Current Progress at the Site
Facility owner has not conducted quarterly on-site groundwater sampling since 2nd quarter 2003.
Surface and groundwater sampling was conducted under Pennsylvania Department of
Environmental Protection (PADEP) contract in 2004 to maintain some limited sample data
continuity. No change in surface or groundwater quality was found during this 2004 sample
event.

In 2001, leachate seeps and finding of landfill gas were reported. Some remediation steps were
undertaken by PADEP and the seeps and gas were contained were within the landfill property.
However, a potential for these exposures to occur outside of the waste disposal area was believed
to exist. A site investigation and engineering evaluation report was prepared by a contractor in
2004, which indicated that seeps and landfill gas appears to continue to be contained within the
property.

In April 2005, PADEP conducted an CME (Comprehensive Groundwater Monitoring
Evaluation), which evaluated the adequacy of groundwater monitoring system at the Facility.
PADEP was not aware of any changes that had been made to the groundwater system at the
Facility since the previous CME was conducted in April 2004. All monitoring well locations
have historically contained low to non-detect levels of VOCs (Volatile Organic Compounds) and
metals. However, samples results indicated that total lead exceeded the PADEP Residential
Medium-Specific Concentration (MSCs) of 5ug/l in MW-5 (60.2 ug/l) and MW-11 (8.3 ug/l).
Manganese and iron exceeded PADEP’s Secondary Contaminants at MSCs in several wells.

Site Description

Boyertown Sanitary Landfill is a closed solid waste landfill. The landfill, which is about 100
acres in size, discharges leachate to a publicly owned treatment works (POTW). It is believed
that the facility received municipal waste and small amount of hazardous waste during
operations in the 1970s to 1985.
Site Responsibility

RCRA Corrective Action activities at this facility are being conducted under the direction of the
PADEP. The facility owner has ceased quarterly groundwater sampling since second quarter
2003 and is no longer ongoing. The 2004 Compliance Monitoring Groundwater Evaluation
(CME) has to be performed under PADEP contract due to the facility’s failure conduct the
required monitoring. Minimal site maintenance is being conducted by the facility owner.

Contaminants
Trichloroethene (TCE) levels in groundwater (one of ten monitoring locations) have dropped
significantly since the 80's. The TCE contamination is not believed to be the result of the landfill
operations, but is believed to be related to past operations at the on-site garage.

Community Interaction
The facility is closed and is not receiving waste. Leachate is being generated and pretreated in an
on-site treatment facility prior to discharged to a POTW (Berks-Montgomery Municipal
Authority).
