SENIOR SYSTEMS ANALYST
NATURE OF WORK: Under the general supervision of the Finance Director, administers, coordinates and performs management and support activities for the City’s central computer system and networks. This includes responsibility for servers, routers, fire walls and related computer system security, the city telephone system, hardware and software installation, maintenance and support. Systems Analysts work together as a team to distribute the workload for network administration and personal computer support activities. Responsibilities include working with consultants and vendors to coordinate software and hardware purchases and upgrades, installation and overall management of the computer systems. Positions work with an internal management team for technology changes, providing advice to departments for their computer needs and developing and implementing a comprehensive City-wide computer management plan. This position is the highest level classification within the Information Technology Division and coordinates the work activities for other positions, such as help desk activities programs, potential implications and possible controversial issues. EXAMPLES OF DUTIES: The following duties are not inclusive of all duties, and the incumbent performs other related duties as required: 1. Perform a variety of technical duties related to the design, development, acquisition, implementation, production support, system administration, and maintenance of complex computer and information-related systems. 2. Conduct product evaluations for upgrade of new hardware and software by identifying strengths, weaknesses, and potential benefits. 3. Purchase, configure and install city personal computers, servers, network hardware and software. 4. Develop methods to integrate new technologies with existing technologies. Evaluate options in network infrastructure planning to support new applications and technologies. 5. Negotiate service agreements and provide vendors with design specifications as needed. 6. Develop, design, and implement quality assurance testing and performance monitoring. Analyze, provide technical recommendations and perform capacity planning activities for LAN (Local area Network), MAN (Metropolitan Area Networks), and WAN (Wide Area Network) expansions. 7. Design multi server systems to meet City needs and resolves complex installation/support problems. 8. Operate a variety of microcomputers, servers, personal computers, and related equipment including printers, interfacing hardware, terminals and software packages. 9. Diagnose systems in response to hardware or software problems, determine appropriate action needed take corrective action or contact vendor (as appropriate). Handles vendor services calls, monitors vendor contacts when on-site, and maintains related records.
10. Provide analysis of all network problems, coordinate with team members on resolution and take corrective action to solve problems. Research, analyze, document, recreate and resolve technical problems associated with the LAN, WAN, or associated software and applications. Maintain appropriate documentation on all software and hardware to facilitate upgrade planning and analysis. 11. Develop and manage user profiles and security roles to facilitate user setup and oversight of all network users. 12. Establish and maintain security policies and standards related to City network infrastructure and data integrity. 13. Assist in strategic planning and policy development covering network facilities and city Information Technology related issues. Participate in and support IT team discussions and activities in a constructive, open and positive manner. 14. Coordinate with outside agencies (county, school district, etc) for the interconnection of WAN and MAN (I-Net) infrastructures. 15. Attend training, conferences and meetings to maintain current knowledge of technical advances in Information Technology and understanding of department functions and programs. PHYSICAL LIMITATIONS: Requires good hand-eye coordination, dexterity, ability to grasp and visual acuity. Most assignments require ability to lift, carry and move 10 to 50 pounds. QUALIFICATIONS: Education: Current Novell Netware CNE certification is required. Current certification in Microsoft MSCE, IBM AS400 and Cisco IOS is desirable. A Bachelors Degree in computer technologies, business or similar field desirable. Experience: Minimum 4 years progressively responsible network administration and operating systems work experience required. (An equivalent combination of education and experience including Novell Netware, Microsoft NT servers and IBM operating systems will be considered.) Possession of valid Washington State driver’s license and acceptable driving record. KNOWLEDGE, SKILLS AND ABILITIES: 1. Knowledge of Local Area Networks, Wide Area Networks, and other complex information systems, telecommunications, image and data transmission. 2. Knowledge of Novell Netware 5 network operating system, Windows NT/2000 server operating system, IBM AS400 midrange computer systems, and current OS/400 operating system. 3. Knowledge of current office practices, procedures and equipment including industry standard software, such as WordPerfect, MS Word, MS Excel, MS Access and Windows workstation operating system versions NT 4.0, 98, 2000 and XP. 4. Knowledge of Novell GroupWise 5/6 E-mail system, Lucent Definity PBX and Audix Voice Mail administration.
5. Knowledge of data management, network security and client access methods, along with Finance and Payroll business systems. 6. Ability to install and maintain a variety of operating system software and network servers, as well as other related hardware including switches, routers, and firewalls. 7. Ability to effectively communicate complex technical systems in non-technical terms to system users, both orally and in writing. 8. Ability to establish and maintain cooperative and effective working relationships with others. Demonstrated professional interpersonal skills using tact, patience and courtesy. 9. Ability to meet schedules, project time lines and work independently with little direction. Ability to respond to system emergency calls at any time. 10. Ability to adapt to change, plan and organize work, and learn quickly in a work environment of innovation and growth in the technology field.
