CITY OF WENATCHEE JOB DESCRIPTION Title: Reports to: Affiliation: UTILITY WORKER Street/Fleet & Facilities Manager AFSCME Local 846-W Division: Classification: Date: Streets Non-Exempt Revised September 2003 GENERAL POSITION SUMMARY Responsible for a variety of duties ranging from laboring activities requiring extended physical exertion to semi-skilled tasks requiring manipulative skills. Assignments involve the use of a variety of hand and power tools and the operation of trucks and related maintenance equipment. The frequency of performing any task or operation varies in accordance with season, maintenance program, climatic conditions or City customer needs. All assignments involve responsibility of the safe use of tools and the equipment and the safety of others working in the immediate area. Although employees may perform work independently, work is normally performed as part of a crew under the direction of a supervisor or lead worker. Work is reviewed while in progress and upon completion for conformance with instructions and work standards. This work requires considerable knowledge of asphalt applications and repair practices as well as a good understanding of snow and ice control operations. ESSENTIAL JOB FUNCTIONS ♦ Shovel asphalt paving mix to seal pavement cracks and make street repairs; prepare cuts and holes for pouring of asphalt; mix asphalt and haul ballast. Put on skin patches and other asphalt surfaces. ♦ Install and replace street signs. ♦ Operate painting equipment to paint crosswalks, curbs, and traffic flow indicators. ♦ Control snow and ice on City streets and right-of-ways by plowing, sanding or shoveling. ♦ May work closely with contractors and engineers on street projects. ♦ Operate and/or drive a variety of equipment and machinery including but not limited to: snow removal equipment, painting equipment, street sweeper, flusher truck, large and small rollers, rock screener, backhoe, front-end loader, distributor, chip spreader, paint striper, concrete saw, jackhammer. ♦ Set cones and barricades for traffic control. May direct traffic under certain working conditions. ♦ Performs vegetation control on City right-of-ways. May be required to receive pesticide certification within one year. ♦ Flexible working hours, shift times may change seasonally. ♦ May be assigned to year-round night shift. OTHER FUNCTIONS Performs other duties as needed or directed. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES ♦ Ability to establish and maintain effective team working relationship with other employees. ♦ Developed skill in the use and care of applicable tools and equipment. ♦ Ability to understand and follow verbal and written instructions. ♦ Ability to deal courteously and tactfully with the public. ♦ Ability to work outdoors for extended periods of time under unfavorable weather conditions. ♦ General knowledge of materials used to perform the work. MINIMUM QUALIFICATIONS ♦ Graduation from high school or GED equivalent. ♦ Valid Washington State drivers license with good record. CDL endorsement, minimum Class B with air brake restriction removed. ♦ Able to obtain flagging card within six months. ♦ Minimum of 2 years experience working for a street department, district or in the construction field with substantial experience working with asphalt application and finishing procedures. ♦ Certificate for herbicide license to spray may be required within six (6) months of hire. WORK ENVIRONMENT ♦ While performing the duties of this job, the employee regularly works in outside weather conditions. The employee is frequently exposed to wet and/or humid conditions. The temperature ranges for the work environment vary from above 100 degrees in the summer to below freezing in the winter. ♦ The work environment is very dirty. ♦ The noise level in the work environment ranges from quiet to very loud requiring ear protection.
