PROPOSED MINUTES OF THE SPECIAL MEETING OF THE PORT
COMMISSION OF THE PORT OF SEATTLE

The Port of Seattle Commission met in a special meeting at 12:00 p.m., Thursday,
November 1, 2001 in the Commission Chambers at Pier 69. Commissioners Block,
Davis, Edwards, Miller and Nordquist were present.

        1.       CALL TO ORDER

The special meeting was called to order at 12:00 p.m. by Clare Nordquist, Chair and
President.

        2.       EXECUTIVE SESSION

The meeting was immediately recessed to an executive session for approximately two
hours and ten minutes to discuss personnel, real estate and litigation matters.

        3.       AVIATION AND CORPORATE BUSINESS PLANS

Presentation Document: Computer slide presentation packet entitled, “2002 Business and
Work Plan, Sea-Tac International Airport”.

Presenter: Mark Reis, Deputy Director, Aviation Division.

A summary of topics reviewed by staff and Commission/staff discussion is as follows:

Mr. Reis reported FAA guidance to date addresses the current crisis following the events
of September 11, 2001, and the issue of who will have the responsibility for passenger
screening is being debated in Congress with a decision possibly made today.

            CONCESSIONS IMPLEMENTATION

Mr. Reis advised staff will return to the Commission in late November to discuss
questions raised on concessions planning.

            ENVIRONMENTAL INITIATIVES

                 o Clean fuels efforts

Mr. Reis reported staff will return to the Commission within the next month to request
authorization to purchase buses using an alternative fuel.

           CONTINUATION OF KEY ELEMENTS OF CAPITAL PROGRAM
           LONG-TERM PLANNING

Mr. Reis advised a best estimate of security costs will be incorporated in the budget when
staff returns for first reading at the November 13, 2001 Commission meeting.

A summary of topics reviewed by staff and Commission/staff discussion is as follows:

           CORPORATE 2002 BUDGET

In response to Commissioner Miller, Linda Strout, General Counsel, advised October 1 is
the renewal date for all insurance policies and the $1,350,000 insurance increase is for the
next twelve months.

Commissioner Nordquist referenced the events of September 11, 2001 and the unknowns
surrounding security costs, current revenue and economic uncertainties, and the Port’s
role as an economic generator, and requested staff return with financial options that might
be available, including the tax levy, that could increase funding capacity.

Commissioner Miller expressed her view the Port has never prepared a preliminary
budget with as much uncertainty this late in the budget process. Ms. Miller noted there
will not be certainty with respect to some elements until after the budget is adopted. She
noted a result would be more variances into next year with new and expanded issues and
programs arising than are traditionally done.

Commissioner Davis noted the budget impacts include security as well as the economic
downturn nationwide and stated the Port, as an economic engine, faces a question of how
it can continue to help counter the local impacts being created by loss of Boeing jobs and
technology company closures.

Commissioner Edwards concurred with Commissioner Nordquist’s request for staff to
return with all financial options that might be available for funding proposed
programs/projects.
