CITY OF RENTON CLASS TITLE: BASIC FUNCTION: Under the direction of the Financial Planning Manager, perform a variety of entry-level financial reporting duties to assist the Financial Planning Supervisor and the Senior Finance Analyst, such as preparing statistical and financial schedules and tables using spreadsheet, word processing and graphic software. Update and maintain various cost allocation models with information from a variety of sources and verify the accuracy of the information prepared, and assist personnel from other departments obtain needed financial information. DISTINGUISHING CHARACTERISTICS: The Finance Analyst I is an entry-level classification with responsibility for research and support duties such as gathering and distributing information and preparing statistical and financial schedules and tables. Finance Analyst II is an experienced level classification with responsibility for performing limited scope projects independently and assisting with research and analysis for more complex projects. The Senior Finance Analyst performs complex analytical work, prepares financial projections and reports, and serves as project manager for major studies and projects. REPRESENTATIVE DUTIES: Maintain sub-ledgers for various systems and prepare billing information to accounts receivable for processing, including but not limited to supplemental development fees, EIS fees, airport leases, and miscellaneous utility work order billing. Monitor and reconcile account balances; prepare necessary adjusting entries. Maintain routine schedules for journal entries, cash transfers, and billing purposes. Prepare financial statements including balance sheets, income statements, and statements of cash flow. Update and maintain fixed assets system, job costing system, equipment rental system, indirect rate allocation, insurance premium calculation, and other systems and schedules. Assist with budget and financial report preparation, production, and distribution, including preparation of summary schedules, statistical tables and charts; data input and verification; copying and printing assistance; layout and design of forms; conduct surveys and comparisons of fees and rates charged by surrounding jurisdictions; respond to surveys and questionnaires from other department, jurisdictions, and businesses. Perform back-up and other supplemental duties of Lead Accounting Assistants as requested. FINANCE ANALYST I (AN-5114) Finance Analyst I - Continued Perform related duties as assigned. KNOWLEDGE AND ABILITIES: Page 2 KNOWLEDGE OF: • City organization, process, and operations. • City ordinances related to taxing authority, fees, and charges. • Interdepartmental billing, external billing, and grant billing processes, procedures, and policies. • General accounting practices and procedures in a double entry system. • Spreadsheet applications including math and financial functions. • Word processing, database, and graphic computer applications. • Oral and written communication skills and interpersonal skills. ABILITY TO: Prepare financial statements from general ledger, including balance sheets, income statements, and statements of cash flow. • Prepare journal entries. • Identify problems in budget and financial reports and data processing systems. • Analyze and reconcile accounts, general ledger, and sub-ledgers. • Compile schedules from various documents and verify the accuracy of results. • Prepare reports including narratives, statistical charts, layout, and publication. • Assist other City departments in obtaining accurate financial information. • Communicate effectively both orally and in writing. • Interpret, apply and explain rules, regulations, policies and procedures. • Establish and maintain cooperative and effective working relationships with others. • Meet schedules and time lines and work overtime when required. • Use spreadsheets including formulas which build in various conditions and variables. • Use database, graphic, and word processing computer software. • EDUCATION AND EXPERIENCE: Any combination equivalent to: two years of college-level course work in accounting and three years of responsible experience in accounting, budgeting and finance. Public sector experience preferred. WORKING CONDITIONS: Work is performed in an office environment. August 1992
