Communities are faced with two water-related challenges that threaten their ability to
accommodate future growth: the cost of aging water infrastructure, and concerns about adequate
water supply. Smart growth has the potential to aid communities by directing scarce
infrastructure dollars to repair and upgrade existing systems; by reducing the cost of new
infrastructure expansion; and by reducing household demand for water.
