Current Progress at the Site
EPA prepared a Statement of Basis that was published for public notice for 30 days beginning on November 13, 2007 and ending on December 13, 2007. The Statement of Basis proposed a determination of Corrective Action Complete Without Controls. Guidance recommends that EPA make this determination when the objectives have been met and the areas subject to the determination do not require any additional action or measures to ensure the remedy remains protective of human health and the environment. However, after internal discussion, it was discussed that the decision should actually be Corrective Action Complete With Controls due to EPA’s reliance on Institutional Controls not specific to the facility, but city ordinances and common law property transfer requirements to ensure the remedy remains protective of human health and the environment. EPA is currently in the process of preparing the Final Decision and Response to Comments where this will be documented.
Site Description
Carlisle SynTec, Inc. consists of approximately 90 acres located on Ritner Highway in Cumberland County, Pennsylvania. Carlisle SynTec Systems (CSS) and its sister company Carlisle Tire & Rubber (CT&R) have used the site for manufacturing and warehousing rubber products since 1969. Plant No. 4, the CSS Rubber Manufacturing Facility, produces rolls of rubber roofing membranes by mixing raw production materials to form synthetic rubber. Plant No. 6, the CSS Adhesives Facility, was built in 1983 to manufacture solvent based adhesives for rubber roofing applications. This facility is listed as one of EPA Region III=s high priority RCRA corrective action sites. In May 2002, an Environmental Indicator (EI) inspection was conducted at this facility to determine if RCRA Corrective Action is necessary. EPA evaluated the reports and data gathered during the inspection and determined on April 19, 2004 that there is no further concern regarding Current Human Health Exposures as determined by the Current Human Health Under Control Environmental Indicator. EPA used information
gathered during further file reviews that were included in the Statement of Basis to make a determination on the Migration of Contaminated Groundwater Environmental Indicator. There is an identified area-wide TCE plume which is thought to be attributed to an old dump site, and supplementary reports from the file reviews assured EPA that the plume is not related to this facility. Subsequently, the Migration of Contaminated Groundwater Environmental Indicator was approved on September 12, 2007 and found that there is no facility-related contaminated groundwater. The final decision for the Migration of Contaminated Groundwater Environmental Indicator is that it is under control.
Site Responsibility
RCRA Corrective Action activities at this facility are being conducted under the direction of EPA Region 3 with assistance from the State.
Contaminants
The only known contamination at the property was from the #6 oil spill that was remediated and from a spill of Naptha solvent from an aboveground pipe. The Naptha spill came in contact with the groundwater and GemChem conducted a spill cleanup and sampling in an area directly under the pipe.
