ATTACHMENT 6 – Sample Task Order 0002 Performance Work Statement (PWS) PERFORMANCE WORK STATEMENT for “SPACE AND MISSILE DEFENSE MODELING AND SIMULATION EXERCISE SUPPORT” (Sample Task Order 0002) 1.0 GENERAL U.S. Army Space and Missile Defense Command (SMDC)/Army Strategic Forces Command (ARSTRAT), as the Army Service Component to USSTRATCOM, conducts space operations and provides planning, integration, control and coordination of Army forces and capabilities in support of USSTRATCOM missions; serves as proponent for space and ground-based midcourse defense and as Army operational integrator for global missile defense; and conducts mission related research, development, and acquisition in support of Army Title 10 responsibilities. 2.0 SCOPE The contractor shall provide technical support and operator expertise to the experiment. The contractor shall provide technical support to operational system integration efforts. The contractor shall investigate defense system interoperability and compatibility issues at all levels to identify hardware/software interface requirements, and component and system integration capabilities. The contractor shall formulate and propose mitigation measures where required for interoperability/compatibility. The support required is consistent with the specific WMSA&IS PWS paragraph 3.3, titled “Defense System Hardware and Software Integration.” 3.0 TASKS 3.1 US Army Training and Doctrine Command (TRADOC) Experiment Support The contractor shall operate the SMDC Battle Lab Collaborative Simulation Environment (BLCSE) laboratory to support SMDC experiment objectives in a TRADOC experiment in accordance with BLCSE Standard Operating Procedures (SOP). The contractor shall integrate space and missile defense system representations and information to enable system utility analysis and combat development for a Brigade level experiment. The planning, integration, and execution schedule includes Phase 1 – Individual site/model configuration (4 weeks), Phase 2 – Single site integration (4 weeks), Phase 3 – Distributed integration (4 weeks), pilot runs (1 week), and simulation execution records runs (2 weeks). The contractor shall provide experiment support with simulations, Command and Control (C2) devices, and data and protocol translation services to support their mission of development, integration, and synchronization of force capabilities for the Army into the Joint operational environment from concept through capability development. The contractor shall identify requirements for interfaces, message formats, and communication protocols. The contractor shall integrate space system representations into network fires architectures. 3.2 The contractor shall participate in technical interchange meetings and working groups. 4.0 DELIVERABLES Funds and Man-hour Expenditure Report, CDRL A001 Technical and Management Work Plan, CDRL A004 Final Report, CDRL A005 5.0 ESTIMATED TRAVEL: CONUS travel is authorized to support this requirement. 6.0 MATERIALS/EQUIPMENT: Material costs are not authorized to support this requirement. 7.0 GOVERNMENT-FURNISHED EQUIPMENT/FACILITIES: Government-furnished facilities and computer systems are available for use in performance of this requirement. The SMDC Battle Lab Collaborative Simulation Environment (BLCSE) lab is located in the USASMDC/ARSTRAT Simulation Center (SimCtr) and contains 15 workstation systems, 2 Global Command and Control System (GCCS) workstations, 4 Cisco internet protocol phones, and network equipment.
