CITY OF VANCOUVER ENGINEERING SPECIALIST DEFINITION To lead and provide complex administrative and technical engineering support involving layout and design for water, sewer, street, and traffic projects; to lead and coordinate construction inspection activities; and to maintain engineering records, assist the public, and review development requests. SUPERVISION RECEIVED AND EXERCISED Receives direction from higher level engineering staff. Exercises functional and technical supervision over technical staff. ESSENTIAL AND OTHER FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Examples of Essential Functions: Lead, plan, and coordinate the work of technical engineering staff involved in layout, design, mapping, construction inspection, materials testing, permitting, and public counter duties. Plan, direct and supervise the accumulation, verification, recording and filing of engineering maps, plans, books, records and documents; account for monies received for issued permits. Review and monitor city contracts under construction by private contractors for public works projects to assure proper documentation and prompt payment for work completed. Check the work of assigned employees for accuracy, proper work methods and techniques, and compliance with applicable specifications and time schedules. Coordinate issuance of water, sewer, paving, drainage, industrial wastewater, and other permits for work in public right-of-ways; collect development fees; ensure proper review and issuance of permits. Review calculations to determine late fees for existing utilities and system development charges for the full range of development proposals. Coordinate a variety of engineering and real estate records in answering inquiries relating to legal descriptions, civil engineering plans, blueprints, and as-builts. Coordinate the research and reproduction of maps, plans, and records for City departments, outside agencies and the public; coordinate the updating of as-built maps. 1 CITY OF VANCOUVER Engineering Specialist (Continued) Design street lighting systems; prepare, evaluate and install traffic signal timing systems. Examples of Essential Functions: Manage the City’s materials testing laboratory; schedule and perform project QA/QC testing and inspection. Examples of Other Functions: Provide information regarding procedural steps necessary for development in the City; prepare or verify legal descriptions of property and easements. Participate in the preparation of city property descriptions for city departments; coordinate records research and preparation with title companies. Participate in the preparation of documents and related procedures relative to local improvement districts including assessments, establishing hearings and final documentation of records. Provide information to the public, contractors and consultants relative to sewer, water, street, traffic and engineering office business and technical matters. Participate in training and evaluating assigned staff in civil engineering methods and techniques. Participate in the preparation of budget and estimating functions. Participate in project scheduling and project estimation. Coordinate public works projects with applicable city, state and federal officials and other relevant agencies and parties. Provide lead supervision in performance of any duties within the scope of responsibilities. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Principles of lead supervision and training. Design and construction theory and engineering design standards. 2 CITY OF VANCOUVER Engineering Specialist (Continued) Knowledge of: Principles and practices of civil engineering including hydrology, hydraulics, soils, water and sewer utility design, traffic signal and street lighting design, and basic structures. Terminology, methods, practices, and techniques of drafting and computer aided design. Trigonometry as applied to the computation of angles, areas, distances, and traverses. Principles, methods, materials, equipment, and safety standards of construction inspection. Materials, methods, and techniques of modern construction. Construction management and contract administration techniques. Soil mechanics and geology. Transportation computer models. Material sampling and testing procedures. Principles and practices of surveying. Engineering maps and records. Construction plans and specifications. Modern office procedures, methods, and computer equipment. Applicable laws, regulations, codes, department policies, governing assigned engineering duties. Ability to: Lead, train, and evaluate the work of technical engineering staff. Interpret and apply state and local policies, procedures, laws, codes, and regulations. Perform complex civil engineering design and drafting work. 3 CITY OF VANCOUVER Engineering Specialist (Continued) Ability to: Reduce, interpret, and apply field notes in the performance of drafting and survey duties. Compile rough technical data and prepare statistical and narrative reports from field studies. Understand and interpret engineering plans and specifications. Detect and located faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied. Use computer aided drafting (CAD) equipment. Deal firmly and tactfully with contractors, engineers, and property owners. Prepare accurate engineering records. Use algebraic formulas, trigonometry tables and statistical mathematics to accomplish the level of work described herein. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Four years of increasingly responsible technical engineering experience in the area of assignment including drafting/design and construction inspection. Training: Equivalent to an Associate of Arts degree from an accredited college with major course work in engineering or a related field. 4 CITY OF VANCOUVER Engineering Specialist (Continued) License or Certificate Depending on assignment, a land surveyor in training certificate is desirable. Depending on assignment, possession of, or ability to obtain an appropriate, valid driver's license. Depending on assignment, possession of, or ability to obtain a Radiation Safety Officer certification. WORKING CONDITIONS Office and site environment; exposure to dust and noise; some climbing, stooping, light lifting, and inspecting in confined areas; work in inclement weather.
