IT Systems Analyst
CONCEPT Analyzes, designs, develops and implements information technology system solutions to address the business needs of the City of Vancouver. DISTINGUISHING CHARACTERISTICS The IT Systems Analyst classification encompasses the range of expertise involved in the design, development and installation of new applications and information systems and/or the modification of existing applications – from entry through management. The following outlines criteria to be considered in individual placement within the class. Level A Employees are generally assigned to system maintenance work (e.g., assist users with specialized applications, modify legacy systems, query DBMS, develop interfaces with off-the-shelf software) or systems development work that is generally limited to documenting work processes or designing standardized or custom reports of average complexity. Level B This is the fully qualified working level of the series. Employees are assigned to less complex, limited scope system project management and/or application development work that is generally limited to programming for small applications, custom reports and designing interfaces using OOPL components or 3rd/4th generation languages (e.g., c, C++, Java, VB, SQL script). Client interaction or user group facilitation is necessary to define requirements and present system designs. Level C This is the advanced level and is characterized by expert competence in one or more phases of enterprise-wide system project management and/or similarly complex applications/systems development. Employees are expected to facilitate groups (users from multiple departments, interface with technical experts (e.g., vendor representatives, other IT staff) to clearly articulate City needs, resolve conflicts from varied user needs and present design and implementation plans. EXAMPLES OF WORK Presently there are two major assignment areas within the classification – legacy system maintenance and development of multi-tiered system architectures. Analyze, develop, modify and test software to support business user applications; plan and actively participate in deployment of major applications and version changes. Fine-tune applications and databases; customize business applications, query databases and design interfaces.
CITY OF VANCOUVER IT Systems Analyst (continued) Document and design business processes based on evaluation of current/proposed information, workflow, available/emerging technology (hardware/software) and costs/benefits. Develop requirement specifications and RFPs; evaluate proposal submissions based on end-user input for new/existing systems, business processes and applications. Select software and/or hardware based on systems analysis and evaluation of products, costs and vendors. Coordinate and communicate with end users, management, staff and vendors on project issues and status; provide user support, training and problem analysis on software. Compile and monitor project budgets and work plans to evaluate use of project resources including staff time, vendor work and expenditures. KNOWLEDGE, SKILLS, AND ABILITIES Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
