REGULAR MEETING OF THE BOARD OF ALDERMEN June 15, 2004 The Regular Meeting of the Board of Aldermen of the City of Warson Woods was held on Tuesday, June 15, 2004 at the City Hall, 10015 Manchester Road. The following members of the Board were present: Mayor E. William Bergfeld, Jr. Gordon Gosh Larry Howe John Devoto George Bruenning David Aitken Matt Witte Judith Pohl Absent: Mark Wittich
Also present were City Attorney, Marvin Young, Assistant City Attorney, Paul Rost, Treasurer, Bill O’Neil, City Clerk/Collector, Kathy Mahany, Sgt. Marty Davenport, Building Commissioner, Elijah Cunningham, City Engineer, Ken Lichtenheld and Park Commissioner, Gerry Murphy. The Mayor called the Meeting to order at 7:00 P.M. PLEDGE OF ALLEGIANCE A moment of silence was observed for the passing of former President Reagan. MINUTES REGULAR BOARD MEETING—May 18, 2004 Alderman Gosh moved, seconded by Alderman Pohl, that the Minutes be accepted as submitted. On Voice Vote, the motion was unanimously approved. EXECUTIVE SESSION—May 18, 2004 Alderman Pohl moved, seconded by Alderman Gosh, that the Minutes be accepted as submitted. On voice Vote, the motion was unanimously approved. FINANCE COMMITTEE—May 25, 2004 Alderman Witte moved, seconded by Alderman Gosh, that the Minutes be accepted as submitted. On Voice Vote, the motion was unanimously approved. BOARD OF ADJUSTMENT—June 1, 2004 Alderman Gosh moved, seconded by Alderman Pohl, that the Minutes be accepted as submitted. On Voice Vote, the motion was unanimously approved. -1-
REGULAR BOARD MEETING—June 15, 2004 TREASURER’S REPORT—May 2004 Alderman Gosh moved, seconded by Alderman Bruenning that the Treasurer report be received as submitted. On Voice Vote, the motion was unanimously received. BILLS AND RECURRING DISBURSEMENTS TO BE APPROVED Alderman Pohl moved, seconded by Alderman Devoto, that the Bills with the addendum be approved as submitted. On Voice Vote, the motion was unanimously approved. GLENDALE FIRE REPORT—No action required. WARSON WOODS POLICE REPORT—No action required. PETITIONS, REQUESTS AND COMPLAINTS-Nothing to report. MISC. REPORTS COLLECTOR—Kathy Mahany reported that over $205,000.00 has been collected in Real Estate tax. BUILDING COMMISSIONER—Elijah Cunningham reported that permitting has slowed somewhat. Three permits have been issued during the past month one addition and two basement modifications. There were two denials both of which have requested a Board of Adjustment hearing. One was a fence and the other was a major addition. PARK COMMISSIONER--Gerry Murphy reported that he is going to be working with Karen Cox on the tree diagnosis in the coming weeks. CITY ENGINEER—Ken Lichtenheld reported that the foot-bridge between Flanders and Beaucaire has been completed. He also mentioned that he has received several complements about how the City looks. Next he stated he is continuing to collect information about areas which hold water and this will be discussed during the next Public Works meeting. CITY ATTORNEY—Marvin Young-Nothing to report ASST. CITY ATTORNEY—Paul Rost –Nothing to report. TREASURER—Bill O’Neil—Nothing to report. MAYOR— E. William Bergfeld, Jr. reported he and the Chief Willenbrink appeared at the Rock Hill Board meeting and gave a proposal for police agency services. He explained that Warson Woods along with Glendale, Brentwood and St. Louis County were invited to give a proposal. He assumed that Glendale and Brentwood submitted written proposals because they did not appear. St. Louis County did make a presentation. Lastly he stated that the Mayor of Rock Hill submitted his resignation as of August 3, 2004. -2-
REGULAR BOARD MEETING—June 15, 2004 OLD BUSINESS Ordinance Amending Chapter 270 “Community Tree Standards” Alderman Devoto moved, seconded by Alderman Howe that Bill 1367 was read two times, a discussion was held between the Board, Paul Rost and Mr. & Mrs. Yanczer, 835 Bricken, Bill 1367 becomes Ordinance No. 1318. The ordinance was announced passed 7-0 Resolution of Intent to Participate in Natural Hazard Mitigation. City Engineer Ken Lichtenheld explained the purpose of the resolution. Alderman Gosh moves, seconded by Alderman Howe to accept the Resolution. On Voice Vote, the motion was unanimously approved. MISC. OLD BUSINESS Nothing to Report NEW BUSINESS Ordinance Establishing the 2004-2005 Budget. Alderman Witte moved, seconded by Alderman Gosh that Bill 1368 was read two times, becomes Ordinance No. 1319. REGULAR BOARD MEETING –June 15, 2004 MISC. NEW BUSINESS Alderman Devoto informed the Board that Saturday October 9, 2004 is the date for this years’ Fall Festival. Alderman Aitken discussed the property conditions at 561 Beaucaire. Alderman Witte asked if the traffic flow has changed since Ladue closed their portion of Warson Road? Sgt. Davenport answered slightly. Alderman Pohl Congratulated the City Clerk Kathy Mahany on her position of President of the Mo. City Clerks and Finance Officers Association. Adjournment Alderman Aitken moved, seconded by Alderman Gosh, the meeting is adjourned. On Voice Vote, the motion was unanimously approved. The meeting closed at 7:35 P.M.
