REQUEST FOR QUALIFICATIONS CONSULTING SERVICES Multifamily and Business Recycling Outreach Program CITY OF KIRKLAND DEPARTMENT OF PUBLIC WORKS JULY 12, 2004 Scope of Work The City of Kirkland invites statements of qualifications from individuals and firms who wish to serve as Recycling Outreach Coordinator to provide multifamily and business marketing and promotion services to Kirkland’s multifamily residents, property managers and business community. The Multifamily and Business Outreach Coordinator will be responsible for implementation of the Kirkland Multifamily and Business Recycling Program and will function as liaison between the multifamily and business community and the City in improving recycling participation in these sectors. Primary responsibilities of the consultant will include: Coordinate with City staff (Engineering Analyst), Waste Management (the City’s contracted hauler) and multifamily property managers to promote the enhancements to recycling collection services which are to include analyzing the multifamily sector in two market segments: apartment renters and condominimum/townhome owners. Promote recycling within the business community, offering technical assistance and site visits, where appropriate. Develop an outreach program for property or condominium associations, where appropriate. Develop an outreach program for all multifamily tenants. Consult with Waste Management including conducting field checks and follow up. Provide status reports to City. Grant administration assistance as needed. Budget and Length of Contract Funding for the professional services contract is in the range of $85,000 - $95,000 for 2004 and 2005 combined. The length of the contract is 16 months: September 1, 2004 – December 31, 2005.
Consultant Knowledge, Skills and Abilities Demonstrated expertise in developing and executing recycling outreach programs to the multifamily and business sectors. Experience working with city government. Background in recycling with the ability to provide recycling insight on program recommendations. Project management and leadership skills as well as the ability to coordinate multiple tasks. Experience working creatively with limited budgets. Submittal Requirements A brief letter of interest. Statement of qualifications and relevant experience of individual who will be involved in the project. Names of clients, current address and phone numbers of three recent references, preferably with municipalities or other governmental or recycling related organizations. Samples of recycling, marketing or promotional materials and writing (can be returned). Please submit 5 copies. Selection Schedule RFQ Release Date Submittals Due Tentative Contract Start Date Selection Process A selection committee will review all proposals, select finalists for interviews, and make the final selection of the consultant. The City reserves the right not to award any portion or all of the project if it finds that none of the proposals submitted meets the specific needs of the project. Prior to the commencement of work, the City and the selected consultant will meet to settle contract details. A letter notifying the consultant of the City’s award will constitute notice to proceed. The City is not responsible for any costs incurred by the consultant in the preparation of the proposal. Once submitted to the City, all proposals will become public information.
