Public Complaints Recorded (pages 1 - 5)
a) Public Complaint allegations recorded has increased by 22% from 9526 to 11654. b) City of Westminster have the highest number of allegations recorded (764). c) The number of officer/staff allegations for the current 12 months has increased by 3% from the previous 12 months (16679 to 17140).
Conduct Matters Recorded (pages 6 - 10)
a) Conduct Matters allegations recorded has decreased by 0% from 1193 to 1188. b) Oppressive Behaviour related allegations have decreased by 1% from 230 to 227. Discriminatory Behaviour related allegations have increased by 19% from 32 to 38. c) Officers/Staff based at Sutton have had a 567% increase in allegations recorded from last period to this period. Although there has been a huge increase looking at percentages the numbers are very small, from 2 to 36 allegations.
Officer Safety Equipment (pages 11 - 16)
a) Of the 11654 public complaints allegations recorded 272 relate to officer safety equipment, a decrease of 20% (from 338) b) Central Operations account for 91 of the 523 officer/staff allegations recorded. The majority related to misuse of handcuffs (82)
Stop & Search (pages 17 - 20)
a) Of the 11654 public complaints allegations recorded 891 have arisen from a Stop & Search, an increase of 11% (from 804). Of which 397 allegations related to breach of PACE code A Stop & Search. The majority relate to Failures in Duty alleged during the interaction (323 allegations). b) Of the 891 allegations arising from a stop & search 57 also relate to use of officer safety equipment. c) Central Operations account for the majority of officer allegations (478), of which 343 are against officers based at TSG at the time of incident. There has been a 26% decrease for Central Operations from last period to this period (646 to 478).
Complaints Intervention Scheme (pages 21-23)
a) There has been a decrease in the number of officers of concern from 350 to 325 officers. The majority have received 3 events (233 officers/staff). Officers/staff with 5 events or more has decreased there are currently 30 officers/staff compared to 40 officers/staff last period. b) Central Operations currently has 73 officers of concern. 41 of which are TSG officers. (This is based on officers current unit).
Public Complaints Finalised (pages 24 - 27)
a) Public Complaint allegations finalised has increased 26% from 8863 to 11166. b) Unsubstantiated allegations have increased by 42% from 2567 to 3647. This could be partly due to DPS conducting a limited investigation.
Conduct Matters Finalised (pages 28 -31)
a) Conduct Matter allegations finalised has decreased 16% from 1198 to 1007. b) Substantiated allegations have reduced by 14% from 661 to 566. This period 56% of finalised allegations are substantiated, compared to 55% for the previous period. c) The majority of officer/staff allegations are substantiated, this is due to the majority of conduct matters being resulted with written warnings. Of the 613 officer/staff allegations 332 resulted in a written warning.
Local Resolutions (page 32 - 35)
a) To reach the 50% target for local resolutions boroughs/business groups need to increase the number done locally (desktop). Currently of the 5714 officer allegations locally resolved 52% are being done by boroughs/business groups (desktop) and 48% are being resolved by DPS. b) Overall the number of officer/staff allegations locally resolved has increased by 30% from 4399 to 5714.
Written Warnings (pages 36 - 37)
a) 332 officer/staff allegations resulted in written warnings, 49 were as a result of a public complaint and the remaining 283 were a result of conduct matter. There has been a 30% decrease in written warnings from 474 to 332. b) 181 of the written warnings as a result of conduct matters were issued locally by the borough/business group. 102 were as a result of a DPS investigation.
