SECTION 5 Labor Cost Calculations

Complete Section 5 only if the local manpower office is unable to verify CMEs through Medthods 1
& 2, as outlined in AFI 38-201, paragraph 6.5.1.1. and 6.5.1.2.

  a. Labor Costs - If purchase document does not separate labor costs from materiel costs, manpower technician
  should work with functional OPR to quantify labor costs. If OPR is unable to estimate labor costs, use 60% of total
  estimated contract costs as your labor cost estimate.

  b. Salary factors - Manpower technician should work with the contracting officer, and the functional OPR to obtain
  an average salary rate using the most recent Department of Labor (DOoL) Wage Determination. Once the average
  contractor salary has been determined, it should be increased by the most recent Office of Management and
  Budget (OMB) Fringe Benefit Factor.
