1. Background Information
   Washington State Patrol Communication System History
         Voice radio communication operations for over 50 years.
         Analog microwave communication operations for over 30 years.
         Telephone system operations for approximately 20 years.
         Digital microwave communication operation for approximately 10
          years.
   Current Snapshot
         Statewide voice radio, analog microwave, digital microwave,
          telephone systems, mobile data systems, and data networks.
         Statewide systems support federal, state, and local public safety
          agencies.
         Full support and emergency support 24 x 7

   Phased delivery of planning, design and
    construction services
        June 2, 2005 – December 31, 2005 (DOJ)
           DOJ approved project on June 2, 2005
           Prepare engineering, zoning and construction documents
           Perform due diligence and critical path engineering studies
           Finalize construction documents and secure zoning approval
           Procure critical lead time equipment

           Commence phased site construction

5. Risk Assessment and Mitigation
   Strategies
   Wildfire
         Project work is being spread into three areas simultaneously;
          Spokane, Vancouver, Snoqualmie Pass.
         Schedule projection is that work will focus into one primary area
          in spring ’06 prior to fire season.
   Winter weather conditions
         High sites will be primary focus prior to winter conditions.
         Multiple construction crews will be assigned in each area to
          compress high site civil work schedule.
         WSP’s snowcats and other winter equipment will be assigned as
          needed.
         Low risk sites will be primary focus during typical winter weather
          months.

5. Risk Assessment and Mitigation
   Strategies
   Limited Personnel
         Identified as a major risk in first phase
         Pursuing competitive contracting
         Project work split between DOJ and WSP.
   Technology
         State’s responsibility limited to proven technologies.
         Pursuing competitive contracting with leading microwave
          manufacturer.
         Standard physical and network layer demarcation points.
   Security
         WSP personnel receive polygraph and background prior to
          employment.
         Network Security – See section 6.

6. Issues
   Network Security:
         Personnel – pre-employment polygraph and background.
         Physical equipment – contained within locked and fenced sites.
          Sites monitored remotely for specific alarms.
         Microwave radio system
                Designed in ‘loops’ to avoid single points of failure.
                Connected to external interfaces through standard interfaces.
                Centrally managed system.
         Microwave network system
                Secure traffic is segregated using standard practices.
                Network is based upon open standards
                Access is through WSP existing network security policies.
         IWN Radio System
                DOJ is responsible for ‘application specific’ security.
                WSP’s network will support end-to-end application encryption.

6. Issues
   Civil work program management services will
    include:
         Architectural/electrical/HVAC/R56 site design
         Civil Engineering / site and compound layout / shelter layout
         Regulatory review and approvals
         Zoning representation and building permit
         Equipment procurement
         Construction planning
         Construction management
         Final site punch-list walk & acceptance testing for the site to be
          Radio Ready
         Target date to for the first site to be Radio Ready is December
          31, 2005 with a phased delivery through December 31, 2006.
