SENIOR ACCOUNTANT
NATURE OF WORK: Under general supervision of the Accounting Manager, the Senior Accountant performs professional accounting work from the moderate to the advanced level. These include coordinating various functions of the City’s financial systems and subsystems and analyzing, implementing and monitoring new financial programs. EXAMPLES OF DUTIES: The following duties are not inclusive of all duties and the incumbent performs other related duties as required. 1. 2. 3. Prepares or reviews various required reports for state and federal agencies. Assists in accounting system development. Works with other City departments to develop and maintain accurate and meaningful financial data and satisfy reporting requirements for monthly, annual and specialized reports. Assists in the preparation of the City-wide annual budget and the Comprehensive Annual Financial Report. Prepares monthly, quarterly and annual journal entries for posting to the general ledger. Assists in various cash management and banking activities and maintains appropriate records. Responsible for oversight and/or preparation of records related to grants and LID’s. Responsible for designing and maintaining the job cost system for the City departments and for assuring the integrity of the interface with the general ledger. Serves as the lead in maintaining materials inventory system, fleet records, depreciation and rates and in assuring all required reconciliations are performed in a timely manner. Prepares financial records relative to construction projects; reconciles construction projects; maintains fixed asset records, reconciles construction and fixed assets financial subsystems to general ledger. Oversees reconciliation of utility billing system to the general ledger. Prepares trial balances, balance sheets, income and cash flow statements. Assumes responsibility for analysis and coordination of department-wide special projects.

PHYSICAL LIMITATIONS: Requires sitting at a desk for extended periods of time; use a PC work station for extended hours; lift up to 25 pounds on occasion. PREFERRED QUALIFICATIONS Education: Graduation from an accredited 4-year college or university with a degree in accounting, financial management, or a closely related field.
Experience: Five (5) years experience as a professional accountant, preferably in a public agency, including lead responsibility. Cost or performance-based accounting experience a plus. Knowledge of generally Accepted Accounting Principles (GAAP), auditing, investment, and internal control theory and standards. Knowledge of professional level accounting with emphasis on governmental accounting. Knowledge of government budgeting principals and practices Knowledge of financial and legal aspects of grant management Knowledge of computerized accounting systems, personal computers, and complex spreadsheet programs. Knowledge of activity based cost systems Knowledge of utility accounting and budgeting procedures. Knowledge of financial analysis and projection techniques. Knowledge of city organization, operations, policies and objectives. Ability to prepare and analyze comprehensive financial, statistical and narrative reports. Ability to use and assess financial system needs and implement procedures for efficient financial management. Ability to prepare technical written management reports. Ability to use independent professional judgment to interpret laws and regulations, assure compliant accounting practices, make sound recommendation and implement appropriate measures. Ability to perform a variety of professional accounting duties including financial analyses and forecasts. Ability to work independently from general instructions. Ability to establish and maintain effective working relationships with fellow employees, the public, and other users. Ability to read, understand and apply information from technical and financial resources. Ability to effectively work cooperatively as a member of a service-oriented team. Ability to read, write, and speak English at a level for efficient job performance. Ability to cooperate and support the City’s customer commitment process.
