Level 128 Job Code 826 CLASSIFICATION TITLE: DEPARTMENT: WORK OBJECTIVE This is highly responsible professional and administrative work assisting with the direction of all operations of the Public Services Department. Requires management of considerable variety and volume of professional work concerned with the City’s water production, water distribution, wastewater collection, wastewater treatment, wastewater laboratory, effluent disposal, reclaimed water distribution, solid waste, stormwater and street maintenance divisions. Work is performed under the administrative direction of the Assistant to the City Manager for Public Services and considerable independent judgment, discretion and initiative is exercised in carrying out the daily operations of the department with efficiency and effectiveness. Asst. Director of Operations Public Services

Assists the Assistant to the City Manager for Public Services with: SUPERVISION, direction, planning, coordination and instruction of the Public Services Administrative and Supervisory staff, Collection, Distribution, Water, Wastewater, Streets, Stormwater, Solid Waste and Environmental Services Divisions; preparation and submittal of the operational and maintenance budgets for all Divisions. INSPECTION of work performed within the Public Services Department as required. COORDINATING work activities and programs of the Department with other City programs and projects. INVESTIGATION and adjustment of personnel problems that may arise. conferences and meetings. Attends and participates in

PREPARING reports and correspondence, review of weekly schedules and monthly operation reports. MAINTAINING systems in compliance with federal, state and local laws, rules, and regulations. Directs and personally participates in studies involving operations and costs; recommends and/or purchases equipment; approves all department invoices, contracts and payrolls for payment; recommends possible expansion of service. DEVELOPMENT and implementation of maintenance programs to prolong the life of the equipment and insure smooth operation of the systems. DEVELOPMENT and implementation of training programs to insure personnel operate the systems properly. REVIEWING hiring recommendations and evaluating supervisory employee performance. The work is reviewed through reports, conferences, observations, analysis of reports and recommendations, and by the results achieved.

MINIMUM QUALIFICATIONS Graduate from an accredited College or University with a Bachelors of Science Degree in Civil or Environmental Engineering, or the equivalent of education and experience. Ten years of progressively responsible professional and administrative public works, water or wastewater experience, five years which must have been in a responsible supervisory capacity. The incumbent must possess extensive knowledge and use of personal computers and software programs used by the City. The incumbent must possess and maintain a valid Florida Drivers License. KNOWLEDGE, SKILLS AND ABILITIES EXTENSIVE knowledge of modern techniques, procedures, principals, and practices of all phases of water, wastewater, streets maintenance, solid waste, stormwater and engineering. THOROUGH knowledge of personnel, finance, general office and business administrative principles and the ability to apply them. THOROUGH knowledge of the principals, practices and techniques used in the operation of water production, water distribution, wastewater collection and treatment systems, stormwater, solid waste and engineering. Ability to plan, direct, supervise, coordinate, organize and inspect Public Services plans, programs and activities. ABILITY to prepare written technical reports, construction cost estimates. ABILITY to plan, assign, instruct, review and evaluate working relationships as necessitated by the work. ABILITY to prepare, develop and present Public Services plans and programs. ABILITY to establish and maintain effective working relationships with supervisors, subordinates, peers and management. PHYSICAL REQUIREMENTS Office atmosphere: Intermittent sitting, standing, stooping, crouching, walking, lifting of light and heavy objects. ENVIRONMENTAL REQUIREMENTS May occasionally encounter hostile or aggressive behavior when asked to respond to a complaint. Some risk of exposure to vehicular traffic, noise and exhaust fumes, and working around open trenches and construction areas which involve the use of safety equipment such as reflective vests, hardhats, and safety shoes. The noise level in the work environment is usually moderate and may sometimes be loud. Must follow all safety requirements carefully.
