •   Borrowers can apply for DSELP or MMP, they cannot apply for both.
   •   The MMP Plus program has three mortgage terms available, 30, 35 and
       40 years.
   •   Wicomico County is a targeted area.
