CITY OF VANCOUVER SENIOR PAYROLL ANALYST DEFINITION To lead and perform advanced level clerical accounting and fiscal duties related to the City's payroll system using an integrated HR/payroll software system. DISTINGUISHING CHARACTERISTICS This is the lead class in the payroll division. Employees within this class are distinguished from the Payroll Analyst by the performance of lead functions and oversight of the payroll modules of the HRIS. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from higher level supervisory and management staff. Exercises functional and technical supervision over payroll and other staff. ESSENTIAL AND OTHER FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Examples of Essential Functions: Issue, receive and audit time cards and payroll records ensuring compliance with City policies, procedures, regulations and appropriate labor agreements; prepare and balance payroll reports; input timesheets. Identify, calculate and input appropriate adjustments as necessary; process payroll through issuance of checks; balance and process reports; prepare tax reports ensuring accuracy and compliance with all laws and regulations. Process and calculate a variety of complex payroll actions including wage garnishments, incentive pay, benefits withholding, overtime hours, and workers compensation claims. Process remittances to appropriate agencies for funds withheld from paychecks including benefits and payroll taxes and balance to appropriate reports. Provide on-going technical training and supervision to payroll analysts, timekeepers, and time entry staff; coordinate and implement efficient and effective methods of time reporting.

CITY OF VANCOUVER Senior Payroll Analyst (Continued) Examples of Essential Functions: Maintain a variety of files and records related to the City's payroll system and general accounting functions; maintain various ledgers, registers and journals according to established account classifications. Compile and prepare reports using an ad hoc report writer software package as necessary. Remain current with local policies, laws, contracts, and regulatory changes affecting payroll. Calculate, issue and process manual payroll checks from timesheet to the final product including all required remittances and reporting. Maintain all payroll documentation for HRIS software, payroll process and time entry. Develop annual payroll schedules for time entry, payroll processing and time sheet submittal; communicate and coordinate scheduling with appropriate staff. Provide technical information and instruction regarding applicable procedures and methods to other City staff; interpret and explain payroll rules and regulations; answer questions and resolve problems or complaints. Serve as lead staff person for updgrades to the payroll modules of the HRIS; test system upgades; work with technical staff to resolve problems. Examples of Other Functions: Perform a variety of accounting and clerical duties related to payroll and benefits including wage verifications and researching wage and hour inquiries from various governmental entities. Identify, research, implement, and administer new payroll reporting methods, i.e., automated reporting for DRS, deferred compensation, payroll tax deposits, quarterly reports, etc. Prepare quarterly and annual reports, W-2’s and 1099R’s. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Principles and practices of payroll administration, record keeping and reporting. Current laws and regulations related to payroll and labor compensation. Procedures, methods and techniques of payroll preparation and processing.

Computerized payroll systems. Modern office methods, procedures and equipment including computers and various software programs. Principles and practices of staff training. Ability to: Understand, interpret, communicate and apply payroll procedures, rules and regulations in a multi-union environment. Review complex payroll transactions for accuracy and compliance to applicable laws and regulations. Provide training and lead supervision to staff involved in general clerical work. Perform multiple tasks under strict deadlines. Maintain a variety of records and files. Use a personal computer, appropriate computer software and other office equipment. Understand and carry out oral and written directions. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three years of increasingly responsible payroll experience, utilizing an integrated software system, in a multi-union environment.

WORKING CONDITIONS Office environment; intense attentiveness and ten-key operation for prolonged periods.
