Manual for use of the template                                                                                                   RIVM, Bilthoven, The Netherlands
Guidance on short term dietary intake is given in chapter 7 of the FAO manual 2002
    1    Select the tab "General_population"
    2    Fill in compound name and ARfD (yellow cells)
    3    Only complete the tab "General population", the macro copies the data to tab "Children_1_6years"
    4    Fill in either STMR-risk_assessment or HR-risk_assessment for relevant commodities (in yellow columns)
         State in column "Type" if STMR or HR is based on data for raw agricultural commodity (RAC) or edible portion (EP)
         When an STMR or HR has to be established but you have no or insufficient data, fill in ND: no data.
         Follow the instructions for filling in STMR_risk assessment or HR_risk assessment as given below.
    5    Fill in processing factors (in column "P-factor") if applicable.
         Processing factors always are connected to STMR's or HR's based on RAC
         Follow the instructions for filling in processing factors as given below.

Instructions for filling in the STMR_risk assessment, HR-risk assessment and processing-factor
    1     Intake data are based on intake of fresh and processed products,
          converted to the edible part of the raw agricultural product (CPAP program from RIKILT).
          This means that intake for apples covers both the intake for fresh apples and the intake of processed products (apple sauce, apple juice).
    2     Calculate the STMR and HR based on the residue definition for risk assessment (so not the one for enforcement).

     Refinement of the NESTI calculation is conducted in three steps (see 4, 5, 6).
3    The STMR and HR are not filled in at the same time.
     The STMR is only used in case 3 calculations (see preset codes)
     The HR is only used for case 1, case 2a and case 2b calculations.
4    As a first step, use STMR and HR values derived from the data set for the raw agricultural commodity.
     Thereby a mistake is made in the calculations, because the LP is expressed as the edible part of the raw product.
     At present, the LP is not corrected for the edible part of the raw product.
5    As a second step use STMR and HR values for the raw edible portion.
     If residue data are available for the edible parts of the product, there are two possibilities: 5a and 5b.
5a   a. There are sufficient data for the edible part of the product to derive an STMR or HR based on the edible portion.
     In this case processing factor = 1.00 and STMR or HR is based on the dataset for the edible part of the product (EP).
     The dietary intake is also based on the intake of the edible part of the raw agricultural product
     So, fill in:
     -                                Type = EP
     -                                STMR=STMR_E= STMR based on the dataset for the edible part of the product.
     -                                or HR = HR_E=HR based on the dataset for the edible part of the product.
     -                                P-factor = 1.00
5b   b. There are insufficient data for the edible part of the product to derive an STMR or HR based on the edible portion.
     In this case the STMR or HR is based on the dataset for the raw agricultural commodity (RAC).
     Derive a processing factor for the edible portion (based on only a few data).
     Calculate the processing factor based on the residue definition for risk assessment (so not the one for enforcement).
                                      P-factor = residue in edible portion : residue in RAC
     When there are more than one trials:
                                      Take the average P-factor when the P-factors of the different trials are close together (relative st. deviation <=40%).
                                      Take the maximum P-factor when the P-factors of the different trials are far off (relative standard deviation >40%)
     The dietary intake is also based on the intake of the edible part of the raw agricultural product
     So, fill in:
     -                                Type = RAC
     -                                STMR=STMR based on the dataset for the raw agricultural product
     -                                or HR = HR based on the dataset for the raw agriculural product
     -                                P-factor = processing factor as determined
6    As a third step use STMR or HR values for the processed commodity (e.g. cooked vegetables, apple juice)
     Until further notice the processing factors are not used, because there are no dietary intake data for processed products
                                        because for other default value (1.00).
     The P-factor for processed products remains on the commodities no food intake data are available
7    When a group STMR or group HR is established, than fill in this STMR or HR for every product in this group.
     Example pome fruit: fill in the group HR at apples, pears, quinces and other pome fruits.
     A sommation per group is not chosen, because extrapolation to the whole group is not always possible and depends on type of application

8    If the HR_risk_assessment is smaller than the MRL_risk_assessment, then the HR_risk_assessment is filled in.
     The acute intake calculation is based on real values.
9    If STMR=LOQ or HR=LOQ, then this is only filled in:
     a. for products for which European (legal or intended) instructions for use exist.
     b. for products for which European import tolerance has been established.
     See agreements recorded in the minutes from the latest EI-overleg (from October 2001 onwards).
10   When an STMR has to be derived for residues <LOQ, than the lowest validated LOQ from the residue trials in questions is used as STMR.
     If there is, however, a trial with a real residue value, than the median from all values is taken (where <LOQ = LOQ),
                                       or the lowest residue value found, depending on the value of the LOQ of the trials in question.
     Therefore it is possible that the LOQ of the STMR is lower than the LOQ for enforcement.
     See also paragraph 6.2 of the FAO-manual of 2002.
11   If for certain products no LP or U or %edible is given, this value may not be estimated.
     It should be clear to CTB and EU that there are many intake data lacking
     Therefore leave products with ND (no data) in the final table for the EU monograph.
12   For animal products the procedure for the NESTI calculation is as follows (see FAO manual 2002 and FAO report 2002):
     For kidney, liver, fat and eggs, no distinction is made between fat and non-fat soluble pesticides.
                                       For NESTI calculation, the HR of the product is used, together with the food intake data of that product (case 1).
     For meat from mammals and poultry, no distinction is made between fat or non-fat soluble pesticides.
                                       For NESTI calculation, the HR values for fat and muscle are used, separately, each (case 1)
                                       Food intake values for meat are split into intake for fat and muscle (see table).
                                       It is assumed that mammalian meat contains 20% fat and 80% muscle.
                                       It is assumed that poultry meat (with adhering skin) contains 10% fat and 90% muscle.
                                       The HR values are therefore filled in at muscle and at fat, and not at meat.
                                       The food intake values for meat are not used as such.
     For milk, a distinction is made between fat and non-fat soluble pesticides.
                                       For non-fat soluble pesticides, the STMR values for whole milk are used,
                                                 together with the food intake values for whole milk (case 3).
                                       For fat soluble pesticides, the STMR values for cream (milk fat) are used (case 3).
                                                 It is assumed that whole milk contains 4% fat.
                                                 The STMR value for cream is recalculated to whole milk by multiplying the STMR (cream) with a factor 0.04.
                                                 After correction, the food intake values for whole milk can be used.
13   In feeding studies only chickens, cows and sometimes pigs are tested.
     STMRs and HRs for cows (tissues and milk) are also used for all other ruminants (goats, sheep)
     STMRs and HRs for chickens (tissues and eggs) are also used for all other poultry (goose, turkey, duck)
     When there is no difference between the metabolism in poultry and ruminants, than the STMR and HR for cow is also used for pigs and horses.
     STMRs or HRs layed down in the European Union (due to veterinary assessments) are filled in, anyway.
14   In the Dutch Regeling Residuen there is a distinction between eggs and egg products (egg yolk)
     For egg products no HR is filled in, although the contribution from egg yolk is not included in whole eggs.
15   Kidney and fat of chicken is not stated in the Dutch Regeling Residuen
     For kidney of chicken no HR has to be derived.
     For fat of chicken an STMR and HR has to be derived, for the NESTI calculation of meat (contains 10% fat)
16   Products not mentioned in the list and for which STMRs or HRs are derived fall under other (per product group).
     Example: for triticale an STMR is proposed. This STMR is filled in under other cereals.
     Are there more crops that fall under "other", than only the highest STMR or HR is filled in.

   17      In the Dutch "Regeling Residuen" a separate HR has to be derived for table olives and olives for oil extraction.
           The dietary data are based on both types of olives (not separated).
           In this case the highest of the two HRs is filled in.
   18      In the Dutch "Regeling Residuen" wild and poultry, fishery products and other animal products are listed.
           For these products no HRs are filled in, unless they are layed down in the European Union (due to other regulations)
   19      In the table fish is listed without specification, according to the Dutch Regeling Residuen.
           In case it is necessary to list a specific fish species, they can be found in the tab "Adaptations".
   20      Drinking water is not listed, because the concentration of most pesticides should be below 0.1 ug/L

Data source
The Dutch diet data came from the spreadsheet EU_LP_97.xls (RIKILT)
   1      The English product names are based on the Dutch Regeling Residuen
   2      The products are sorted in such a way that they correspond to the Dutch Regeling Residuen.
Deviations between EU-LP-97.xls and the Dutch Regeling Residuen are presented in the tab "Adaptations"

The Unit weights and %edible for UK came from the internetsite of WHO/FAO, d.d. 5 February 2003
For commodities where no UK data were available, the Unit weight data were taken from the UK diet model (acutes10.xls, version 2003)
           Because in this model no U(RAC) was given, %edible was set at 100%.
For all remaining commodities the Unit weight data were taken from other countries as stated in the WHO/FAO data.
           If there were choices, the unit weight choice was in the sequence Sweden, France, USA, Japan.
If there were discrepancies between the UK data in the UK diet model and the WHO/FAO data
           the data from the WHO/FAO were chosen (pear, banana, sweet corn, spinach, celery, leeks)




Modifications introduced in version 01 (relative to version 00)
   a      Guidelines for entering residue values are modified.
          For meat and milk, the calculation schemes are changed (see FAO manual 2002).

Computer settings
For a good performance of the template the following is necessary
    1    Take care that the template (extension .xlt) is saved in the right folder (one time action)
         Windows
         Move the template to directory C:\program files\microsoft office\templates
         It is possible to make your own subdirectory in this directory e.g. UserDefined.
         Windows XP
         Move the template to directory C:\programs and settings\userID\application data\microsoft\templates
         It is possible to make your own subdirectory in this directory e.g. UserDefined.
         Mind that userID is your own userID, so don't type userID here.

    2      Open the template always as follows:
           Choose File - New and choose the template NESTI_calculation03_NL_EU
           (so not via File-Open)
           Is this way one always starts with a fresh template (without old data).
           and the original template will never be overwritten, because at opening the template gets a suffix …1, …2, …3 etc.
           If you cannot find your template in this action, probably another directory for templates is defined in your institute.
           Either contact your system manager or try to find the directory by doing: Save as template.
           Then put the template in the right directory.

    3      Take care that the pc configuration is good (once only action)

Questions at consumption data
   1    How are consumption data expressed?
        Are these the large portion sizes of the freshly eaten product only
        or the large portion sizes for the product converted to the raw agricultural commodity
        (i.e. large portion size for apples includes contribution from apple juice, apple tart, dried apples etc.).
        Is the large portion size expressed as kg RAC or as kg edible portion?
        For the NESTI calculation it is necessary that LP is expressed as kg edible portion
        (also under the condition that STMR and HR are derived from the residue values in the edible portion)
   2    Are the LPs for oilseeds including or excluding the oil (as oilseeds and oil are mentioned separately in the original spreadsheet)
   3    Is it possible to get a definition of the edible portions
   4    Some LPs are based on only a few eaters.
        The question is if you may rely on such values, because 97.5 percentiles are only reliable if there are at least 41 eaters.
        Wouldn't it not be better to use a default value for these products until better data become available?
