REQUEST FOR QUALIFICATIONS ENVIRONMENTAL CONSULTING SERVICES RELATED TO WETLANDS AND STREAMS CITY OF KIRKLAND DEPARTMENT OF PLANNING AND COMMUNITY DEVELOPMENT Scope of Services: Provide professional consulting services to the City of Kirkland Department of Planning and Community Development by performing the following services: 1. Determine if a feature meets the definition of a wetland or stream or neither (involves site reconnaissance and a brief e-mail to planner); 2. Delineate a wetland by finding and flagging the wetland boundary 3. Classify and analyze a wetland or stream (involves a field visit and preparation of a written report); 4. Verify the correctness or adequacy of the work of another consultant that was hired by a permit applicant. The would include, but not be limited to, the following typical tasks: a. Review wetland/stream reconnaissance to confirm whether a feature meets the definition of a wetland or stream or neither. b. Review wetland/stream reports to confirm accuracy of wetland or stream classification and wetland delineation. c. Review wetland/stream reports to confirm accuracy of analysis of wetland/stream/buffer functions and values. d. Assist the City in analyzing proposals that would impact wetland/streams or their buffers for compliance with applicable criteria contained in the Kirkland Zoning Code. e. Evaluate proposals for monitoring and maintenance of wetland/stream/buffer rehabilitation, enhancement or mitigation areas. 5. Monitor the maintenance of a wetland, stream, or buffer that has been created or modified (involves both field visits and completion of an annual monitoring report). Assist in preparing contingency plans if goals are not met. Perhaps take responsibility for contracting for the maintenance work. 6. Represent the City at hearings related to review of a proposal, if needed. 7. Assist the City in reviewing projects with impacts to wetlands or streams under the State Environmental Policy Act (SEPA). 8. Assist the City in determining costs associated with proposed wetland/stream/buffer rehabilitation, enhancement or mitigation work. 9. Assist the City in interpreting and implementing wetland/stream regulations by providing scientific expertise, as necessary. Qualified consultants will have appropriate credentials for and experience in performing the tasks listed above. The City reserves the right to select the appropriate consultant. 1. A brief letter of introduction 2. A statement of qualifications and relevant experience of the firm(s) and individual(s) that will be involved. 3. Identification of project manager. 4. A summary of hourly billing rates pertaining to the individual(s) involved. 5. Names and phone numbers of references. 6. Examples of similar work (can be returned on request). No later than 5:00 p.m. on Monday, June 14, 2004.
