COMMITTEE REPORTS The Executive Committee met prior to the Board meeting and submits the following recommendation as a First Reading: Move that the School Board approve the amended Public Information and Access Package, as follows: PUBLIC INFORMATION AND ACCESS PACKAGE 1. The Jefferson Parish School Board will meet on the first Wednesday of each month at the Administration Building, 501 Manhattan Boulevard in Harvey. If a second meeting of the month is warranted, it will alternate between the east bank (Bonnabel High School, Building 200, Metairie) and the west bank (Administration Building). The starting time will be announced by the Superintendent. Meetings which fall on holidays shall not be scheduled. The schedule can be altered with Board approval. The President may cancel a regularly scheduled meeting with a minimum of 24 hours notice if there is no business to conduct. Special meetings and emergency meetings of the School Board may be called at the discretion of the President. 2. Any item requiring a vote of the School Board must be introduced to the Board at the meeting prior to the session where action is to occur. Such items shall be introduced under the appropriate section of the agenda with the item being identified as a "First Reading." No discussion or debate will be allowed at First Readings, although specific requests that further information be supplied which is pertinent to the subject of the First Reading may be made after the introduction is made. Items requiring immediate consideration shall require a waiver of the 72 hour notice (two [2] negative votes will terminate the consideration of the 72-hour waiver) and if the waiver is approved, the First Reading rule will be dispensed with for the item only. The Board member who has introduced an intended action under the First Reading rule will be the member to move for action unless another is designated by the Board members. All superintendent=s recommendations not furnished 72 hours prior to a Board meeting shall not be considered for approval at that meeting unless the 72 hours requirements of notification is waived. After the waiver is approved and the motion is on the floor, the President shall ask whether any member of the audience desires to address the Board on the motion before any Board member speaks. All Jefferson Parish School Board Committee recommendations requiring Board approval and not specifically included in the agenda shall be introduced as a First Reading. 3. All resolutions of the Jefferson Parish School Board shall be read by the Secretary to the Board. Resolutions shall consist of only non-controversial, commemorative type of matters that bring honor or attention to people, places, or things. All other matters shall be entertained as First Readings by the Jefferson Parish School Board. Should a First Reading demand urgent attention the 72-hour waiver may be asked for after reading the motion. Should the waiver be granted the matter may be acted upon immediately. If not, the matter will be heard as a Second Reading at the next regularly scheduled meeting. 4. All committee reports and recommendations and Superintendent recommendations including administrative reports and recommendations, business recommendations, and construction recommendations shall be subject to passage by the Board by majority vote under Consent Agenda unless an Item is removed from the Consent Agenda by a Board member. A Board member who desires to remove an item from Consent Agenda shall do so by notifying the Secretary to the Board prior to the starting time on the day of the scheduled Board meeting. An item shall only be removed by a Board member after the Board member has discussed with the Superintendent and/or the appropriate Assistant Superintendent or department head the concerns of the Board member about the item removed. 5. Delegations section of the Jefferson Parish School Board meetings will be limited to one (1) hour with speakers limited to three minutes. Citizens or other individuals who desire to speak under "Delegations@ may do so by calling the Superintendent's Office, verbally making the request and stating their name and topic. Delegations or individuals who desire to speak on an agenda item immediately before that item is discussed by the Board may do so by submitting a completed and signed "Speaker's Card" and submitting it to the Secretary to the Board prior to the
start of the School Board meeting. Each delegation shall select one of its members to be its speaker and provide to the Secretary to the Board with the name of the speaker. Comments by speakers during this delegations period shall be strictly limited to the agenda item before the Board. Citizens or other individuals who desire to speak at a Public Hearing called by the Board may do so by calling the Superintendent's Office and verbally making the request and stating their name. 6. A vote by a School Board member should be expressed by an audible vocal response or by a showing of the hand at the call of the chair. The President shall announce an impending vote will be taken but may detain the vote until the members are seated. All voice roll call votes shall occur in a random order. When the Board votes electronically, the President shall request that members cast their votes which shall be locked within a specified period of time. Any member who fails to vote within the allotted time shall be counted as an AAbstention.@ Board members must be in their proper seats at the business table at the call for a vote. Otherwise they will be shown "Not Seated." 7. The Board shall not vote by telephone. If an emergency situation exists, the Superintendent shall be authorized to act with an administrative directive and inform the Board members of said emergency. The Board shall vote to ratify the administrative action at the next regularly scheduled Board meeting. 8. In order to conduct business, a quorum of the School Board will be present at the business table of the Board. A quorum is present when (five) 5 members are at the table. The parliamentarian, or in his or her absence any Board member, shall advise the President that a quorum is not present and the proceedings shall be suspended until a quorum is resumed. If after 15 minutes a quorum has not been obtained, the meeting will be automatically adjourned. The Transportation Committee met prior to the Board meeting and submits the following recommendations as First Readings: 1. Move that the School Board approve the change of the title of ParaEducation Support Personnel to Para-Transportation Support Personnel and adopt the revised job description. (copy on file in Superintendent=s office) 2. Move that the School Board adopt the revised bus drivers Meet and Confer Ground Rules as follows: BUS DRIVERS= MEET AND CONFER GROUND RULES (Changes made in bold print.) 1. Meetings shall be held monthly, in the Transportation Department, at 10:00 A.M. on the third Thursday of each month from September through May. (Times, dates, and/or locations may be changed by mutual agreement.) The meetings shall be no longer than two hours in length. Meetings will be cancelled if nothing is called in to be put on the agenda the Friday before the Thursday meeting. 2. Driver representatives shall include two from each group: Local 3091, Local 100, Jefferson School Bus Operators= Association, East Bank Safety Club, West Bank Safety Club, a Special Education driver, and a chairman of the bus drivers= representatives. Four at large members shall be solicited from the owner operators. A random selection will be made by the Transportation Department. The term of these at large members shall be two years from August 1st to July 31st. 3. Administration representatives shall include the Assistant Superintendent of Operations, Director of Transportation, two Route Coordinators, and an Administrative Assistant. Representatives of Human Resources, East Bank Region and West Bank Region, and other staff members will be present when needed as per the agenda items to be discussed. 4. Minutes shall be taken by the Administrative Assistant from the Department of Operations. Minutes from previous meetings will be mailed to committee members within 10 days of the meeting. 5. An agenda shall be prepared for each meeting. Items may be placed on the agenda by the chairman of bus drivers= representative or by the Assistant Superintendent of Operations or designee. Placement of
items on the agenda must be concluded by 12 NOON on the Friday prior to the Thursday meeting. Items not on the agenda will not be discussed unless of an emergency nature and approved by the Chairman of the meeting. 6. All Meet and Confer sessions shall be conducted by the Chairman of the meeting. Persons wishing to speak on an agenda item will so indicate by raising their hands and will speak in turn as recognized by the Chairman of the meeting. 7. Agenda items will be handled as follows, dependent upon the topic of the item: a. Working conditions - These issues shall be discussed if they are general in nature and involve working conditions for all drivers or specific groups of drivers. Individual concerns shall be addressed to the appropriate supervisor(s) or handled through the grievance procedure or conference procedure and shall not be discussed at Meet and Confer sessions. b. Personnel Matters - Individual personnel matters shall not be subjects for discussion at Meet and Confer sessions. c. Matters affecting the implementation of the Bus Driver Handbook - Such items are acceptable items for discussion at Meet and Confer sessions. UNFINISHED BUSINESS Mr. St. Pierre stated that there will be an energy meeting on the Pilot Program with Star Services in the Superintendent=s conference room on Thursday, July 15, 2004, at 10:00 a.m. Principals and plant managers of the five participating schools will be in attendance. Mr. St. Pierre also requested Mr. Taylor schedule a Facilities Committee Meeting on August 4, 2004. FIRST READINGS The following first reading was submitted by Mrs. Barnes: Be it resolved that the Superintendent form a committee to study the establishment of a High School Truancy Center. The committee shall have representatives from the following: District Attorney=s Office, Sheriff=s Office, Truancy Assessment Service Center - Juvenile Court System, parent, school administrator, teacher, elected official from our legislative delegation, School Board member, and a member of the Juvenile Court. Rationale When students are not in school, they are deprived of education vital for success in this age of accountability. Students not in school create problems in the community. School attendance is required by state law. School systems, along with other governmental agencies, have an obligation to enforce this law. A funding source will be determined by the action of our legislative delegation. The following first reading was submitted by Mr. St. Pierre: Due to the reorganization of the high schools to include grades 9 through 12, there is a need for the addition of two (2) football coaches at each of the high schools in order to handle the duties of coaching the freshmen team. Rationale Youngsters in the 9th grade are not mature enough to go out for the varsity football team and compete on a daily basis with 11th and 12th graders. The only way to improve our programs and keep children active in after school activities is to provide adequate supervision and coaching. Two additional coaches should be assigned only to schools with a competing 9th grade team. The following first reading was submitted by Mr. Morgan: Move that the Board adopt the Capital Projects Prioritization Process, as outlined by Mr. Taylor in the FYI report to the Board, as follows: CAPITAL PROJECTS PRIORITIZATION PROCESS The Jefferson Parish Public School System updates plans for its capital needs every year, when funding is available, with a major update when there is a plan for a capital bond issue. Jefferson Parish has over 5.6 million square feet of facilities with an average age of 46 years. These facilities, even with constant maintenance, require regular capital investment in order to insure that they will meet the educational needs of our 50,000 students. The challenge of identifying, prioritizing, planning, designing, and construction capital improvements is great, and the
challenge of funding these needed capital improvements is even greater. Planning and management of capital improvement is comprised of four phases: $ Financial Planning $ Project Identification, Prioritization, and Ranking $ Project Management $ Monitoring and Reporting This report shall focus in on three areas, Identification, Prioritization, and Ranking. CAPITAL PROJECTS IDENTIFICATION PROCESS $ Projects are nominated for the capital improvement program from various sources including but not limited to requests from Board Members, the Superintendent, Principals, Teachers, and Parent Groups and through inspections by Maintenance and Facilities Departments, Technology Department, Transportation Department, Food Services Department, and Regional Offices. $ Formerly identified projects are to be reviewed by Facilities Department for continued viability and need. $ All valid projects both formerly identified and all new projects are to be reviewed by the Facilities Department for consistency with the systems educational guidelines. Each project will be defined in terms of project type and project purpose. $ Initial estimates are developed by the Facilities Department for all projects and are refined as the project scope is better defined. CAPITAL PROJECTS PRIORITIZATION PROCESS The following process has been developed from best practice examples from several public agencies and examples of processes presented by th Government Financial Review. This process prioritizes capital projects for limited capital improvement funds and is intended for use with all specific capital fund and bond fund facilities, repairs, renovations, improvements, and new construction, etc., typically projects over $20,000. Not all facility improvement needs have the same level of importance. Therefore, a process is required to prioritize the relative importance of each facility improvement need. The following priority groups are recommended for prioritizing capital improvement projects. Priority 1 - Critical Projects Priority 2 - Necessary Projects Priority 3 - Desirable Projects Priority 1 - Critical Projects This level is for projects, which are considered to be of the utmost importance. These projects should be accomplished as soon as possible. $ Projects involving health and safety. $ Projects mandated by law/code compliance. $ Projects necessary to avoid a building being temporarily closed. i.e., leaky boilers, cracked combustion chamber in a furnace. $ Projects that prevent other damage to a building or site, i.e., extensive roof leaks that cause interior damage. $ Projects that provide permanent additional classroom or schools when an increase enrollment is projected. $ Projects as deemed necessary by the Superintendent and Board to promote the educational goals of the school system. Priority 2 - Necessary Projects This group includes projects that are essential to support the facilities mission and purpose. They are important but not critical and urgent as those projects in Group 1. These projects should be accomplished within five (5) years. $ Necessary preventative repairs and improvements to maintain the integrity of and keep in operation a building or facility. i.e., replacement of equipment and system that have served their useful life (boilers, electrical panels, roofs, floor replacement, paving overlays, site drainage). $ Projects that support existing instructional programs or expands the instructional program. $ Projects which provide operational efficiencies and economic, i.e., energy conservation. Priority 3 - Desirable Projects
Are defined as Projects that enhance the educational process thru expansion of existing facilities and are above and beyond the system wide standards and goals. CAPITAL PROJECTS RANKING PROCESS It is recognized that funding is limited, and some projects will not be able to be funded immediately. Thus, following ranking system shall be utilized in order for the school system to maximum value of the capital dollars spent. Each project after prioritization will be grades from 1 to 5 in six weighted categories as outlined below. Life Safety Issues x 10 = Risk of Property Loss x 8 = Ed. Program Support x 6 = Legal/Code Issues x 4 = Recurring Cost Savings x 2 = Appearance/Convenience x 1 = Total Weighted Score All projects inside of a priority will be listed by ranking with the highest weighted score to be given top funding capacity and lowest weighted score to be given the remaining capacity. A report of all prioritization shall be made to the Board for comments and adoption. A grant was awarded to Special Education Artist Facilitator, Freddie Evans, providing a Visual Artist in residence to work with students in Pre-K to grade 5 for four weeks. It provided an opportunity for students to understand their neighborhood and community through the arts. Their work will remain on exhibit at the Ogden Annex at Lee Circle during the summer. Dr. Diane Roussel, Superintendent and Ms. Gerri Settoon, principal of Strehle Elementary School received the BGR award. Mr. Morgan thanked Raylyn Stevens and the administration for the ninth grade football program equipment which was needed by West Jefferson High School.
