CITY OF RENTON CLASS TITLE: ASSISTANT HUMAN RESOURCES ANALYST (HR-5141)
BASIC FUNCTIONS: Under the direction of the Human Resources and Risk Management Administrator, perform paraprofessional and professional human resource duties involving recruitment and selection, assist with Civil Service recruitment and selection as assigned; organize, coordinate and participate in the development and implementation of the city-wide training program; assure compliance with City human resources policies and procedures, recruitment and selection activities and a variety of State, Federal laws and labor contracts; Research, respond and resolve employee inquiries about benefits, including but not limited to medical and dental insurance, deferred compensation, retirement, flexible benefits and COBRA provisions; serve as Secretary to City’s LEOFF board. REPRESENTATIVE DUTIES: *Perform professional and paraprofessional human resource duties involving recruitment and selection by consulting with department representatives in the preparation and development of legally defensible examination and testing instruments; serve as a member of the interview board as necessary. *Organize, coordinate and participate in the development of the City’s citywide training program. Conduct needs analysis; prepare and respond to RFP’s and provide the HR & RM Administrator with instructor recommendations; prepare and distribute training brochure, accept registrations and assure classes are conducted in an orderly, scheduled manner. *Research, respond and resolve employee inquiries related to benefits, including but not limited to medical and dental insurance, deferred compensation, retirement, flexible benefits and COBRA provisions; maintain and distribute the health insurance plan book as necessary; conduct new employee orientation and process new hire information as assigned. Assure compliance with City policies and procedures, recruitment and selection activities and a variety of State, Federal laws, and labor contracts. *Serve as Secretary to the City’s LEOFF Board providing support as follows: research, develop and prepare amendments to rules and regulations; resolve employee disability claims, respond to benefit questions; record, prepare and distribute meeting minutes.

Prepare and participate in special projects and studies such as salary surveys; research and draft human resources policies and procedures. *Attend meetings of the Human Rights Commission; record meeting proceedings; prepare and distribute minutes. Assist with Civil Service functions; assist in the administration of written and physical tests. Perform related duties as assigned.

EDUCATION AND EXPERIENCE. Any combination equivalent to: graduation from high school including or supplemented by course work in office management, secretarial science or related field and three years of secretarial or advanced clerical experience, including at least one year in a human resources environment and work processing and microcomputer operations experience.
