					5.01.01 QUICK LOOK
In Chapter 5 in the Toolbox the CLUP table bank is found. It contains the sector tables
templates to be used in your CLUP preparation. It is organized in the following way:

1. In the Chapter folder there is an Excel File entitled ‘Quick Look’. The QuickLook.xls
contains three sheets, which are: ReadMeFirst, INDEX and CODING. In fact,
ReadMeFirst is what you are reading now.

2. The CLUP Table Index, found on the sheet with the name ‘INDEX’ (see next sheet) ,
presents all tables starting with the Planning Subject tables under Planning Sector 'Basic
Information' tables and ending with Planning Sector 'Project Monitoring' tables. Regarding
the structure of Planning Sectors, see subchapter 3.04.02_Data Preparation in the
narrative part of the Cookbook.

The Following characteristics of a table is found in the title row:
   a.    The tables are presented by its ‘ID’ which is the same as the file name;
   b.    The ‘NAME’ follows next, which is the title of table/graph;
   c.    Priority, 'PRIO': whether the table is mandatory to include in the CLUP by all
   LGUs: 'Key', or if it is optional for an LGU to decide if the data is actually needed due to
   the LGU’s specific profile: 'Opt'. Regarding prioritatizion, see subchapter 1.04_The
   Target Group in the narrative part of the Cookbook.
   d. The 'GIS' column indicates whether the table can be used in a GIS: 'Yes' or it is
   table which just can be used in the narrative part of a CLUP: 'No'. Regarding GIS
   applied data, see subchapter 1.06_When can GIS be Used as an Analysis or a
   Presentation Tool in the CLUP Preparation? in the narrative part of the Cookbook.

   e. In the column 'CUSTODIAN' there is an indication which institutions/authority/etc.
   that are able to provide data for the table.
3. In the ‘CODING’ sheet (see sheet after INDEX) all lists of abbreviations used as
column heads are spelled out.

4. Besides from the ‘Quick Look’ file explained above, there are folders for the Planning
Sectors:

           00_Basic Information (BM);
           01_Socio-economic (SE);
           02_Infrastructure (IS);
           03_Environment (EN);
           04_Land Management (LM);
           05_Project Monitoring (PR);


5. Within each Planning Sector folder there are sub-folders for each Planning Subject. For
example under the Socio-economic folder the following are some of the sub-folders:


            01_Housing;
            02_Health;
            03_Education;
            etc.
6. Within each Planning Subject sub-folder, there is one Excel file for each CLUP Table
defined in the Index. For example, the 03_Education sub-folder, among others, contains
an Excel file SE19.xls. This Excel file contains the table ‘SE19’ with the following
name/information: ‘School by level, Type and Ownership and Year’.

7. The Excel files mentioned above may contain sheets named 'Instructions', 'GISTable'
and 'TextTable',
       a.    The sheet ‘Instructions’ shows the metadata of the table. Some tables also
have a recommendation what data columns should always be captured - ‘green' colored
columns are "Required" data , and what data columns that might not be required if the
data is very difficult to find - ‘yellow' colored columns are "Optional" data.

      b.   If there is a 'Instruction' sheet there will always be a sheet named 'GISTable'
included, which is a template to be used for GIS data capturing/gathering.

       c.    For most of the files there will also be a TextTable, (or more sheets:
TextTable1; TextTable2, etc.) which contains templates that can be used in the narrative
text/document of CLUP. In many cases there are graph templates included, which are
graphic representations of the tables. The graph is easier to comprehend by the reader
and are recommended to replace the table if so is preferred.

8. Using the Excel Files
  The CLUP Excel files can assist the planner in two ways: first to be used as templates
  during the search for data and second to be 'master' file to be used when the GIS is
  being entered or a table and/or a graph is prepared to be inserted in the document.
   a.     In the first case, from the respective CLUP Planning Subject Sub-Folder, open
   the table to be used for data gathering, select, copy and paste the sheet 'Instructions'
   in a new Excel worksheet and save the file with the recommended file name in the
   recommended folder used during the CLUP preparation. A recommended folder
   structure for the CLUP preparation to be down loaded is found in the Toolbox,
   Chapter ..........
   b.     Insert the necessary number of rows to be filled up on the data gathering
   process.
   c.     If the data has to be gathered manually, use a print out of these copy of
   'Instructions' how to continue and organize the data to be included in the GIS.
See Chapter.. to enter the data.
   d.     In the second case, the same procedure is used if a table or a graph is to be
   prepared and be included in the text document: From the respective CLUP Planning
   Subject Sub-Folder, open the table to be used , select, copy and paste the sheet
   'TextTable' in a new Excel worksheet and save the file with the recommended file
   name in the recommended folder used during the CLUP preparation.
   e.   In these copy of the 'Text Table' sheet, input or copy & paste the data on the
   corresponding column provided. Once the data are entered completely, in the table, a
   graph may sometimes be be automatically generated.
   f.     Copy a selection of the file which corresponds to the graph (or graph), go to the
   place in the document the graph should be placed and use 'paste special' and select
   .gif format. The graph is now a 'frozen' picture, which is easier to handle in the
   document and cannot be manipulated by mistake.
