IHSA Hired Rule Interpreters

12 rule interp. sites in the fall 8 rule interp. sites in the spring
Girls Tennis coaches must attend an August Tennis Rules Meeting in order to meet the requirement of IHSA ByLaw 2.120. Boys Tennis coaches may attend either an August, January, February, or March Rules Meeting. If you are the girls and boys coach please mark accordingly on the exit scantron.
Q. If I have the same tennis coach for both boys and girls, does he/she have to go to both boys and girls rules interpretation meetings? A. Boys’ Tennis coaches may attend either an August, January, February, or March Rules Meeting.
IHSA By-Law 2.120
Failure to comply with the rules meeting requirement may result in penalty by the IHSA Board of Directors.
Who could attend the rules meeting?
– Head Coaches & Assistant Coaches (Member of the coaching staff) may attend for credit. – Principal or Athletic Director may attend in emergency situations for credit. – Boys tennis coaches may attend the fall meeting for credit.

IHSA By-law Changes and Provisions 2006-07
The following IHSA By-law changes were approved by the IHSA Board of Directors Directors….
Add By-law 2.160
Guidelines and regulations for classification of non-boundaried schools are applied to all non-boundaried schools. A non-boundaried school is defined as any private school, charter school, lab school, magnet school, residential school, and any public school in a multiple-high school district that does not accept students from a fixed portion of the district.
Amend By-law 3.073
Change: Delete “the students are incoming freshman that have completed the initial enrollment process for the school” and replace with “they are representing all phases of the entire high school program at official junior high functions such as high school nights, fairs, days or visits” Rationale: All schools will still be able to go about the normal business of working with students which is required prior to registration.
Revise By-laws 3.153 and 3.155
Change: In by-laws 3.153 and 3.155 delete “Saturday of Week 4” and change to “Sunday of Week 5”. Rationale: This change would give a week longer to be in contact with a sport or conduct camps and clinics during the summer.
IHSA Terms and Condition Changes
The following recommendations from the tennis advisory committee were approved by the IHSA Board of Directors….
Article VIII – A 2 c
– All matches at the state tournament in the championship rounds use regular scoring
– Rationale: Traditional regular scoring system allows the more skillful player to emerge
Names of all eligible coaches will be provided to the Sectional Managers
Rationale: Managers will be able to correctly identify all eligible coaches (IHSA By-law …)

Where is tennis in regards to a two class system? Classification recommendations can only be made by the IHSA Board of Directors –

Entry numbers from 2005-06 Tennis Season
Girls’ Entries 302 (296 teams – 6 individuals) Boys’ Entries 299 (294 teams – 5 individuals)
Current IHSA classification policy # 17
– 2 class system splits at a school enrollment of 735 IHSA Policy #19 address criteria for increasing the number of classes in an IHSA sport - 300 teams - Class splits
This will be the second season that the sectional seeding follows this procedure: #1 seed playing #4, #2 playing #3 seed; #3 playing #6 seed and #4 playing #5 seed.
Please use the following guide as you seed. Placement of seeds reading top to bottom: 1,4,5,6,3,2 If option one gives a conflict, option two: 1,3,6,5,4,2 If there is still a conflict, option three: 1,4,6,5,3,2 If there is still a conflict, option four: 1,3,5,6,4,2 Conflict: Competitors from the same school

-Sportsmanship -Attire -Coaching
Attire – All players must be in school-issued attire/uniforms (including hats/visors). – Doubles team members must be in similarly-colored attire/uniforms. – Head Coaches need to ensure that this is strictly adhered to.
Code of Conduct - Sportsmanship – IHSA can provide sportsmanship curriculum (see later slide) – Coaches should exemplify sportsmanship at all times. It starts with your example! – Coaches should establish a program that promotes sportsmanship of players, fans, parents and all school representatives.
State Series Points of Emphasis – Per USTA rules, players should be ready to continue play within 20 seconds after a completed point (play is not solely dictated by the pace of the server). – As a recommendation, servers should get in the habit of announcing the current game score prior to each point.
Coaching – Any coach who personally observes misconduct may (1.) invoke the point penalty, provided they (2.) report their action to the tournament manager/site director.
Coaching Opportunities
For 90 seconds after all oddnumbered games. For 90 seconds between the 1st and 2nd set. For a maximum of 10 minutes between 2nd and 3rd sets.
State Series Points of Emphasis – Serve/Receive concerns in doubles – A receiver’s partner shall not: Stand in the receiving box Move in or around the receiving box Wave equipment in and out of the receiving box
– Foot Faults Warning by competitor first step. Site Director should then be notified so a line judge may be assigned to a court.
