Participant Roster


   A key component to participating in the CBMAC is to identify
    staff that perform CBMAC activities as part of their job
    function
          An agency’s revenue recovery is dependent on
           accurately identifying all eligible staff for inclusion in a
           time study sample
          Agencies may only claim CBMAC reimbursement for
           staff included in a quarterly time study
   Agencies should identify all staff that perform CBMAC
    activities and submit staffing information to MAXIMUS on a
    quarterly basis in the form of a “Participant Roster”
   The Participant Roster drives the CBMAC claiming process
CBMAC Activities Include

   Client specific activities that facilitate client and family access
    to care
         Care planning and coordination, interactions with other
          providers regarding a client’s care needs, prior and
          utilization authorization activities
   Non-client specific activities that assist clients in accessing
    health care services
         Outreach to encourage clients to enter the health care
          system
   Agency specific activities that support the efficient operation of
    the agency
         Program planning, quality assurance, provider
          recruitment and staff training
Examples of CBMAC Activities


   Participating in community outreach and public awareness
   Seeking out clients that are medically at risk
   Linking clients with health services
   Facilitating clients application to Medicaid
   Assisting clients to access Medicaid services
   Participating in client care planning and coordinating care
   Performing quality assurance and monitoring
   Participating in utilization review
General Rules for Identifying
Staff for Inclusion
   Include all staff that:
          Perform direct services
          Participate in care planning meetings
          Participate in utilization review
          Interact with clients either directly or indirectly
          Perform prior authorization activities
          Participate in or staff the crisis hotline
          Perform client in-take activities
   Include both Employee, Contract, Full-time and Part-time Staff
   Exclude staff that:
         Perform 100% vocational services
         Are 100% federally funded
         Are 100% dedicated to an Institute of Mental Disease (IMD)
         Are 100% dedicated to the Florida Assertive Community
          Treatment (FACT) program
         Inpatient Unit Staff

    Rosters are updated quarterly
    Participants can only be added or removed from the
     roster pool at the time of roster updates
    If you believe you will hire an employee during the
     quarter, but have not at the time of roster updates, insert
     vacancy in the name position
       The new hire will then be able to participate in the
         CBMAC program

   Identify all agency staff that perform CBMAC activities
    and provide the following information about each
    participant on the provided Excel worksheet:

    1. Region Description – Already populated with
       Agency Name
    2. Location Description - Name or code of
       location where the participant works (if the
       agency has one location this will be the same as
       the agency description)
    3. Work Schedule – Using the established
       guidelines please provide the work schedule that
       best fits the employee’s actual work schedule

4. Participant Category – Please use designated
   participant categories only
5. Employee ID – Typically the employee Social
   Security Number or agency staff ID (may include
   numeric and alpha characters)

Work Schedules


    Please refer to Table 1, the work schedule chart, to
     select a work schedule. The work schedule chart was
     created to consolidate 200+ work schedules from
     across the State into eighty; therefore, an employee’s
     specific work schedule may not appear on the list. If
     there is not an exact match, we ask that you identify
     the work schedule that best fits that of the employee.
     Table 1 is also reflected as a tab within the Excel
     workbook for your reference.

                 Administrator

   Definition:   Provides administrative oversight, policy
                 and resource development, inter and intra-
                 agency quality assurance and compliance
                 activities, planning and personnel
                 supervision at the department
                 organizational level.

                 Case Coordinator

   Definition:   Coordinates overall service delivery and
                 assists clients in accessing Medicaid and
                 Non-Medicaid services. The provider is not
                 a certified Targeted Case Management
                 (TCM) provider.

                 Coordinator Forensic Service
                 Court Liaison

                 Intake Specialist

   Definition:   Provides information and referrals,
                 conducts intake interviews, verifies 3rd
                 party or Medicaid eligibility status and
                 assists clients to obtain initial Medicaid
                 eligibility or restore Medicaid eligibility.

    Examples:    State Hospital Liaison
                 Intake Coordinator/Intake Worker
                 Supervisor of Crisis and Central Intake

                         Nurse

    Definition:          Provides nursing services as licensed under
                         the State Nurse Practices Act or
                         regulations. Includes designations of RN,
                         BSN and MSN.

    Examples:            Advanced Nurse Practitioner (ANP)
                         Registered Nurses (RN)
                         Clinical Nurse Specialist
                         Licensed Practical Nurse (LPN)*

  *(LPNs must have 2 years formal training)

                assistants.

     The completed Participant Roster should be e-mailed to
      flcbmac@maximus.com by March 14, 2005
Next Steps


   Email Participant Roster to MAXIMUS no later than March 14,
    2005
   Train new staff or staff that have not been previously trained
    before their random moment sample observation date and time
   Begin quarterly time study on April 1, 2005
   Coordinate distribution of quarterly time study samples and return
    to MAXIMUS
   Maintain documentation files to support an audit including:
         Completed Participant Roster
         Training confirmation
         Staff credentialing information to support staff classification
