                                                                                         02/08/02 Meeting (City of San Jose staff): The City talks
                                                                                         about context within the General Plan. Although buzzwords
                                                                                         are avoided, the City uses a watershed-based approach by
                                                                                         not allowing urban development in the hills. The City is
                                                                                         effectively about 180 square miles in size. The Riparian
                                                                                         Policy lifted the watershed-based approach up another notch
                                                                                         by protecting corridors. City of San Jose staff indicated the
                                                                                         City will be preparing an HCP and considering regional

 particular order and some categories have more questions than others. Consequently, one will not be able to simply add up the number of “yes” answers and claim
 that one municipality is doing better or worse than another.
