Any testimony shall be limited to and must address the standards and criteria relevant to development. FAILURE TO ADDRESS AN ISSUE NOT RELATED TO THE SPECIFIC CRITERIA AND PROVISIONS APPLICABLE TO A PROPOSED DEVELOPMENT, OR FAILURE TO PROVIDE SUFFICIENT SPECIFICITY AS TO AFFORD THE PLANNING COMMISSION AN OPPORTUNITY TO RESPOND TO SAID ISSUE PRECLUDES APPEAL ON THAT ISSUE OR ISSUES.
